Will Lalu Yadav be another Devegowda?
Can Lalu Yadav be Prime Minister in the hung Parliament? Those who know
him from close quarters say that he is going to be another Devegowda.
The Congress party will back him in the event of such a scenario. And
Laluji will be de-jure PM.
Is FDI mired in specious arguments?
Even though there is ample evidence that Wal-Mart has destroyed mom-and-pop
shops in the west, the situation in India is so different here say experts.
The real tragedy is not about FDI in retail but about lack of reforms
on land, labour and agriculture policies. But nobody can really say
how Indian farmers and kirana stores will adapt to competition, and
how Wal-Mart will adapt to India. We will know only after a few years
say experts.
Is domestic anti-market policies preventing
farmers from getting a better price?
India places curbs on free trade in order to keep domestic prices down
thereby preventing a free market. We allow exports only when prices
crash in the home market due to temporary over-production, whether it
is in rice or vegetables. Farmers can get higher prices if they are
allowed to develop export markets. The problem is when state governments
force farmers to sell their produce at mandis - where middlemen dominate.
Now Congress and BJP both in a conundrum?
Congress even though has won the vote is actually nervous about the
rural votebank, BJP on the other side is worried how the middlemen most
of them 'baniyas' will react to its opposition to the vote. But will
the effect last till 2014?
How Congress (UPA) won FDI vote?
Congress today won the crucial vote by hand wringing its supporting
partners. It bought over Samajwadi Party leadership for a sum of estimated
Rs 500 crores with a promise not to investigate Mulayam in disproportionate
asset case. It also hand wrung BSP Chief Mayawati with a promise not
to open cases against her in disproportionate assets and also agreed
to give special quota in government jobs to SC and ST through passage
of the proposed bill.

Chief Justice of the Orissa High Court, Justice V Gopala Gowda is being
elevated as Judge of the Supreme Court of India. The SC Collegium is
believed to have cleared the name of Justice Gowda.

G S Patnaik is being tipped to be new Secretary to the Vice President
of India, Mohammad Hamid Ansari. He is a 1980 batch IAS officer of UT

S Subrahmanyan has taken over as Managing Director of HAL's MiG Complex
at Nasik. Prior to this, he was Chief of Projects at HAL's Helicopter
Division (Bangalore). A graduate in mechanical engineering from college
of engineering, Guindy, Chennai, Subrahmanyan is also a post-graduate
in aircraft production from IIT, Chennai. One of his main tasks at Nasik
will be to focus on ensuing new projects at the MiG Complex. Subrahmanyan
joined HAL as Management Trainee in July 1980.
Is AIFR defunct?
After the retirement of Badal Das, a 1971 batch IAS officer of Himachal
Pradesh cadre, Ashok Mohapatra is the sole Member of the AIFR. Under
the rules AIFR is two Member bench.

As many as seven officers of Indian Revenue Service-Income Tax (IRS-IT)
have been transferred and posted at different places. Accordingly, Ms
Neha Chaudhary has been shifted to TPOI (5), Delhi with additional charge
of APA, Delhi while Dr Vedanshu Tripathi was transferred to Circle 2
(I), Delhi and S K Chatterjee is being moved to TPO II (7), Delhi with
additional charge of APA, Delhi. Similarly, Ms Priyanka Singh has been

DoPT protects higher pay of pro forma promotion
DoPT vide its OM dated November 30, 2012 has gifted the officers who
are on deputation in the Central Government offices by modifying the
Para 8.6(a) of its earlier OM dated June 17,2010. With the issuance
of this OM, the higher pay of such officers, after their Pro forma promotion
in their Parent Department, would be protected even after their sanctioned
tenure.

Why should CBI Director be selected by judges or oppn leader?
It is absurd to equate Director, CBI with Ambassadors, High Commissioners,
Secretaries, Cabinet Ministers etc. I firmly believe that the CVC should
also be selected by the collegium proposed for
Director,CBI. Both head sensitive, anti-graft agencies. LOP (LS) is
already being associated with CVC's selection. Why should the IAS officers,
reporting to political Executive, be given the say in selection.

'Yaar Aap Log Bura Na Mana Kijiye Mera Nature Hi Aisa Hai'
These days there are a number of senior level officers in the Government,
who because of certain personal problems at their home front (relationship,
financial & health) try to vent in their feelings on their juniors
in office. Sometimes their behaviour is such that one ponders as to
how they got selected in the service and how they are going to serve
the nation. After their misbehaviour they feel their guilt and say 'Yaar
Aap Log Bura Na Mana Kijiye Mere Nature Hi Aisa Hai. Mujhse aisa ho
jata hai.' But, what is the point, your one minute misbehaviour, spoils
the other persons one week. They should try to control themselves as
much as possible because one day for their such behaviour one type of
'Anna' may rise in the Government and make their life hell. Gone or
those days of British Feudalistic.

The IRS and other services should be given uniform functional upgradation
to prevent this humiliation. When IAS, IPS and IAAS can get it, others
can also get. Don't make the gap so appalling that other services feel
totally cheated.
