Reservation in promotions

Reservation for SC/STs in bureaucracy as proposed in the 117th Amendment Bill, duly passed by the Rajya Sabha with overwhelming majority would definitely prove a mile stone in making the Indian administration more effective and transparent. The officers of SC/ST category are hard working, result oriented and most important, they have courage to take decisions. Most of the SC/ST officers are down to earth and they can do justice in implementation of several government schemes.

Reservation policy

On the reservation policy, I think that it is the lack of awareness which is leading to the development of this type of attitude about the whole intervention by way of reservation. What a misconception about the competency of doctor belonging to scheduled castes. Yes, there is reservation at the entry level and maybe there is little lowering of the merit for entry but once a student get admission into the medical school there is no concession for clearing the exams and all students are declared pass with same standards and pass marks. Once the qualifying standards are the same how one can say that doctors belonging to scheduled castes are in any way inferior to others belonging to the general category. Is it not irrational to think so and is not an indicator of closed mind on the part of the general population. This kind of thinking itself justifies that there is strong case for reservation to continue and the general population at the level of educated masses also have a narrow thinking and closed mind to think that the doctors passed out from medical colleges with similar passing standards are different in their competencies based on castes. The creamy layer concept is not tenable at all. The evil of caste is not an economic evil but it is a social evil and economic empowerment and economic incentives coupled with reservation are simply interventions and tools to bring social equality and elimination of caste notions. There are very rich people belonging to scheduled castes but people belonging to higher castes still do not want to marry their daughters and sons to their wards. I don't think the creamy layer is socially integrated and the concept of creamy layer can be put on hold for those who have not overcome the barrier of caste and are still being discriminated. No names but one of the Sikh politicians is held guilty of killing daughter for getting involved with a lower caste boy, though Sikhism as a religion do not recognize casteism. Rather there are many verses in Guru Granth Saheb to condemn the evil of casteism and discrimination based on castes. Let us think over again about the creamy layer.

Leaderless agitation going off mark

The leaderless agitation though started for a noble cause in Delhi seems going to be off the mark as after all these days of shouting and breast-beating no outlines of demands and changes sought in the law have been presented by any core group (which does not exist) to the Govt. By endless agitation they cannot achieve much and on the contrary there are indications that unscrupulous politicians and other individuals and groups seeking media attention and footage will highlight it. First thing is to form a core group of well informed and knowledgeable people who should prepare the list of demands which should be reasonable , like changes in the law relating to rape and its punishment as also in the modality of trial of the cases of rape, setting of fast track courts. The citizens should be encouraged to protect the honour of ladies when they come under assault or a nefarious molestation including rape. Like M.P. Govt. all States should declare handsome cash rewards nd other incentives.

Now that serious questions have been raised about conduct of Delhi Police and Police Commissioner regarding its handling of gangrape case and protests following the rape , death of constable Subhash Tomar and lodging of FIRs against handpicked persons, one would like to know whether Home Secretary RK Singh who had rated the performance of Delhi police as outstanding in a televised press conference would still stick to his assessment or would like to admit that he had blundered. . RK Singh enjoys the reputation of being a very fair impartial and no nonsense officer .
