Compliments to Finance Minister
Congratulations to FM for issuing instructions for refund of IT of
smaller amount. There are still some problems when there is mismatch
between TDS and 26AS due to fault of bank or TDS deductor. There seems
to be no solutions except physical verification of TDS challan and TDS
certificate which takes its own time. Can Govt. rely on return filed
by the tax payers and complete the assessment and issue refunds or demand
as the case may be. It will give relief to tax payers and save from
unnecessary troubles.

Congrats to all covered as Under Secretaries
Congrats to all who have been covered as Under Secretaries in Select
List 2009 and 2010 regularizing their ad-hoc services from the day one
they were appointed as Under Secretaries. As the Select Lists became
effective from July I of the concerned year, in some cases, ad-hoc appointments
were made after July and, thus, benefitting the individuals. It may
be mentioned, the same ideology has not been made applicable to Class
II III so far, particularly in respect of CSSS officers. The most affected
class is the Stenographers Grade 'D' who have put in more than 10 years
uninterrupted continued service as P.A. and covered/being covered in
the Select List by Department of Personnel and Training (CS.II Division.
Department of Personnel and Training (CS Division) may kindly take a
considerate view and regularize all the appointments either made by
the respective cadre authorities from a cut-off date to be determined
by them keeping in view the seniority of the individuals in the Select
List as a one time measures. While determining the cut off date, this
fact may be borne in mind that there should be uniform policy and no
body should be put to loss of ad-hoc service in seniority as P.A.

Rearrange Select list
There has been lot of hera pheri in preparing the 2003 list of SOS
of CSS cadre. One particular state wanted to harass the native people
and were kept in 2003 list and hence many of them were not able to get
their next promotion. Such people should be banned and all the 2003
Select list be rearranged and those who were to be promoted should be
given 2002 seniority. This is securely and safely essential.

Every service is equally important
IAS officers are mistaken in their belief that they are superior to
the IFS. Every service is equally important and has its own role. Every
service has its own star performers and its shirkers. Every Service
also has its share, unfortunately of black sheep.So, the
perception in the IAS about the IFS is unfortunate and misplaced. As
on date, the IAS, IPS, IFS, IRS are all the same and each is equally
important.
