Why do M&M raise the bogey of 'secularism' whenever it is convenient to them?
Mayawati and Mulayam perceive the BJP to be a greater threat than the Congress. The BJP has the organisational capacity to upstage them electorally. If the BJP finds a religion-based emotive issue and plays it up it stands to win. In case of a polarisation, the SP becomes the other automatic beneficiary - Muslim votes veer towards it. The Congress, with a poor organisational structure in the state, poses no such threat. Both Mulayam and Mayawati are politicians with keen sense of grassroots politics. And hence feel that doing business with Congress is easy.

What will bring back BJP in the south ?
Yeddy's departure will change the arithmetic of Karnataka his departure is clearly a game changer in the state. BJP-JD and KJP-JD alliances cannot be ruled out say political watchers. He will split the BJP votes more than the Congress or the JD (S), which will in turn help the Congress. Built with the largesse of the Bellary brothers and caste-dividends, how will BJP now revive its fading fortunes in the state which was once hailed as a gateway to the south ?

What shock can Subbarao deliver?
What can RBI Governor D Subbarao do in his 18 December monetary policy? A true shock would be if Subbarao thinks growth needs a kickstart, he should cut rates sharply-by one or two percent at one go. If he thinks inflation is the problem, he should raise rates by the same amount. The latter may worsen growth, but it could prod the government to try out some second generation reforms. The India Growth story is dying. Will he be able to bail out India through a shock therapy ?

Will Subhash Joshi be BSF DG ?

Will Subhash Joshi be new DG of the BSF ? Picture is still not clear. Name of 1977 batch Uttarakhand cadre IPS officer Joshi has been recommended by the top officials including the Home Secretary R K Singh. Home Minister Sushil Kumar Shinde is yet to approve the name.

Who will be new DG of ITBP ?
Though the senior officials including the Home Secretary R K Singh have recommended the name of Ajay Chadha for the post of DG ITBP, Home Minister Sushil Kumar is keen for the appointment of 1978 batch IPS officer of Manipur-Tripura cadre Salim Ali for the post. Chadha who is presently Special Secretary Internal Security is 1977 batch IPS officer of UT cadre.

Arvind Ranjan to move as DG NSG ?
Arvind Ranjan, Special Director General of Border Security Force (BSF), is all set to be new Director General, National Security Guard (NSG). He is a 1977 batch IPS officer of Kerala cadre.

Empanelment of 1993 batch IPS takes place
IPS Officers of 1993 batch have been empanelled to the rank of IG in the Government of India. Concerned File will be sent to ACC for final approval within a week.

Orders of Justice Sen in a week or two

Official Communication of the appointment of Chief Justice of the Karnataka High Court Justice Vikramjit Sen as Judge of the Supreme Court is being issued in a week or two. Name of Justice Sen is believed to have been cleared by the SC Collegium. He was scheduled to retire on December 31.

Why IAS officers feel superior to Indian Foreign Service?

Why is it that IAS officers feel superior to the Indian Foreign Service? Is it because they have higher ranks than the Indian Foreign Service. Or is it because the IAS collars more Secretary level posts than the IFS has Under Secretaries? In reality, it is because the Foreign Service has become an anachronism, it only knows how to eat, drink and dress well and has no pretence to professionalism whatsoever. It also continues to live in the past and harps on the importance it got when Nehru was alive.

Are Service Conduct rules truly sacrosanct ?

Sanjiv Bhatt's case in Gujrat shows that Service Conduct rules are not sacrosanct for those who have the backing of one or the other political establishment in power. Bhatt's conduct had been suspicious from the very beginning. Why his conscience woke up against Modi after 10 years ? Why he did not raise his voice then and did his job inspite of what the Chief minister wanted at that time. If he had been defiant as a police officer then, as now, he would have perhaps been able to save some lives. It is quite obvious that his moves after 10 years were well thought-out strategy to get his wife in politics. His very presence during her filing of nomination is contrary to Conduct Rules. But who will take action ? The state Government cannot without the cooperation of the Central Government as Home ministry is the cadre controlling authority for IPS. Why the Central Government would do when he is helping the party in power here against Modi. Is it not unfortunate that if you violate the conduct rules while working under one party the other will save you. This is death knell of Civil Servants' code of behaviour meant to keep them neutral, honest and disciplined.
