Resentment brewing in SEBI
As the grapevine has it that the resentment has been brewing in SEBI
on the issues of foreign trips and consent orders. In many cases, a
person has done two or more foreign trainings and others have been left
out. On the other hand consent orders were taken on pick and choose
basis. For example consent orders of 2009 and 2010 are still pending
whereas such things relating to 2012 have been cleared by adopting policy
of pick and choose.

Merge MTNL & MTNL in DoT
The Department of Telecom's decision on repatriation of about 1600
officers of the Indian Telecom Service (ITS) and some Indian P&T
Accounts and Finance Service, Group-'A' officers from Bharat Sanchar
Nigam Ltd. (BSNL) and Mahanagar Telephone Nigam Ltd. (MTNL) is bad from
the public interest point of view. This may be called a foolish decision
taken by DoT. This has badly hit the working of both the PSUs. Balance
sheets of these PSUs have already gone in red after the earlier repatriation
decision taken in October, 2005. To utilise the experienced manpower,
it would be better to merge the MTNL and BSNL in DoT. Let there be one
government player in addition to private players in the operations of
Telecom services. Hope Ministry of Communication would take the positive
steps further in public interest.

PAR/ACR business
The APAR should be linked with the performance. The targets or parameters
for ACR are never fixed in the beginning of the financial year or as
per the ACR period. So writing ACR becomes very subjective, where face
value and other factors (caste etc.) matters a lot. In most of the cases,
it is seen that the Reporting officers award grading below the bench-mark
where their subordinates come on their way or their interests are clashed.
After Supreme court judgment in Dev Dutt's case, communication of APAR
is mandatory. The ACRs are the assets of the employee and are linked
with the promotional and the extensional stage of his service career.
So one should not play with anybody's career. Here it is also required
that the Civil Servants should be given proper role playing field and
they should be made more responsible and more accountable by providing
proper delegation of administrative and financial powers, giving additional
responsibilities, and also reviewing their performance by calling monthly
meetings. The fairness on the part of the reporting/ review officers
would be the great service to the nation.

Resentment against a top notch in Tripura
Serious resentment from IAS, IPS and IFS Officers is brewing against
a top notch in Tripura administration who, in the name of the Chief
Minister, arbitrarily holds up on his own, bona fide applications for
leave, training and other reserve matters of AIS Officers causing them
serious hardships. The culture of sycophancy introduced by this top
notch has virtually suffocated the All India Service Officers working
in Tripura. There is a serious discussion among the AIS Officers to
take drastic measures to deal with the situation.

'Yaar Aap Log Bura Na Mana Kijiye Mera Nature Hi Aisa Hai' Bimal Bahadur's
post ( Dec 6) must have filled all browsers with a sense of déjà
vu. Serving 'ill mannered' superiors in offices is an act of God. It
is inevitable and inescapable, a universal malaise afflicting the Government
service, public sector. There are cases galore of seniors insulting
their subordinates at public fora, leaving them totally shattered and
demotivated. The bottom line is that the deviant behavior resulting
from arrogance, impatience and intolerance, is undemocratic and violative
of the Conduct Rules that prohibit use of 'intemperate language'. But,
rules are never invoked. Recall Rajiv Gandhi the then PM blasting the
then Foreign Secretary at an international conference in Vigyan Bhavan.
The case of a former Union Power Minister ( UPA-I) slamming the CMD
of a Nav-Ratna PSU in full public view, sent wrong signals to the entire
public sector. There are several cases of Secretaries asserting their
authority on helpless subordinates by humiliating them publicly and
even 'physically throwing' files at them. These are well known cases
in the corridors of power. There is no grievance redressal mechanism
in place to deal with such demeanours. I appeal to all top officers
of GoI, State governments, Chiefs of Public Sector ( Industrial, Banking,
Financial )and private sectors who regularly read the WIC website, to
introspect and self-regulate their behaviour towards their subordinates.
This appeal is without prejudice to any one.
