Situation not peculiar to Gujarat alone

I think this kind of situation is not peculiar to Gujarat alone. In many states such as Tamil Nadu, Karnataka where there is polarisation of parties, not only that the bureaucracy in the State is divided but also the State Government won't be able to take action under the conduct rules even in case of proven misconduct against those AIS officers who are loyal to the party ruling at Centre and its kinsmen in the State, without facing obstacles. This is the unfortunate position about the Indian constitutional system.
