SAIL turnover up in first quarter at Rs. 11912 cr (UPDATED)
The unaudited financial results of Maharatna Steel Authority of India Limited (SAIL) for the first quarter in this financial year 2012-13, taken on record by its Board of Directors showed the company's turnover for April-June (Q1) of FY '13 at Rs. 11912 crore, higher than Rs. 11907 crore in corresponding period last year (CPLY). However, Profit before tax (PBT) at Rs. 1010 crore was lower compared to Rs. 1240 crore in CPLY, mainly due to higher input costs and foreign exchange fluctuations, which saw the Rupee weakening by a steep 21 per cent in Q1FY13 compared to CPLY. Consequently, the company reported a PAT of Rs. 696 crore, as against Rs. 848 crore in CPLY. On the occasion of the quarterly result announcement, Chairman SAIL C S Verma stated, "We are optimistic about the domestic market which has the potential to strengthen as infra-related activities pick up. Our focus on bringing in new capacities will ensure that we are well positioned to leverage the market." The impact of higher input costs was, however, partially neutralized by higher Net Sales Realizations in Q1FY13, which grew by 8.5 per cent compared to the corresponding period last year (CPLY) . This was helped by internal measures taken by the company which yielded a richer product mix in Q-1 of FY13 with production of value-added steel growing by 8 % over the CPLY. Besides, improvement in techno-economic parameters further boosted the performance. Coke rate, energy consumption and Blast Furnace productivity were 2%, 2 % and 1 % better as compared to CPLY. Modernization & Expansion Plan (MEP) of the company is moving ahead as planned. Capital expenditure was Rs. 1960 crore in Q1FY13. In this quarter, several MEP projects were completed. These included Sinter Plant at Rourkela Steel Plant (RSP), new Barrel Reclaimer at the Raw Material Handling Plant of Durgapur Steel Plant (DSP), a new Ladle Furnace No.-2 at Alloy Steels Plant (ASP), Durgapur, new Coke Oven Battery #11 and wagon tipplers in Coal Handling Plant (CHP) at IISCO Steel Plant (ISP) and Air Separation Unit No-4 in Oxygen Plant-2 of Bhilai Steel Plant (BSP) In the coming months, Sinter Plant and Wire Rod mill at ISP which are in advanced stage of completion are likely to become operational by year end. A new Coke oven Battery and Medium Structural Mill at DSP shall also be put into operation soon. Apart from this two new Blast Furnaces of 4060 m3 capacity one each at RSP & ISP are expected to come into operation. While SAIL's expansion programmes are taking firm shape, the company's strategic initiatives for long-term competitiveness have also gathered momentum. Several measures were taken in the last quarter towards this end.

Four IAS officers shifted in Rajasthan (UPDATED)
As many as four officers of Indian Administrative Service (IAS) have been transferred and posted at different places in the field in Rajasthan. Accordingly, Prakash Rajpurohit has been posted as SDO, Sriganganagar while Jitendra Kumar Soni will now be SDO of Mount Abu and Mrs. Neha Giri is SDO, Jodhpur. Besides, Indrajeet Singh has been posted as SDO, Beawar, Ajmer in Rajasthan.

Revenge game !

To the person who is writing that the posting of retired Secretary of Civil Aviation as Election Commissioner was as a quid pro quo and for removing an 'honest' DGCA, one would put the question as to how did this 'honest DGCA' while continuing as financial adviser get the improper additional charge of DGCA, which is without precedent, except by political patronage through the previous civil aviation minister as quid pro quo for 'services' rendered and for sharing the spoils to be reaped by capitalising on this irregular posting. Was not his defamation of the present civil aviation minister in the newspapers a revenge for getting this irregular posting cancelled and is not the present defamatory entry in the WIC against the ex-secretary of civil aviation also a revenge for doing the right thing in getting him out of the irregular additional charge of DGCA?

I am eagerly awaiting to see whether the WIC editor will discard or publish this comment showing the other side (the right side) of this matter.

Everyone is corrupt

The team Anna like Kezariwal and Kiran Bedi had hidden desire to be in politics and they have used a simple person like Anna to first create a hype about themselves and have now shown their true colours. Corruption can not be tackled by Lokpal alone. The society has to be honest itself. Unfortunately, everyone of us is corrupt. Corruption in India is a moral issue. Anna should have started a social campaign against corruption instead of going political. Lokpal could have automatically followed. But team Anna used him to fulfil their personal ambitions.

Selecting contestants for elections is the sine qua non for Good governance. Anna's anti-corruption movement that was losing its steam, of late, could not have survived without resorting to direct plunge into politics. The movement and the party could function concurrently as complimentary and supplementary adjuncts to each other. Honest candidates are not difficult to find for contesting elections. Let a beginning be made with impending assembly elections in 2012-13. Worthies including retired secretaries, Judges, diplomats, army Officers , teachers, journalists and professionals could join the fray. The move would also impel other mainstream / regional parties to be more circumspect while finalising list of contestants having proper credentials.

Difficult to understand

It is difficult to understand why there is cynical or negative response to the decision of Anna and his team to switch over to electoral politics in their fight against corruption. What else is their alternative when our deaf and dumb Government in its arrogance is totally irresponsive to any movement by the people. I do not agree with the weapon of "Anshan' to make the Government respond. In this case staking their lives to move the Government to fulfill their demands was not reasonable and proper. Fighting the election, entering the Parliament and then taking up the cause of cleaning up of the polity is the proper way. Team Anna has realised it after this experience. What is wrong in that? Manish Tiwari of the Congress is being sarcastic in saying that 'there are 1139 registered and unregistered parties in India. Let there be 1140th.More the merrier. 'Who knows, Anna's party may overtake the two big parties with whom people of this country are disillusioned?

Should the PIO transfer the RTI applications to concerned public authority in all cases?

The appellant filed an application under Right to Information (RTI) Act with the President's Secretariat seeking information related to the news of IPS Officer's murder. In response to the application, the Public Information Officer (PIO) gave the name of the department from where the desired information could be obtained. The appellant requested the First Appellate Authority (FAA) to direct the PIO to transfer his petition to the concerned Public Authorities. The FAA also advised the appellant to seek the information directly from the concerned department. During the hearing before the Central Information Commission (CIC), the appellant submitted that instead of advising him to approach the respective ministries for getting further information the PIO should have transferred his RTI application to the concerned PIO in the respective ministries. The respondent submitted that the appellant knew about where the desired information could be found and he should directly apply to those public authorities and not seek the information from the President Secretariat or expect them to transfer his RTI application to other public authorities. The Central Information Commission (CIC) observed that wherever the PIO knows clearly where the desired information could be found he should invariably transfer the RTI application to the PIO of that public authority and should not expect the information seeker to make separate RTI applications. Since the PIO of the President secretariat knew that the grievance of the appellant had been transferred to the Ministry of Home Affairs (MHA), he should have transferred the
application also.

Comments

The view of the different benches of the CIC has varied on the interpretation of this issue as to whether the applicant is expected to file an application to the PIO of the concerned public authority. The disposal of the RTI application by the PIO has been as per the DoPT circulars (http://www.rtifoundationofindia.com/dopt-814) and (http://www.rtifoundationofindia.com/dopt-742). Perhaps, the higher judiciary should step in to set aside the confusion and decide the issue.
