Successful establishment of first Cytogenetic
Laboratory at FRI (UPDATED)
Director General, Indian council and Forestry Research and Education,
Dr V K Bahuguna in the presence of Director, Forest Research Institute,
Dr P P Bhojved inaugurated the "Cytogenetic Laboratory" On
December 20, 2012, in the Division of Genetics and Tree Propagation,
Dehradun. Inauguration launched ambitious prospects in the forestry
sector mainly finding chromosomal variation in different tree species
which could accelerate the breeding and genetic improvement programmes
in forestry sector. This technique reflects its importance in hybridization
of identified genotypes, in inter-specific hybridization of elite trees
and with the help of this technique it would be possible to understand
the phylogenetics of hybrids of different forest tree species and generates
possibilities in developing new varieties among them. On this occasion,
Dr Ashok Kumar, Head of the Division of Genetics and Tree propagation,
Forest Research Institute, reflects the importance of the cytogenetic
studies in forest tree improvement programmes and assured that Dr Ramakant
and Dr M S Bhandari will provide their experience to facilitate this
technique. On the day of inauguration, Dr Bahuguna promises for providing
all help and support for the betterment of the laboratory and hope that
outcomes of this laboratory will bring glory for the institute at international
level. This is the first attempt of establishing "Cytogenetic laboratory"
in forestry sector by Division of Genetics and Tree Propagation, Forest
Research Institute, Dehradun. It is hoping that research in this laboratory
provides new prospectus with positive hopes in future breeding programmes.
In the inauguration ceremony, a team of senior scientists Dr H S Ginwal,
Dr Santan Barthwal, Ms Parveen, Deepak Mishra, Registrar FRI, R K Aima,
Dean FRI University Dr A K Tripathi, Registrar FRI University, Head
of the divisions, Research Scholars and Staff of Genetics and Tree Propagation

SAIL production up 8% in November
Steel production from plants of Steel Authority of India Limited (SAIL)
marked a growth of 8% during November, 2012 as compared to corresponding
period last year (CPLY) with saleable steel production at 9.72 lakh
tonnes. SAIL CMD, C S Verma informed that during the period of April-November
2012,SAIL plants produced 8.2 million tonnes of saleable steel, a growth
of 2.3% over the previous year. Major techno-economic parameters during
April-November 2012 period fared better, with 2% improvement in coke
rate & energy consumption and 3% improvement in BF productivity
as compared to CPLY.

Grave injustice
Grave injustice by the departments on ego trip by withholding clearances
for the officers for empanelment. Reason very simple, the officers did
not massage the ego and pointed the wrong doings of the departments.
Well, GoI to take call do they need good officers or psychophants.

Rehman Malik's 'buffoonery' during his recent India visit
As a matter of fact by conducting himself in the manner he did, Dr
(honorary Ph.D from Karachi University) Abdul Rehman Malik was simply
trying to keep his country's military (ISI) establishment in good humour.
And the poor chap has compelling reasons for doing so.
Malik who started his career as a clerk in the Federal Investigating
Agency (FIA) which is loosely the Pakistani equivalent of Indian CBI
was made the agency's Addl DG by Late Benazir Bhutto during her second
term as Pakistan's PM. The task given to him by Ms Bhutto was to come
down heavily on the religious fundamentalists who were as usual being
patronised by the ISI as 'strategic assets'. As a retaliatory measure
the ISI is reported to have collected evidence suggesting Malik's (perhaps
professional) links with the Israeli secret service Mossad which is
considered sacrilegious by the Islamic world irrespective of the context
or the purpose for which such links are forged. The ISI claims to be
still in possession of the evidence making Rehman Malik vulnerable to
blackmail of the most extreme kind thereby compelling him to say things
that would please the agency irrespective of the embarrassment it may
cause to himself.

When these ambitious projects will see the light of the day ?
It seems that post of SDG (Medical) was created to give boost to the
establishment of institute of medical sciences and allied institutions.
The post was created out of necessity and should have been filled immediately
by seeking one time relaxations in eligibility criteria, but due to
reason best known to establishment. God only knows that when these ambitious
projects will see the light of the day without its captain. it is still
lying vacant. Non fulfillment of post of SDG (Medical) tends to raise
eye brows on intentions. It also sends the message across that matter
may be delayed for certain vested interest of people in the power corridor.

Who cares to read this?
The practice of providing official cars for travel from home to office
and back to officers of Joint Secretary level was started during the
Prime Ministership of Late Rajiv Gandhi; but it was pooled transport
system under which two-three officers of Joint Secretary level travelled
in one car. Over the years it is being misused grossly by officers even
below the level of Joint Secrtary and it is indirect corruption. This
should stop immediately. Only Secretary level officers should be provided
this facility. For others Government transport should be provided when
they travel outside their offices for official meetings. Even for going
to airport the officers should not be provided official cars. Taxis
should be hired.

Alleged misuse of Hired car
1. I work in Ministry of finance field formation. I remember how staff
car drivers used to behave(perpetually drunk, playing cards(JUWA) all
the time. Misbehaving with officers and extorting the officers subordinates.
2. Compare this to private hired car drivers they are courteous and
hard working. You can choose which are better?
3.Govt owned cars used to become rickety and creaky within couple of
years of use. Compare this to well maintained private cars, no price
for guessing which one is better.
4. Maintenance of government owned cars was a scam. With government
employed driver and mechanic and DDO taking a cut in 5 times inflated
bill. In fact the cost of hiring a private car is lower than the repair
cost of Sarkari Gadi.
Persons recommending discontinuance of hired cars must be sent to
mental asylum.

Facility of official transport
When a hue and cry is being raised about economy in expenditure, it
is common knowledge that staff cars are being rampantly misused by entitled
and non entitled officers and staff alike, in Government man but are
staff cars the birth-right of government functionaries? Along with the
facility of cars provided by the Office, often a separate car for mem-sahibs
and babalogs also, officers and staff gleefully avail of substantial
transport allowance too. When do we propose to implement a transparent
system for this facility? Make it available in the public domain of
each Ministry? Why different yardsticks for common man and powers that
be?
