Reaction on Buch's comment

Apropos MN Buch's post (WIC Forum 2-8-2012) that if plunging half the country into darkness makes one the home minister plunging the whole country into darkness should make one eligible for Prime Ministership, isn't precisely this that the present Prime Minister has done at least metaphorically. The (de facto) appointing authority of PM seems to have made one small concession to Dr Manmohan Singh. His initial appointment in the PMO seems to have been on probation to let the appointing authority assess the QR i.e. his potential for plunging the country into darkness and the second term perhaps has been granted only after his successful completion of the probation period. The PM too hasn't disappointed the appointing authority by making sure that his government is remembered as the darkest period in India's post colonial history in terms of governance. However I don't think we should have any quarrel with the PM who is merely an appointee. If at all we want a better or at least a different dispensation it would be more appropriate for us to confront the appointing authority as and when the judgement day granted by the constitution comes by. Till then let us stoically suffer the darkness for having ignited the wrong lamp that simply refuses to emit any light.

Any views?
It is frustrating to hear big-wigs in Government and politics talking about administrative reforms. Some time back Cabinet Secretary also gave an impressive talk on the subject at India International centre. Among other usual things like appraisal report etc. , he talked of use of social media to reform bureaucracy. One wonders how facebook, twitter or other social network are going to improve governance. The crux of good governance lies in good human beings. The first step towards good administration is for those in Government to have empathy, sense of service, helpful attitude towards those they serve as well as towards those they work with or work above. Our bureaucrats are not only not helpful towards the people at large but are positively unhelpful towards their own subordinates. Have we ever realised that many of the civil servants, mostly those who are honest and do their work sincerely and are not adept at networking are bullied and tortured by their bosses. Transfers and Confidential reports are two big weapons besides daily pinpricks of foul language in their hands to make them miserable. For them even the well laid down personnel policies are meaningless. One example of this was cited to me the other day. A batch of a particular service is due for SAG promotion. The head of the service desires that all the officers to be promoted should be 'thrown out' to places for away from their present station of posting irrespective of the time they have spent in that station. For this boss DOPT orders on husband and wife to be posted at the same station as buttressed by Sixth Pay Commission do not exist. "I do not care what DoPT says" is the answer when her attention is drawn to it. What is the remedy to deal with such maverick bullies of bosses? Should the DoPT not devise some ways of punishing such inhuman cruel seniors who get sadist pleasure in humiliating and troubling their juniors. Approaching CAT should not be the only course for such juniors.

Mess in Personnel Division in Postal Department

I am very much pained to say there is one post of Member Personnel and one Secretary above this DDG. Which authority can save from Nadir Shah when it eating finest dinner and expensive wine with him and let out offering of all the innocent lambs for him to sacrifice and feast.Tell me is there no any solution to this such situation?

Government has reduced post of EC to accommodate retired bureaucrats
Government has reduced the post of EC to accommodate retired bureaucrats as a quid pro quo for the services rendered by them during their service. The retired Aviation Secretary who was responsible for all the malaise rooting into DGCA when he held the post of DGCA for more than 3 ½ years has been awarded for his sterling part in removing an honest and straight forward officer from the post of DGCA just because the latter did not heed to the illegal diktats of the
political command. It is a sad day for our democracy.

Heartiest congratulations

Heartiest congratulations to Mrs. P K Saxena on her elevation to the post of Chairman, CBDT. The task before her is cut out to redeem the prestige of CBDT and IRS which has taken a hit during last few months. My interaction with some CCsIT/CsIT (though at present I am retired from IRS!) reveals that their patience is running thin due to inordinate delay in AGT this year which will aggravate well-known problems of education of children and getting houses in new places of posting. AGT requires to be done without any further delay. Other pending issues can be taken up in due course. Best of luck to her in this new assignment.

Information regarding the Cabinet meetings for a period of seven years

The request for information in respect of the Cabinet meetings held over a period of seven years was refused claiming that providing the information about all the items/ subjects considered in the meetings held during this entire period would disproportionately divert the resources of the public authority and therefore, could not be disclosed as per section 7(9) of the RTI Act. The Public Information Officer (PIO) denied the decisions taken in the meetings under section 8(1)(i) stating that they are a part of the Cabinet papers and it was for the sponsoring ministry to decide finally if the Cabinet papers could be disclosed having implemented the Cabinet decision. Regarding the minutes of the meetings he invited the appellant to inspect the minutes register maintained in the Cabinet Secretariat. During the hearing, the respondent explained that every year, about 400 to 450 items came up for discussion in the Cabinet from various ministries and departments of the government and over a period of seven years, this number would be close to 3000 items. He submitted that collecting and providing this information to the appellant would be an extremely time consuming task and would disproportionately divert the resources of the Cabinet Secretariat. However, he offered that specific information in this regard would be provided if the appellant would identify any particular item or a few of those items. The Central Information Commission (CIC) agreed with the contentions of the respondent and advised the appellant to be more specific and ask for details of a few of these items so that the PIO can provide such information without putting strain on the resources of the Cabinet Secretariat. The Commission also observed that it is only the sponsoring Ministry or Department which can take a decision as to whether a particular Cabinet decision has been fully implemented or not; the Cabinet Secretariat cannot take such a call and decide about disclosing any Cabinet decision except those which arise out of any proposal of the Cabinet Secretariat itself.

Comments

The discussions in the matter point out that there is no mechanism at the level of the cabinet to be regularly updated about what action has been taken regarding a particular decision taken by it. It raises a question whether there should be a monitoring mechanism with the Cabinet to know of the fate of the decision taken by it?
