SAIL gets Rashtriya Khel Protasahan Puraskar (UPDATED)
Two days after Maharatna Steel Authority of India Limited (SAIL) received
the Prime Minister's Trophy for the Best Integrated Steel Plant for
its plant in Bhilai, the company was awarded the Rashtriya Khel Protsahan
Puraskar by President of India, Pranab Mukherjee for 'Community Sports
and Identification and Nurturing of Budding Young Talent'. The award
was received by SAIL Chairman C S Verma in the presence of Minister
of State for Youth Affairs & Sports Ajay Maken on August 29, 2012.
Expressing happiness upon receiving the award, Verma said, "The
award, which comes as an acknowledgement towards our efforts, encourages
us to work with even greater fervor towards the cause of promoting sports
and sportsman spirit in the nation". Only recently, the two SAIL
sponsored wrestlers, Sushil Kumar and Yogeshwar Dutt won the Silver
and Bronze medals respectively at London Olympics 2012. SAIL has been
supporting these players from their formative years preceding the glorious
victories, to help them find their rightful place in the history of
Indian sports.

Local agitation against Vedanta's Alumina Refinery closure gains momentum
A never-seen-before agitation supporting
industrialization in Odisha brought life to a standstill. Thousands
of people in Kalahandi district's Lanjigarh area and adjacent places
like Biswanathpur, Daikhal, Ambodala etc. protested and shouted slogans
demanding allocation of bauxite to the alumina refinery of Vedanta Aluminum
Limited (VAL) in Lanjigarh. The people in these regions came to the
streets on August 29, 2012 and observed a one day bandh. Due to scarcity
of bauxite, VAL had to run its refinery at 40-50 percent of its capacity.
If this situation continues, then it is anticipated that there will
be a stoppage of production at Lanjigarh. The locals fear that this
would lead to loss of jobs and affect livelihood.The protest was prominent
in Lanjigarh and was spearheaded by Lanjigarh Anchalika Vikash Parishad.
Sridhara Pesnia, president of the Anchalika Vikas Parishad said that
the people in Lanjigarh were disappointed as their future appears to
be in the dark since no bauxite mine has been allotted to Vedanta. "The
alumina refinery should be provided bauxite from Odisha. The state and
central govt.
must ensure this, else the local people will be affected. Thousands
of localities depend on the refinery for their livelihood. We will go
to the Chief Minister and if required to Delhi to meet the Prime Minister
in future if bauxite mine is not provided to Vedanta", added Pesnia.
Few days ago, nearly two thousand locals of Lanjigarh area staged a
demonstration demanding bauxite mines for the Company.

Kudos to CAG.
Whatever may be the outcome of ongoing tussle between Govt. and opposition
but one thing is clear CAG Vinod Rai has shaken the Government. He deserves
kudos for that.

Dr. Manmohan Singh - a presumptive PM
When Harshad Mehta's share market scam broke out in early nineties,
the then FM Manmohan Singh had offerred to resign but did not resign
even though the loss caused to the nationalised banks was not a presumptive
loss but a real loss running into several thousand crores.
Now when the government is claiming that loss calculated by CAG in coal
allotment is only a presumptive loss, there is little likelihood of
shri manmohan Singh resigning. Having lost his moral authority he looks
like a presumptive PM only and not the real PM.

O L Dept. really seems to be sleeping. They are using all tactics to
delay the promotions to hundreds of people. It is shame that hundreds
of people are not being regularised despite having completed all formalities
and yet there is no accountability. Isn't it high time when dead wood

Compliance with traffic rules is the need of the hour
Compliance with the traffic rules is the need of the day. Not only VIPs
and VVIPs, but also ordinary citizens take it a pride to break the speed
limit. We have developed a psyche that the rules should not be followed
whether traffic rules or any other rule.
Stray dogs and other animals (even domesticated) have become part and
parcel of our roads. One will come across plenty of them. What to talk
of stray dogs, even the darling pet dogs, with English names, are free
to spoil our beautiful parks and streets. We must protect the human
lives and the animals lives as well. Some arrangement must be in place
to do this, like stray dogs shelter homes etc.
Finally, what to talk of roads, even some public Golf Courses are not
bereft of these stray dogs. Some casualties have also been reported
there.

Hitting a dog is punishable under PCA Act 1960
Hitting a dog even if it may be stray dog is punishable under PCA Act
1960. In India people are so ignorant of this rule that these cases
are left unattended and the poor animals are left in the street in acute
pain. Government should take proper initiative to sensitise the
people of this country.

Protection to third party information under RTI Act
The appellant sought a number of information regarding a certain property.
The Public Information Officer (PIO) refused to furnish information
as the owners of the property denied their consent for disclosure of
information under section11 of the Act. The First Appellate Authority
(FAA) overruled the order of PIO and allowed the appellant to seek complete
documents regarding the property. The third party filed an appeal before
the Central Information Commission (CIC). The CIC observed that the
FAA has neither provided any reasons for overruling the order of the
PIO for directing disclosure of the personal information to the RTI
applicant, nor recorded any larger public interest while arriving at
this conclusion. The CIC held that the FAA appeared to have pronounced
his orders without due application of mind and without keeping in mind
the relevant provisions under the RTI Act. The Commission further stated
that within the transparency Act the right to privacy and personal information
have been placed on a separate footing and are protected under the provisions
of Section 8(1) (j), Section 10, Section 11 and Section 19(4) of the
Act. The Commission upheld the order of PIO and dismissed the appeal.
