BHEL achieves breakthrough in Nuclear Power segment (UPDATED)
Bharat Heavy Electricals Limited (BHEL) has achieved another major breakthrough in the nuclear power segment with an order for Steam Turbine Generators for new rating 700 MWe Nuclear Sets, based on Pressurised Heavy Water Reactors. Significantly, these will be the highest rating indigenously-developed nuclear sets in the country. Valued at over Rs.1906 crore, the contract has been placed on the BHEL-Alstom consortium by Nuclear Power Corporation of India Limited (NPCIL) for its 2x700 MWe Rawatbhata Nuclear Power Station (Units 7&8), located in Rajasthan. In value terms, BHEL's share in the contract is around Rs.1207 Crore. The BHEL-Alstom consortium will supply the turbine generator packages for the two new 700 MWe units at the power station. BHEL and Alstom shall together manufacture and supply the Steam Turbines while the manufacture and supply of the complete Generator, Moisture Separater Reheater (MSR) and Condenser including complete erection and commissioning of the Turbine Generator package shall be undertaken by BHEL. In addition to the above, NPCIL has also awarded a contract for supply and installation of Controls and Instrumentation for the Turbine Island Secondary Cycle System for the same project to BHEL. The project will contribute to India's plans to increase its nuclear capacity to 21 GW by 2020.

Why officers are not taking quick & bold decisions ?

The three main reasons that officers these days are not taking quick & bold decisions are:-

(i) Fear of getting cooked up figures of CAG in future.

(ii) Facing enquiries in which the inquiring authorities will start smelling fish in each every word written on file.

(iii) The should complete their career unscathed and not face the ignominy of their payments of gratuity and pension being stopped.

What will be the loss to BSNL ?

BSNL on its formation by default acquired lot of real estate from the erstwhile P&T department as part of Telegraph services getting merged with Telecom. The assets which came from British times to Telegraph Department were nearly 35000/-crores as market value as on the formation day. Most of the Telephone exchanges in several cities are standing on Telegraph land. If BSNL start paying rent to the buildings they have occupied, what will be the losses?

Legal control over Mobile companies

This is regarding excercising legal whip over mobile companies being an instrument of terror by mass sms !! It need not remind , telecom has become a no control zone for Govt. Be it policy or HR issues. All companies are on earning spree come what may. Despite numerous so called actions by Govt , a citizen is not able to get rid of unwanted sms/ calls simply because Telecom is being run by all but telecom engineers. Pvt operators network is controlled by young chaps at throw away wage who make it a practical training field. Government PSUs are pushed to wall and don't know what to do , expand its network/maintain or handle its messy human resource issues. The people in power care for tele-density come what may and aam janta is hoping amongst
BSNL/MTNL/IDEA/RELIANCE etc etc .Who cares for service.....

A Cabinet Minister's remarks terming inflation as beneficial to farmers, is an affront to Aam Aadmi. Unusual hikes in price of oil, power and food items, drinking water shortage -- all result from endless corruption scams being churned out by the day. As if the common man's problems were not enough, Minister derives sadistic pleasure by adding salt to the wounds. Charged employee be given a copy of first stage advice !

The CVC way back in the year 2000 had issued a circular addressed to all functionaries under its jurisdiction that the charged employee should be given a copy of the first stage advice rendered by the CVC and this was based on a judgement which stated that no action should be taken behind the back of the employee.

Can the disclosure of advice given by CVC impede the process of investigation?

Information regarding the vigilance advice given by the Central Vigilance Commission (CVC) in the matter of the appellant was denied by the Public Information Officer (PIO) citing the exemption provisions contained in section 8(1)(h) of the RTI Act stating that the disclosure of the information would impede the process of investigation. The Central Information Commission (CIC) observed that it is not clear how the disclosure of the advice given by the CVC in this case including the relevant file noting would impede the process of the disciplinary proceeding/ prosecution of the official concerned. The advice tendered by the CVC is an input based on which the competent authority decides about the nature of the disciplinary action to be taken in any particular case. The Commission further held that the affected person should have a natural right to know about the advice and the manner it is tendered. The CIC directed the PIO to provide the advice tendered by the CVC in this case including the file noting leading to the advice.

Comments

The manner in which the vigilance enquiries are being conducted require a drastic change in the post RTI era. New mechanism and procedure need to be devised to effectively conduct the investigations in a transparent manner.
