11 officers found involved in corrupt practices in BSNL
As many as 11 officers have been charged with corrupt practices in Bharat Sanchar Nigam Limited (BSNL). The Central Vigilance Commission (CVC) has recommended action against such officers.

ASSOCHAM President to raise current issues before FM (UPDATED)
ASSOCHAM President Rajkumar Dhoot is likely to meet Finance Minister P Chidambaram on August 20 with a view to pleading on the toughest issue, in recent past, for industrialists and foreign investors i.e. GAAR. Addressing to a Press Conference on General Anti Avoidance Rules, Dhoot highlighted the hard pressed need for putting GAAR into a 'cold storage' until a cost-benefit analysis is done in proper consultation with the stake-holders. Ved Jain, Chairman of ASSOCHAM Direct Tax Council, said that the Government of India should focus on the net-impact of GAAR on Indian economy rather than the tax revenue collection only. Shortfall in IPS due to …..

The shortfall in IPS is mainly due to timescale promotions at par with IAS regardless to vacancies at top positions. Every IPS is an IG equivalent to a Major General by 19 or 20 years of service probably the youngest Brigadier or Major Generals in the world that too irrespective of merit. God only can save us from these unprofessional police officers.

Standard of certain Ambassadors surprising

Having visited many countries, I am surprised at the standard of certain Ambassadors representing our nation especially in smaller countries. Many lack any grass root knowledge of our country making me wonder as to what they represent. Many identify themselves more with the posted country and their interests than their own. Many especially those posted in Gulf countries are overawed by their archaic laws, they care a damn for the rights and welfare of Indian citizens. The fault lies in the colonial system of direct recruiting to foreign service. Officers to IFS should be selected from the IAS who have put in a minimum years of service and gone through an aptitude test and psycho analysis.

Nothing to cheer about this I-Day

Happy Independence day to everyone. This independence day there is nothing to cheer about. Corruption is at its peak. All those 2G , CWG scams but Ministers and Officers are roaming free. All innocent honest are being harassed. the poor are having little food but grains rotting in godowns. The farmer is crying because of his his toil being wasted but politicians and bureaucrats refuse to take action. They have always fed on other persons sweat. How they can know what hard work is involved in growing grains. Bharat Mata cries for its children but they are busy in infighting. The cheer has dried from faces of children and they feed on pizzas, burgers, ice creams. MNCs are happy if future of India remains unhealthy. They can make money as medicines for obesity and slimming centers can make loads of money. It is win win situation for all. There is nothing to cheer about on this Independence day but I can hear Manmohan Singh giving his speech and trying to put up a brave face.

Discrimination in LTC !

All Government Servants are normally given two LTC in a block of four years. This is a shortcoming as compared to LTC every year being offered by the Banks. The same policy should be adopted in the Government sector also. This will give a chance to explore India in all directions. If that is not the case, the Government should reimburse One and half months pay as being paid by the Banks

Institutions like CVC should understand and play their role effectively

This has reference to your news caption, "How one can fight Corruption". In our system, institutions like CVC should understand and play their role effectively. It should not be just like another department dealing with corruption charges in a routine manner. It is the failure of the CVC that officers like Verma get transferred by ISS Cadre to please the charged officers. I hope it is late but not too late for the CVC to take note of the situation.

CVC cannot help it if organizations do not allow their vigilance departments to function by keeping them understaffed. APRs of CVOs are written by CMDs of the organizations they serve. Ideally CVOs should report to VCs/CVC and VOs should come on deputation from other organizations.

Who was the real encroacher?

It is reported that IAS is bitter about 'their post' in Brussels being encroached upon by IFS. Who was the real encroacher ? It seems IAS which had grabbed this post though rightfully an IFS officer should occupy this considering the nature of the job .They should not crib if it has been taken back by IFS. As a matter of fact IAS have encroached upon hundreds of posts in Government of India which rightly should go to the specialists. For example the posts of Financial Advisors in the ministries. Majority of them are filled by the IAS while these should actually bee held by the officers of Accounts services viz. IAAS, IRAS, IDAS, ICAS who have the expertise in Financial concurrence and financial advice. No wonder so many scams and financial irregularities have become the order of the day basically due to lack of correct advice by generalist financial advisors. The Finance Minister will do well to set this right.

Bureaucrats and politicians should shed ego, feudalistic attitude

A lot of the problem of the country would be over if the bureaucrats/politicians shed their ego, feudalistic attitude, become hard working, become honest, stop taking free bees, and take correct decisions in a fast manner. Mass Transfers of ISS Officers

The transfer guidelines for ISS must be reviewed. Why should an ISS officer's 'residency index' be taken as low just because he/she spent initial days out of Delhi? Why can't the definition be based on his/her continuous stay at present posting out of total service? Will the Minister of Statistics &PI order a review of existing transfer guidelines that has resulted in heart burnings in the ISS Cadre?

Can the disclosure of advice given by CVC impede the process of investigation?

Information regarding the vigilance advice given by the Central Vigilance Commission (CVC) in the matter of the appellant was denied by the Public Information Officer (PIO) citing the exemption provisions contained in section 8(1)(h) of the RTI Act stating that the disclosure of the information would impede the process of investigation. The Central Information Commission (CIC) observed that it is not clear how the disclosure of the advice given by the CVC in this case including the relevant file noting would impede the process of the disciplinary proceeding/ prosecution of the official concerned. The advice tendered by the CVC is an input based on which the competent authority decides about the nature of the disciplinary action to be taken in any particular case. The Commission further held that the affected person should have a natural right to know about the advice and the manner it is tendered. The CIC directed the PIO to provide the advice tendered by the CVC in this case including the file noting leading to the advice.

Comments

The manner in which the vigilance enquiries are being conducted require a drastic change in the post RTI era. New mechanism and procedure need to be devised to effectively conduct the investigations in a transparent manner.
