But I would like to draw your attention to the fact that Dr. Manmohan Singh (Prime Minister of India) is a Rajya Sabha MP from Assam and still he has not felt it necessary to take any strong steps against his own party Chief minster Tarun Gogoi and his administration for the massacres in Kokrajhar . And yet there is no concrete plan so far by the Central Government neither any visible action that the Government has worked out for the rehabilitation of 4(four) lakh homeless people, majority of whom belong to the minority community. Interestingly it is known to every body that Dr. Manmohan Singh's mentor & closest associate Matang Singh, former Union Minister too is keeping a low profile on the entire issue. In fact he is otherwise known to be a strong protector of the minorities community in the region , which is now being discussed within the corridors of power. Yet it remains a mystery for the people of the region, why such a step motherly treatment when it comes to the northeast, despite of being located in a geographically sensitive location. Persons at the helm of affairs in all walks of life (neat nomenclature of public, private, mixed, cooperative, joint etc., sector notwithstanding) display typical (cultivated) aloofness, (misplaced) delusions of grandeur and (borrowed) symbols of power & pelf. Be yourself honest, competent and punctual For setting right the bullies you have to be yourself honest, competent and punctual. Bullies when bullied back wake up and stand on their feet. Bullies feel that they still remain in the old realm of British feudal raj. If bullies flout rules, take the help of RTI and get information. Thereafter, bring them to task through higher ups or media. If some person talks to you loudly, you should say Mr. so and so, I have also got good vocal cords and that I can also raise my voice. I am myself a retired senior bureaucrat and have adopted the aforementioned tactics, with success. I did not get any rating of other than 'Outstanding' in my ACR throughout my 34 yeasts career. B B Srivastava Mixed reaction to Anna Team's declaration The declaration made by Anna Team today expressing desire to contest elections has mixed reaction. The movement was gaining momentum and patience was expected at the end of Anna Team but perhaps they fell into the trap of Government, their fast till the passing of Lokpal, was perhaps was not a wise move as not getting due response from the government, made them to declare their desire to contest elections, which I feel is not a wise step. The Team Anna perhaps forgotten the important aspects, while making such declaration. If we go by the some articles in various papers and magazines during last many years, the issue of corruption, though remained important issue but the voters which decide the fate of the political parties are majority from the 60 percent population, struggling for two time meals and shelter. Perhaps they are not interested and aware the important issues of corruption and thus the emotional declaration nna team needs to review it's decision, and more realistically stick the issue of corruption and highlight it by such movement and hunger strikes to get more support from the all the classes and which can help in changing the minds of public in general and compell all the political parties to seriously support their issue of Lokpal and bring a change in the one of the most corrupt democracies of the world Ravinder Gupta What will happen to those Chief Secretaries ? What will happen to those Chief Secretaries from these three states who having a long tenure of their service. The senior most IAS from like Vanhela Pachuau, Tabom Bam and which ministry they will be assigned with central. Because they are from 1976/1977 batch respectively. RIT Information regarding the Cabinet meetings for a period of seven years The request for information in respect of the Cabinet meetings held over a period of seven years was refused claiming that providing the information about all the items/ subjects considered in the meetings held during this entire period would disproportionately divert the resources of the public authority and therefore, could not be disclosed as per section 7(9) of the RTI Act. The Public Information Officer (PIO) denied the decisions taken in the meetings under section 8(1)(i) stating that they are a part of the Cabinet papers and it was for the sponsoring ministry to decide finally if the Cabinet papers could be disclosed having implemented the Cabinet decision. Regarding the minutes of the meetings he invited the appellant to inspect the minutes register maintained in the Cabinet Secretariat. During the hearing, the respondent explained that every year, about 400 to 450 items came up for discussion in the Cabinet from various ministries and departments of the government and over a period of seven years, this number would be close to 3000 items. He submitted that collecting and providing this information to the appellant would be an extremely time consuming task and would disproportionately divert the resources of the Cabinet Secretariat. However, he offered that specific information in this regard would be provided if the appellant would identify any particular item or a few of those items. The Central Information Commission (CIC) agreed with the contentions of the respondent and advised the appellant to be more specific and ask for details of a few of these items so that the PIO can provide such information without putting strain on the resources of the Cabinet Secretariat. The Commission also observed that it is only the sponsoring Ministry or Department which can take a decision as to whether a particular Cabinet decision has been fully implemented or not; the Cabinet Secretariat cannot take such a call and decide about disclosing any Cabinet decision except those which arise out of any proposal of the Cabinet Secretariat itself.
The discussions in the matter point out that there is no mechanism at the level of the cabinet to be regularly updated about what action has been taken regarding a particular decision taken by it.
