NMDC, Indian Railways sign MoU for doubling Kirandul-Jagdalpur line (UPDATED)
An MoU was signed between NMDC Limited, a Navratna PSU under the administrative control of Ministry of Steel and the Indian Railways in the presence of the Minister of Steel, Beni Prasad Verma and Minister for Railways, Pawan Kumar Bansal on December 21, 2012. As per the provisions of the MoU, the 150 km Jagdalpur - Kirandul section of the Kottavalsa - Kirandul line of the East Coast Railway will be doubled to augment the evacuation capacity of NMDC to meet the increased demand for iron ore of the Indian steel industry. Another MoU was signed between RINL a PSU under the Ministry of Steel and the Indian Railways for setting up a forged wheel factory at Rae Bareli, Uttar Pradesh. Speaking on the occasion, Verma commented, "This will usher in an era of growth dedicated to the service of the Nation. I am sure that apart from benefitting the steel industry in India, the doubling of the railway line will transform the lives of the local tribal population in Bastar, Chattisgarh and adjacent states of Odisha and Andhra Pradesh." Speaking about the setting up of the forged wheel factory Shri Verma said, "This unit will be a specialized unit catering to the need for special grade wheels for high speed trains." He further added that setting up of the factory will considerably increase the industrial activity in the region and generate employment opportunities for the youth of the state. Bansal said that the proposed partnerships would provide the much needed impetus to investment in railway infrastructure and increase evacuation capacities from mines, plants and ports and freight traffic for the Railways. He also added that the proposed forged wheel factory would go a long way in meeting the future requirements of wheels for Indian Railways. The MoU for doubling of railway line was signed between Vinay Mittal, Chairman, Railway Board and C S Verma, CMD, NMDC. The project will be implemented by Indian Railways at a cost Rs.826 Crores and same will be funded by NMDC with provisions for suitable returns through freight rebate. The Railways will additionally make necessary investment in wagons, locomotives, other maintenance facilities and deployment of staff. The new line is likely to create an additional traffic of upto 12 million tonne per annum (MTPA) in a phased manner. The MoU for forged wheel factory was signed between Keshav Chandra, Member Mechanical, Railway Board and A P Choudhary, CMD, RINL. The Forged Wheel Factory being set up by RINL to supply forged wheels to the Indian Railways will have a capacity of producing 1,00,000 wheels every year. The factory, the biggest such plant in India will be completed within a schedule of 36 months at a cost of Rs. 1000 crores (Approximately) and will generate 500 to 600 jobs. The Raw material for the factory will be supplied by RINL's plant in Vishakhapatnam in the form of Continuous Cast (CC) rounds. Also present on the occasion were Secretary /Steel, D R S Chaudhary and other senior officers of the Ministry of Steel and Ministry of Railway.

Slums - a slur be removed

The heinous crime of rape at Vasant Vihar in a moving bus on Sunday night, the 16th Dec., 2012 was committed by the residents of jhuggis at R.K. Puram, New Delhi, a Govt. colony, maintained by CPWD. There are many jhuggi jhopris in almost all Govt. colonies and other planned and developed colonies. Crimes by such residents can be lessened if they are removed from such colonies. Many chain snatching incidents take place when well-to-do residents move on foot because the criminals get alerts from such jhuggis. Bureaucrats have to take the lead otherwise politicians, for obvious reasons, are reluctant, to get them removed.

There is no fear of law in this country

Delhi case of rape of a girl is brutual. It has shocked the country; or at least it seems so presently The persons responsible for this should be given maximum punishment in the shortest time - death sentence if there is a law for that. But we cannot think of any such thing happening in this country inspite of big noise including by politicians. But is this case first of its kind? Four year olds have been raped and murdered. Such cases are happening every now and then. Why? Because there is no fear of law in this country. If the guilty in such crimes are not punished it is combined very failure of executive, legislature and judiciary. In my view, the biggest failure is that of judicial system which is very slow, inefficient and seemingly corrupt. There is clear nexus between the criminals and lawyers who get judgements suiting their clients. Recently, there was a case where a man had killed his wife and two little children. If I remember correctly his death sentence was reduced by the High Court or the Supreme as it was not found to be rare of the rarest case. Is it not funny? Murdering one's own wife and innocent children is adjudged a common case. There are uncountable cases like this. If cases are decided this way, even God cannot save this country. Few months ago I read about an incident in China. One lady riding a bike was hit an injured by a car. The lady tried to note down the number of car but was shot dead by the driver. He was tried for murder. Within one year court gave him death sentence and he was executed within a few minutes of pronouncement of the sentence. Here in India it takes years even for delivery of the final Judgement. Conviction rate is very low. But who bothers. In the largest democracy of the world, Parliament is worried only about FDI and reservations and thinks about liberalisation which means shedding its responsibilities and does not bother about the life of citizens. It does every thing except governing. Unfortunately, present phase will pass soon and every thing will be normal except for the girl and her parents. There is absence of governance in this country. For causing death punishment should be death or imprisonment for whole of life. This will be strong deterrent. For rape of minors also punishment should be death. If this is done, society would be safer. But before doing this our Government will country in how many countries death sentence has been abolished and why it should be there in India. The so called human right actiivists who are well protected will cry. We as a society are also responsible to some extent. Writing that will make it lengthy

