Kamal Nath emerges as virtually no.2 in cabinet
Indian Minister for Parliamentary Affair and Urban Development Kamal
Nath has virtually emerged as number two in the Union Cabinet being
led by the Prime Minister Dr. Man Mohan Singh. This is amply explicit
from the manner in which Nath has deftly managed floor in the Parliament
during the current winter session of the House. Kamal Nath is the most
senior Congress MP in Parliament with 32 years in Lok Sabha.
Second phase of polling tomorrow what is the win-ability factor ?
Popular responses in north Gujarat, which will go to the polls on 17
December are clearly indicative of one thing: in places where the Congress
has a chance, it's because of the quality of the local candidate and
not the party itself. In the BJP's case, its winnability is more the
result of the Modi charisma. In the absence of clear state-level leadership,
lack of a substantive poll plank or anti-incumbency mood, and the inability
of Gandhi's to make a big impact, the Congress candidate has only his
personal strength working for him.

Scientists has greater role to play for 'Climate
Change Mitigation' Dr Bahuguna (UPDATED)
A training programme on "Climate Change, Forest Ecosystem and Biodiversity:
Vulnerabilities and Adaptation Strategies" for Scientists and Technologists
of Government Sector was held at the ICFRE. Speaking on the occasion
of the inaugural session of the training programme on "Climate
Change, Forest Ecosystem and Biodiversity: Vulnerabilities and Adaptation
Strategies" for Scientists and Technologists working in the Government
sector, Dr V K Bahuguna, Director General, ICFRE said that Climate change
is a major challenge for developing countries like India that face large
climate variability and are exposed to enhanced risks from climate change.
Dr. Bahuguna further added that the percentage of literacy is good in
India and various technologies developed so far to deal with the climate
change mitigation and adaptation are very well understood by the greater
number of masses in the country. The scientists must come up with different
adaptation strategies for implementation in addition to getting involved
in the negotiation process. India has reasons to be concerned about
the impacts of climate change as its large population depends on climate-sensitive
sectors like agriculture and forestry for livelihoods. Saibal Dasgupta
DDG (Extension) ICFRE while welcoming the participants informed that
ICFRE is proactive in Forest and climate Change related issues at the
national and international level and is engaged in the capacity building
programmes of the officers of Indian Forest Service and scientists and
technologists working in the government sector. He said that biodiversity
rich forests are less vulnerable to climate change and biodiversity
conservation programmes must be linked with the climate change. The
Indian Council of Forestry Research and Education (ICFRE) Dehra Dun
is organizing a five days training course for the scientists and technologists
working in government sector from 17-21 December 2012 on "Climate
Change, Forest Ecosystem and Biodiversity: Vulnerabilities and Adaptation
Strategies" . 24 scientists and researchers from different scientific
organizations and universities of various States and Union Territories
are participating in the training programme. The training programme
is sponsored by Department of Science and Technology (DST), Government
of India under the 'National Programme for Training of Scientists and
Technologists working in Government Sector'. Dr T P Singh, Assistant
Director General and Director Biodiversity Conservation at ICFRE is
the Course-Director of this training programme. Dr Anita Srivastava
gave vote of thanks and Dr Shilpa Gautam Coordinated the inaugural session.
