BHEL achieves breakthrough in Nuclear Power segment
Bharat Heavy Electricals Limited (BHEL) has achieved another major breakthrough in the nuclear power segment with an order for Steam Turbine Generators for new rating 700 MWe Nuclear Sets, based on Pressurised Heavy Water Reactors. Significantly, these will be the highest rating indigenously-developed nuclear sets in the country. Valued at over Rs.1906 crore, the contract has been placed on the BHEL-Alstom consortium by Nuclear Power Corporation of India Limited
(NPCIL) for its 2x700 MWe Rawatbhata Nuclear Power Station (Units 7&8), located in Rajasthan. In value terms, BHEL's share in the contract is around Rs.1207 Crore. The BHEL-Alstom consortium will supply the turbine generator packages for the two new 700 MWe units at the power station. BHEL and Alstom shall together manufacture and supply the Steam Turbines while the manufacture and supply of the complete Generator, Moisture Separater Reheater (MSR) and Condenser including complete erection and commissioning of the Turbine Generator package shall be undertaken by BHEL. In addition to the above, NPCIL has also awarded a contract for supply and installation of Controls and Instrumentation for the Turbine Island Secondary Cycle System for the same project to BHEL. The project will contribute to India's plans to increase its nuclear capacity to 21 GW by 2020.

Only 13,900 crore raised last year in disinvestment

Country is run by officials of all communities

The country is secular and run by government officials of all communities. If we go by your analogy then all the other staff/officials in the Ministry of Minority Affairs should also be of minority background. Also there may be a demand for setting up of Ministry of Majority Affairs run by people of the majority community. Please do not make any suggestion, which divides the country.

A confident and assertive Home Secretary

It is heartening to see a confident and assertive Home Secretary of India doing some plain speaking in full media glare about Pakistan's involvement in the mischievous propaganda against Indian citizens from the NE region in South and Western Indian metros. The Government of India must follow it up by concrete action. Time has come for us to consider serious action against the biggest terrorist training centre in Pakistan, namely the ISI. We must draw out plans for dismantling this hub of terrorism not by bombs or grenades but by proactive diplomatic initiative to expose and discredit the agency before the Pakistani civil society. It won't be an impossible task because the agency is playing havoc with its own countrymen who suddenly gomissing only to surface at odd places either mutilated or just dead. Besides, there is a reckonable civil society in Pakistan that far outnumbers the ISI rogues and their cohorts. We the people of India and our government must reach out to like minded sections of the Pakistani civil society and neutralise the small coterie of ISI/Mullahs combine that has hijacked power in that country.

Can the disclosure of advice given by CVC impede the process of investigation?

Information regarding the vigilance advice given by the Central Vigilance Commission (CVC) in the matter of the appellant was denied by the Public Information Officer (PIO) citing the exemption provisions contained in section 8(1)(h) of the RTI Act stating that the disclosure of the information would impede the process of investigation. The Central Information Commission (CIC) observed that it is not clear how the disclosure of the advice given by the CVC in this case including the relevant file noting would impede the process of the disciplinary proceeding/ prosecution of the official concerned. The advice tendered by the CVC is an input based on which the competent authority decides about the nature of the disciplinary action to be taken in any particular case. The Commission further held that the affected person should have a natural right to know about the advice and the manner it is tendered. The CIC directed the PIO to provide the advice tendered by the CVC in this case including the file noting leading to the advice.

Comments

The manner in which the vigilance enquiries are being conducted require a drastic change in the post RTI era. New mechanism and procedure need to be devised to effectively conduct the investigations in a transparent manner.
