Bhilai Steel Plant bags PM's trophy for best
Plant for 10th time (UPDATED)
Bhilai Steel Plant (BSP), a flagship unit of Steel Authority of India
Ltd (SAIL), received the Prime Minister's Trophy for emerging as the
best performing steel plant in the country in New Delhi. Prime Minister
Dr. Manmohan Singh presented the Trophy for Best Integrated Steel Plant
in the country to SAIL Chairman C S Verma accompanied by Chief Executive
Officer, BSP Pankaj Gautam in the presence of Union Minister for Steel
Beni Prasad Verma and Secretary (Steel) D R S Chaudhary. Stressing upon
the need to bridge gap between steel output and consumption, Prime Minister
expressed satisfaction at the expansion programme undertaken by public
sector plants under SAIL, which, he said, "will not only increase
their production capacity but also improve the efficiency and productivity".
With this, BSP has achieved the unparalleled distinction of being the
only steel plant in the country, public or private, to have been honoured
with the prestigious PM's trophy 10 out of the 17 times it has been
awarded since it was instituted. This speaks volumes about the committed
and dedicated workforce of Bhilai Steel Plant. Steel from Bhilai has
gone into various strategic sectors and projects of national importance,
such as defense, atomic energy, power, infrastructure, heavy machinery,
oil and gas, telecom, railway among others. The entire network of Indian
Railways runs on rails supplied by Bhilai Steel Plant. The plant has
been supplying rails since inception, and by now, the total length of
rails supplied by Bhilai, if placed one after another, would encircle
the globe nine and a half times.

MP cadre IAS officer authors book on Bhopal
UPDATED)
A 1990 batch IAS officer of Madhya Pradesh cadre, Ashok Shah authored
a book 'Vintage Bhopal'-virtually a pictorial history of Bhopal. This
book was written by him when he was holding the charge of Commissioner
Archaeology Archives and Museums in 2010. How many of us know that the
prehistoric man lived in various places in Bhopal or that a request
by Napoleon III for one of the carved gates of Sanchi resulted in the
preparation of casts of East Gate of Sanchi which were presented to
important Museums of Europe? Gita Subherwal, who works as Deputy Director
in the Directorate of Archaeology Archives and Museums, is co-author
of this book. Chief Minister Shiv Raj Singh Chauhan released the book
in Bhopal on August 27, 2012. The authors have obviously worked very
hard to collect photographs on various topics not seen before in a single
book. It brings back images of the city which the younger generation
has never seen or imagined. The book takes you through the reign of
Parmaras, Gonds and the Nawabs. It is informative and interesting at
the same time.

A similar experience affects us when we go to a restaurant and decide
on the order by looking at the right side and not by the choice of the
food. Rendesvouz a high price restaurant in Taj, Mumbai never gave a
menu containing the price to the guest. A credit to the staff who could
distinguish between the guest and the host.
There is a news item today of a government employee being sentenced
for one year for accepting a bribe of Rs 10 in 2000. Should the Judge
let off a person who committed such a petty crime. The crime was not
petty only the amount was petty.
The 2G, CWG and now so called Coalgate contains the same pitfalls which
Justice Sreedharan had warned against. We are looking at figures at
RIGHT and not at the possible WRONG.

LTC. The Govt. should at least give Home Town Concession on an annual
basis.

O L Cadre in dire straights
Official Language Cadre is really in pathetic state. Almost 120 posts
were added to this cadre last year on the holy occasion of Hindi Diwas
on September 14, 2012 by none other than minister himself in August
presence of President alongwith other dignitaries. After almost one
year, when next Hindi Diwas is about to come, none of those newly created
posts has been filled by callous OL Dept of GOI.OL Dept. and staff manning
it is least worried about the fate of much harassed Hindi Staff i.e.
Hindi Translators. All 160 Assistant Directors working in this cadre
at present working on adhoc basis since long. Similarly, All Senior
Translators working in the Cadre are working on adhoc basis since ages.
No body knows when they will be regularlised or promoted. Upper level
posts are lying vacant but these vacant posts are not being filled on
promotion. Eligible people are waiting for their promotions but OL Dept.
is denying them promotions on filmsy grounds. Though OL Dept. is cadre
controlling authority of OL Staff yet they don't have their records
complete. Dept. is asking from OL staff about their personal bio-data.
Dept. doesn't even know where OL Officiala are posted or where they
are working. Since they don't have their records ready, they are willfully
delaying OL Staff's promotions on such grounds. Is anybody listening????

I wish to draw the attention of Satya Marg and Satya Sadan Chanakyapuri,
New Delhi, towards rash driving by drivers of your official car's as
well as escort vehicles which are causing injuries to little puppies
and dogs. While these may be street dogs who are mowed down by these
vehicles, they very much have a right to life!
There are simply no speed breakers on the roads here and the drivers
drive as if they are driving F1 cars or are attending to emergency duties
(For sure they are not attending to emergency duties all the time. Considering
the current state of affairs all around in India, no one can claim to
be in such a hurry to discharge their duties. We would have had 9% GDP
growth rate if it was true).
I had to transport a 3 month old puppy to hospital on 26th evening
who had a bad brush with a Maruti Gypsy (An escort vehicle). The concerned
vehicle didn't even bother to stop and tend to the victim (The intention
is not to claim credit to transport a street dog to the hospital but
to sensitize the residents). The poor animal was bleeding profusely
with bulk of the impact on its face.
In the current scenario and state of affairs, we cannot rule out a
possibility of hit and run case involving the residents themselves or
their grand children in future.
Through this website, I once again request you to sensitise your drivers
in the future (especially Police escort vehicles) to avoid such incidents
happening in the future and also urge the concerned authorities in NDMC
to put up speed breakers at all locations.

Protection to third party information under RTI Act
The appellant sought a number of information regarding a certain property.
The Public Information Officer (PIO) refused to furnish information
as the owners of the property denied their consent for disclosure of
information under section11 of the Act. The First Appellate Authority
(FAA) overruled the order of PIO and allowed the appellant to seek complete
documents regarding the property. The third party filed an appeal before
the Central Information Commission (CIC). The CIC observed that the
FAA has neither provided any reasons for overruling the order of the
PIO for directing disclosure of the personal information to the RTI
applicant, nor recorded any larger public interest while arriving at
this conclusion. The CIC held that the FAA appeared to have pronounced
his orders without due application of mind and without keeping in mind
the relevant provisions under the RTI Act. The Commission further stated
that within the transparency Act the right to privacy and personal information
have been placed on a separate footing and are protected under the provisions
of Section 8(1) (j), Section 10, Section 11 and Section 19(4) of the
Act. The Commission upheld the order of PIO and dismissed the appeal.
