application of mind. More seriously, Malik's statements fit in with
the pattern of past Pakistani actions in attempting to devalue the burden
of India's case against Pakistani complicity in terror attacks. Malik's
gameplan is throw enough reckless muck at India in the hope that it
will drown out India's far more serious accusations of Pakistani role
in sponsoring jihadi crimes in India.

Director IB Nehchal Sandhu who is retiring
on December 31 has been appointed new Dy NSA. He is 1973 batch IPS officer

Let the CBI work in an impartial manner
Yesterday, the BJP made a lot of fuss over former Director CBI's interview
to TIMESNOW that Congress Government of the day puts political pressure
on CBI. This is well known that all governments pressurise the officers
to do things that can not be done under the rules. "Is haham mein
sabhie nange hain. Behtar yahi hoga ki hamam mein baithe log ek dusre
ko nange na kahen." Rather they should let the officers work in
an impartial manner. That would lead to good governance.

All services are important and equal but some are more equals than
others.
As per our constitution, every citizen of India is equal before law
but in practice some are more equals than others. The situation in the
case of different services is also same, all services are important
and equal but some are more equals than others. If decision making is
made objective and transparent, misuse of office and position becomes
punishable as a rule and not as an exception, salary meets all basic
needs with desired quality and equality of opportunity is ensured, the
equality of all services will not remain a dream. Moreover, when we
ask for equality or importance for us, we should be fair to others too.

Project Commissioning alone faces barriers
Project approval need not be taken as project commissioning. With liberalization,
the premium on licence has come down drastically. But costs of project
implementation have gone up several times. While an industrial licence
used to cost hugely, the environment clearance has outshone in the past
20 years. Besides, everybody who has the opportunity to handle any paper
about the project, including the Postman who delivers mail, tries to
extort his price. So Ratan Tata is not far away from the ground realities
when he bemoans that a project can take more than 8 years to go into
production. The UPA-I & II have not achieved any success on this
front. Can the government, in consultation with the states, lay down
realistic time limits for execution of a project?

Gross misuse of government facility
The Government provides pick and drop transport facility to senior
government officers (joint secretary and above) in lieu of transport
allowance. The facility is also availed by some non-entitled junior
officers through manipulation. The protagonists availing this facility
often argue that it is not a free facility. But it holds little ground
since the Government incurs much more expenditure than it would do by
paying transport allowance which itself is substantial. In fact, with
the outsourcing of the services to private operators, the system originally
meant to facilitate officers in discharging their duties more efficiently,
has practically become a fraud thanks to dishonesty and selfish approach
of the senior officers. It has become a round the clock facility (24X7)
for them and their families for personal use. It is no secret to find
private cars parked at their residences at odd hours and holidays, courtesy
private operators engaged by government offices leaving no scope or
fear on the part of officers to be caught.
We often hear about politician-bureaucrats-mafia nexus but this one
is an officers-private operators nexus benefiting both the parties at
a huge cost to the Government. While the operator makes a lot of extra
money, the officers are a big gainer by getting a personalized vehicle
at their disposal all the time without having to bother for paying driver
salary, meeting cost of fuel, and maintenance or paying vehicle insurance
albeit at the government cost.
In fact, encouraged by their flourishing business, the private operators
are going all out to woo the officers with number of incentives including
providing new vehicles and even high end cars to them and their family
members adding to their respect and status in the society. The purchase
of sedans by the government sedans has put the last nail in what may
be called as hoax of austerity to mislead common man in this country.
It has turned into a huge corruption scam and a big fraud with serious
questions on the integrity of the officers concerned. It is, therefore,
important to consider whether it is justified to extend such freebies
to the officers to the already privileged and well-off officers and
their families when a large majority of the poor and less privileged
government staff as well as a large majority of deprived in this country
have to fend for themselves to meet their travel needs. Does it not
mean creating and promoting inequitable division in the society?
Are there some real crusaders (no hollow talks) who will like to expose
this big corruption scam by taking rhino by horn?
Morale: Everyone condemns corruption as long it is not their turn to
loot.
