Lov Verma has been appointed Secretary of AIDS Control which comes under
the Ministry of Health & Family Welfare. He is 1978 batch IAS officer
of UP cadre. Earlier his meeting with Farooqe Abdullah had fuelled speculations
about his becoming Secretary New and Renewable
Energy. Verma will succeed Sayan Chatterjee who is retiring on December
31.

Minor IAS reshuffle in Himachal Pradesh
In a minor bureaucratic reshuffle, the Himachal Pradesh Government has
ransferred certain IAS officers on December 28, 2012. They are: Prathsarthy
Mitra (1978 batch) Additional Chief Secretary (ACS) has been given an
additional charge of Rural Development (RD) while S K B S Negi(1985
batch) will now be Secretary, Personnel and Power and Bharat Khera (1995
batch) was appointed as Secretary, GAD. Besides, Ajay Bhandari (1990
batch) has been appointed as Managing Director (MD) State Industries
Development Corporation(SIDC).

and transferred at different places in Madhya Pradesh. Accordingly,

of Forests, MP State Miinor Produce Federation while Harishankar Mohanta

Jaipur, Agra becoming preferred destination
on NY eve: ASSOCHAM survey
This New Year, majority of Delhiites plans to take a shorter holiday
trip nearer to their home and likely to reduce their budget by 40% than
last year due to inflation, as per the quick survey undertaken by ASSOCHAM-Social
Development Foundation (ASDF). According to ASSOCHAM survey, nearly
62% of the respondents have planned to go on a vacation to destinations
within or around Delhi, like Jaipur, Agra, Shima, Nanital, Kasauil etc
and likely to shrink holiday trips budget due to increased costs which
will be the determining factor for more families opting for destinations
nearer to their home, said D S Rawat, Secretary General ASSOCHAM while
releasing the survey. Around 82% of the respondents said that 'Jaipur'
is their first priority and attracting many more visitors followed by
Agra this year. Shima and Nanital are third and fourth on the list of
favoured holiday destinations, reveals the ASSOCHAM survey. The aforesaid
findings are condensed at a random survey conducted by the associated
chambers of commerce and Industry of India (ASSOCHAM) in which approximately
2,500 executives poured their responses on their preference for holiday
trip. Around 55 per cent of the respondents fall under the age bracket
of 20-29 years, followed by 30-39 years (26 per cent), 40-49 years (16
per cent), 50-59 years (2 per cent) and 60-69 years (approx. 1 per cent).
The report was able to target corporate employees from 18 broad sectors,
with maximum share contributed by employees from IT/ITes sector (17
per cent) followed by financial services (11 per cent) includes banking
sector, stock brokerage house, insurance sector, financial consultancy
and chartered accountants. Employees working in engineering and telecom
sector contributed 9 per cent and 8 per cent respectively. Nearly 6
per cent of the employees belonged from market research/KPO and media
background each. Management, FMCG and Infrastructure sector employees
share is 5 per cent each. Respondents from power and real estate sector
contributed 4 per cent each. Employees from education and food&
beverages sector provided a share of 3 per cent each.

Reservations to needy
The issue is always looked with suspicion, emotion and what not! An
objective and factual assessment of the "backwardness" by
the instrumentalities of State as also by veteran leaders is yet to
accrue; for fear of being shoved aside as anti-poor, anti-backward or
pro-forward. The so called SC/ST population should be given a chance
to look at their own polity at large and state whether they are yet
to improve their status in Society by being branded as SC/ST for material
purposes. In other words, instead of the Govt. automatically extending
this dubious classification with closed eyes fearing vote politics,
the representatives / individuals of the existing groups should be required
to record in public, as to whether do they still feel th ignominy of
being backward on date for the limited purpose of reservations? It is
a farce that what was intended as a temporary / interim measure for
upliftment of less privileged by the Constitution makers, is extended
decade after decade proclaiming to the world we have still sizeable
population of SC/ST seeking concessions by birth so far and also for
all posterity to come! There should be public debate on this angle involving
statesmen, youngsters in the SC/STs as well. It is a disgrace to brand
somebody as belonging to a category mop him up with concessions when
he/ she does not really feel so wanting to compete with others on merits..

An electoral fraud
Introduction of reservation for SC/ST in promotion would amount to
committing another Electoral fraud on the country. All benefits and
privileges are being systematically cornered by the affluent sections
of these categories. How could we ignore the plight of poor SC/ST in
villages shunned by the powerful and influential sections of SC/ST?
Once the bill becomes a law, this will lead to utter chaos in all government
departments at the Centre and the States as also their PSUs. The juniors,
as we go along, would start supervising the performance of their seniors.
The inter se seniority of officers and staff will always remain in a
state of flux leading to heart burnings and constant litigations. Let
all those who support the BSP's motion in the Parliament, spare a thought
on its dangerous sociological implications in the larger interest of
bureaucratic discipline and social fabric of Indian society. Merit,
a rare commodity, would be the first casualty.

They now talk of merit
For years some people who form a small minority enjoyed unfettered
reservation for themselves and families passing down for generations
and today when among the downtrodden if people rise up they now talk
of merit, interesting ! Most of the OBC/SC/ST, Minorities ACR's are
deliberately spoiled, despite they being meritorious, to deny promotions.
This bill will set the anomalies right.
