Make CBI an independent constitutional body

It is funny to see some of the ex-CBI Chiefs preaching in TV channels about uprightness and transparency. One of these gentlemen who frequently comes on channels was thoroughly exposed in a book by B R Lall, a former Jt. Director. He harassed the officers, by transfers, to fall in line and ultimately Courts have to intervene to keep him away from those cases. It was for the first time in the history of CBI that a Director was prohibited from seeing files in his own department. To prevent such misuse it is a must that CBI should be made a constitutional body and independent.

Gross Human Rights violation

We have stopped recruiting Staff Car Drivers and purchasing Staff Cars as it was felt that the erstwhile Staff Car drivers were causing drain to the exchequer by giving false petrol bills, having wrong/extra works done on the Staff Car and they were taking huge salaries. But in turn what are we propagating i.e. a society in which you have hired cars, the drivers of which belong mainly to
Himachal/Uttaranchal/Nepal, who are lowly paid, do extra work and sleep in the vehicles itself in the night. Is this not gross violation of 'human rights'. Even Obama has now started talking about public expenditure. In late nineties and early 2000, some of the sick PSUs of Bengal were demanding only a few crore of rupees for their revival, which was denied by the Government. The result today is that we see lakhs of crores of government money being gulped away in scams like 2G, Coalgate etc, industrial production of the country going down and the unemployed youths becoming rapists.

Misuse of transport allowance

This has been highlighted number of times in the past but no action. It is a very high level scam going on for ages in the all central government departments. The irony is ,even non-entitled officers in collusion of head of the department are not only using 24 x 7 AC state of the art cars and even claiming transport allowance. Immediately all government departments should be instructed to obtain certificate from all level of officers every month that they have not availed government transport for coming and going back to residence based on which transport allowance should be released and vigilance division to closely monitor this and report to be submitted to minister of the concern deptt/ministry and put on the website of the ministry. No exception to this under any circumstances. The transport agency also be monitored and any violation to this be non empanelment of the agency. It is high time we should clean up this scam before some one put an RTI case, incurring loss of crores of rupees