Crime in Delhi demands new look

The public anger on the savagery of the gang rape & torture in a moving bus in Delhi for 45 minutes and the "sab chalta hai' approach of the government (PM,HM & CM) coupled with the public relations exercise of the Delhi police and its chief demonstrate the state of affairs in the country. If the people are demanding death penalty or castration, it is because the police administration and the administration of justice has failed them. If the government is unable to find solutions, it can hand over these "special persons" to the people for holding a "sarvajanik abhinandan" to appropriately honour them, like making them run a marathon on the route taken by the bus or undergoing personal experience of the use of the iron rod to hit or pierce the body. But that really is no permanent solution of the problem, because crime in Delhi needs to be viewed differently. Delhi is inhabited not only by people from all over India, but also foreigners. Nobody "belongs" to Delhi as they belong to Kolkata or Chennai. That adds a new dimension to crime due to different cultures and languages. Delhi police has to deal with any number of VVIPs & VIPs etc. Instead of encouraging the police to perform their duty as per rules, too much influence is wielded on them. Laxity in one case leads to relaxation in many more. Therefore, one police commissioner is not enough and re-organization of the Delhi police is the need of the hour. One CM might be enough for Delhi but certainly not one police commissioner. Delhi should be divided into at least 9 police commissionerates to deal with the law & order effectively. They should report to the Chief Commissioner of Delhi Police, who should be in the same pay scale as the Cabinet Secretary. Appointment to the Chief CP should be from among the CPs on the basis of lowest crime in his jurisdiction. The stretch from Munirka to Mahipalpur (that the gang rapers took)is busy, but desolate stretches abound and transport of any kind is simply out of question for it leads to Indira Gandhi International Airport & merges into the NH 8. I travel on this route frequently and know the dangers personally. The only job the police can be seen is collecting money from transport vehicles, some of them without even back lights in dark nights! Then it borders Haryana, as it does UP on the eastern arm of Delhi. It is necessary to make a note of these features to understand the nightly operations of the gangs in collusion with politicians and their police. In so far as "gang rape" is concerned, it should be treated as dacoity, since the most valuable asset of a person, viz. dignity; is robbed under threat to life of person or the victim, and awarded the same punishment as is given in the rarest of the rare cases. Going back to the Malimath committee even after 20 years does not help, as the Delhi crime is completely different from the IPC perception of crime and needs to be dealt with accordingly.

A very sketchy estimates about the loss to the central government ,only in Delhi by non entitlement officer using official vehicle is around 45 crores every year , excluding the gross misuse by entitled officers and this is going on and on from ages? I do not understand why government is not going heavily on these officials. Small scam if not controlled become big scam. Notice the government vehicles besides hired one on marriages and other private functions of government officials and notice number of government vehicles parked outside each and every house even on Saturday and Sunday in Sunder Nagar, Kaka Nagar, Chanakya Puri etc. Is any government agency noticing or when Kejriwal will make this an issue government may wake up ?

Don't wait for RTI to expose misuse of transport facility

The remarks by a gentleman in response to misuse of transport facility are absolutely irrelevant and unwarranted. He has thoroughly misread the whole message and diverted from the main issue by trying to justify the advantage of vehicles (drivers) provided by private operators vs departments. The message was categorical and very clear about gross misuse of (selective) government transport facility and huge cost being incurred by the government in comparison to the far more economical option of paying transport allowance which even carries certain inherent advantage in terms of providing automatic and effective check on misuse of facility. It would be better if the views were positive and constructive. Remember that mental alertness demands that you should not ignore the basic ground reality in taking a decision. And the fact is that there is a basic dishonesty and lack of integrity on the part of most beneficiaries as evident from gross misuse of the facility. It is indeed a serious corruption matter which cannot be denied. Let us not wait for RTI to reveal the embarassment.

Reservation in promotion - another nail in the coffin

The politicians have added another nail in the coffin of good governance by pushing through the constitutional Amendment bill on reservation in promotion. This is a very emotive and divisive step polarising the society into two groups. Already there are massive protests in U.P. The fathers of our constitution wanted to bring all strata of society at par by providing reservation in jobs to the SC and ST for ten years .We the politicians of the day have found this a good vote bank weapon. It is only their own positions they bother. They are not worried about the damage it is going to cause in administration by permanently dividing the Government servants.
