DoPT asks for Class A officers of CSS to submit
IPR by January 2012
The DoPT has observed that for years 2009 and 2010, CSS officers have
not adhered to the due date and in several cases the IPRs were received
only after repeated reminders. In several cases, the IPRs did not reflect
complete details of the properties. The IPR for the year 2011 is due
by 31st January 2012.The DOPT has stated (circular dated on September
27, 2011) that those 'class A officers of CSS' who do not submit their
property return by the prescribed time would be denied vigilance clearance
and thus will not be considered for promotion at all and empanelment
for senior posts in Government of India.

Railways register an increase of 4.67% freight
revenue
The Railways claimed to have carried 704.75 million tonnes of revenue
earning freight traffic during April-December 2011 with registering
an increase of 31.44 million tonnes (4.67 per cent) over the freight
traffic of 673.31 million tonnes actually carried during the corresponding
period last year.

Pakistan: Transparency international wants
CDA prequalification scrapped
Transparency International (TI) has written to Islamabad's capital development
authority to cancel the prequalification accorded to four contractors
for implementing its prestigious Park Enclave Housing project and to
initiate the tendering process all over again on account of alleged
irregularities committed in finalising the process. The project involves
construction of 700 residential units in Phase I and 500 in phase II
on plots of 500 and 700 square yards. Fifteen firms had applied for
prequalification out of which four viz, Maaksons, Habib Rafique, Echowest
and SKB were short listed by the authority. Three rejectees, Messrs
Ghulam Rasool and Company, Mohammad Ayub Brothers and Matracon have
alleged that they have superior credentials in the field than the ones
selected by CDA.
NMDC signs pact for by product plant package

NMDC signed the contract for By Product Plant (BPP) package for the
upcoming 3 MTPA integrated steel plant at Nagarnar, with the consortium
lead by M/s Shriram EPC Limited (SEPC) on January 10, 2012. The total
cost of the package is Rs.509.00 crores. The BPP unit is an important
installation in integrated steel making, which processes valuable raw
Coke Oven gas from coke ovens to yield by products like TAR, Naphthalene
and Sulphur besides clean coke oven gas used in the fuel gas network
of the integrated steel plant. G Viswakarma, ED (NISP) on behalf of

Army Chief are factually incorrect. He should have checked facts before
giving his opinion.

Ridiculous argument
I agree with the views on Gen. V K Singh. Long ago a senior IPS officer
of West Bengal cadre was dismissed from service simply because he had
forged a fake SC certificate. Now we have the likes of Karan Thapar
pleading Gen. Singh's case on the specious ground that his teacher had
filled in his application form for the NDA and therefore Singh was not
responsible.
Well, really! And there is also the ridiculous argument that the army
would mutiny if Singh was not given an extension. He is already 62,
how much longer does he want to serve? Gen. Singh had ordered the Court
Martial of two Lt. Generals of the army over the Sukna land deal. One
of them was exonerated of all charges by the same court. So what does
this speak about the Army Chief ? It is likely that one of the disgraced
Generals leaked the news of Singh's date of birth to the media. It is
also likely that Singh's motive for punishing the two senior Generals
when he was the Eastern Commander was to catch the eye of the Defence
Minister as General Singh fit for promotion as Army Chief.

Special consideration & credit needs to be given to professionalism
in the Government.
It is suggested that extension in service/increase in retirement age
may be given on following lines.
1. Professional degree at graduation level - 1 year
2. Professional degree at PG level - 1 year
3. Ph. D - 1 year
4. Directly joining Group A service thru UPSC - 1 year
Thus a maximum of 4 years extra can be given to highly professional
employees, working in most demanding positions. Most of the professionals
shall get only one or two years extra.
It does take longer years of study to acquire, higher / professional
qualification and to clear difficult competitions. This also results
in higher entry age & thus requires justifiably relaxation in exit
age.
Moreover professionals should be given longer years of working in the
interest of development of any country.

Deterioration in the standards of civil service officers?
N Krishnan's views are appreciated. A highly elitist top heavy structure
with bulging middle, is all that constitutes the Civil
Service. The power and influence of civil servants over Ministers has
diminished over the years. They are selected by virtue of their ideological
predilections rather than aptitude to problem solving. This has resulted
in the mushroom growth of 'Yes men' and a paradigm shift in the Ethos
from the Pro-active civil service to the present reluctant civil service.
Senior and retired civil servants often complain that the pressure to
tow party lines has increased many folds leading to a crisis of confidence.
When asked to give frank opinions, the 'Yes men' merely support policy
proposals.
The mediocrity in civil service is further perpetuated by GoI by engaging
'Consultants'. Thousands of non-professionals, after retirement have
been re-employed in same ministries /deptts of GoI as 'Consultants'
on payment of handsome emoluments. The 'Consultants' have zero accountability;
nor are they governed by the prescribed norms on punctuality, and performance
appraisal based on target achievement. May it be known that the policy
of reservation, is not being applied to such recruitment of Consultants
by the backdoors. The tool of weeding out of dead wood, under FR 56(J).is
never used ostensibly out of fear of the Law of Karma.

State of affairs
1990 batch IRS to be promoted and get JS scale soon. In IAS 1990 batch
had got JS scale in 2005 and presently 1997 batch have got. So other
services have been pushed back by 7 years.

Translators not getting promotions
DOPT and OL department may like to take notice of the fact that Translators
in the GoI, in ministries and their offices are not getting promotions.
This is despite the fact that they have been appointed by Staff Selection
Commission under DoPT. These departments have appointed the translators
through SSC. They had the prescribed qualification of being postgraduates
either in Hindi or English. Now when the promotions comes, they are
being denied promotions for the fact that they need to be MA in Hindi
only. |And unless they pass MA Hindi exam., they will not get promotion.
Now what is the fault of these candidates who had appeared in SSC exams
under the prescribed qualification of being MA in English. In that case,
the department should have individually advertised the vacancies and
filled up the post. Or the candidates should have been posted in a unit
where translation is being done from English to Hindi. The candidates
should have therefore been posted in English unit and granted the promotion.
Now where is the fault, if the department posts them in Hindi Unit and
then denies the promotion. Yes, this happens in GoI and in a Ministry.
Shall the DoPT call for the information from Ministries and their departments.

Can the High Court rules over-ride the RTI Act?
The appellant's request for information relating to the Haryana Superior
Judicial Services was refused by the APIO citing the rules 4(a) and
5 of the High Court of Punjab and Haryana (Right to Information) Rules
2007. On appeal, the FAA directed to provide information on certain
points. Regarding remaining information, the FAA endorsed the decision
of the APIO without claiming any exemption section of RTI Act. The respondent
submitted that he was bound by the rules framed by his own High Court
and could not comment on whether those rules were in conformity with
the provisions of the RTI Act or not. The Commission held that the stand
taken by the Respondent is totally out of sync with the provisions of
the RTI Act and directed to provide the information.
Comments
Many PIO's tend to refer to departmental rules or rules made by the
public authority in exercise of its powers under Section 28 of the RTI
Act. Section 28 confers powers on the competent authority, to make rules
to carry out the provisions of this Act. But no competent authority
can make rules to obstruct the disclosure of information by adding additional
exemption provisions not contained in the original Act.
