It can happen only in India that the bribe giver says he has given
bribe but the receiver says he has not received any and the government
takes no cognizance of the biggest ever whistleblower, the Wal-Mart.
The lobbying/bribery is reported to the American Parliament and is sought
to be probed by the Indian Parliament too as it involves corruption
in India in the push for the FDI, and yet the government maintains maun!
But compromised democracies like India can perhaps do no better, bound
to coalition politics/politicking, as they are. But what is the dear
Transparency International doing? Is it not supposed to expose corruption
of such a magnitude with international ramifications? Or it is quick
only at picking holes with governments and bureaucracies and businesses
in the developing world? In scandals of such humongous proportions only
international transparency institutions like the Transparency International
can play fair to the world citizens. Has TI the necessary guts ?

IFS officers don't understand administration and governance !
The problem with Indian Foreign Service Officers is that they do not
understand administration and governance. Their criteria of excelling
is to write and speak good English. Here get overwhelmed in their interaction
with foreign diplomats and start imitating them religiously. Their outlook
become restricted due to their embassy assignment where they have a
small set of officers and staff. They are extremely comfortable if you
start speaking to them regarding recipes and how to make cocktails.
Most of the time they are concerned about the kind of tie the other
person is wearing and fitness of their suits and to sit in the right
postures and use British idioms correctly. Most of the people who interact
with them can make out that they have this flawed personality where
they find extremely difficult to talk on day to day issues and are extremely
stiff to gel with other officers. They also suffer with an extreme inferiority
complex in their interaction with IAS officers. This results in a kind
of reactionary attitude which makes them behave erratically whenever
they come across officers from other services when interacting with
them abroad and in India. Their capability to bring changes at ground
level is extremely poor. At best they are glorified press reporters
who sit far away in Missions writing and reporting about the emerging
situations in that country.
