Mrs. Meenakshi Hooja's yet another poetry
book
Mrs Meenakshi Hooja, Chairperson, Board of Revenue for Rajasthan at
Ajmer and IAS officer of 1975 batch, has just had her first book of
English poems "Outpourings: Poetic Expressions" published
by Indo American Books, New Delhi. It contains 90 selected poems out
of the over 600 English poems that she has written. Mrs. Hooja also
has had 3 books of her Hindi poetry published, one of which "Keh
Na Sakoon Jo Roobaroo" had won a government of Rajasthan cash award
and appreciation certificate for original writing in 2004. Mrs Hooja
also has authored or edited 5 books on development and administrative
themes including panchayati raj, tribal development and poverty alleviation.
In 2009 Meenakshi Hooja had received 'excellence in World Poetry Award'
from International Poets Academy Chennai for her English poetry.

MOU signed between INDEXT-b and INBISCO Co. of Indonesia
An MOU was signed on January 12, 2012 between Gujarat government's INDEXT-b
and INBISCO, a world famous food product company of Indonesia, to set
up a food product manufacturing plant at the cost of Rs.1, 000 crore
in Sanand.INBISCO has decided to set up its project in 85,000 sq.meter
area in Sanand GIDC estate. The MOU was signed by INBISCO's president

Pakistan: Real story behind Defence Secretary's sacking?
According to some senior officers of the GHQ the real reason for sacking
of defence secretary Lodhi is that he refused to sign a
previously drafted affidavit from the PMO that the MoD didn't agree
with the affidavits submitted by army chief Keyani and DG ISI Shuja
Pasha about the authenticity of the controversial memo. With Nargis
Sethi considered close to the civilian setup it would be easier to repudiate
the damaging (but factually accurate) affidavits of the top generals.
It is also rumoured that whenever a senior general is to be appointed
or removed the defence secretary's signatures are procedurally necessity
which may not be difficult with Nargis being in charge. The only fly
in the ointment is that the GHQ is abuzz with rumours that the army
may simply ignore the new defence secretary and not cooperate in any
manner.
Pakistan: PM Sacks Defence Secretary; Army
warns of serious ramifications
Pakistan's Prime Minister Yusuf Raza Gilani has sacked the defence secretary
Khalid Naeem Lodhi 'for gross misconduct and illegal action which created
misunderstanding between state institutions'. Lodhi is accused of 'not
processing the submissions made by the MoD before the apex court in
the 'memogate' case. A show cause notice was given to Lodhi by the defence
minister for having filed an affidavit in the supreme court stating
that the MoD had no 'operational control' over the armed forces and
the ISI. The Sacking has however come without waiting for Lodhi's reply
to the notice. Nargis Sethi a bureaucrat close to the PM has been given
additional charge of defence secretary. Reacting to the PM's decision
the Army's PR outfit ISPR has warned of
grievous consequences for the country and an emergency meeting of the
corps commanders has been called at the GHQ. The commander of the important
111 brigade responsible for protecting the federal capital has also
been shifted and Brigadier Sarfaraj Ali posted as the new commander.
Pakistan : An Illegal Task Force For CDA?
A three member task force headed by Mr Faisal Sakhi Batt with Nargis
Faiz Malik and Asad Mumtaz Khan as members has been appointed by Pakistan's
Prime Minister 'to oversee' the functioning of Islamabad's Capital Development
Authority (CDA). Faisal Batt a 'notable' of Islamabad is a friend of
President Zardari, Nargis Malik a member of Punjab Provincial Assembly
and Asad Mumtaz Khan is President of PPP Islamabad. Chairman CDA has
however questioned the legality of the notification which according
to him is against the CDA ordinance 1960. The CDA according to this
ordinance is answerable to the Prime Minister and Parliament of Pakistan
and committees appointed by the Parliament and no task force can have
the authority to 'oversee' its
functioning. The task force may at the most give suggestions which it
is upto the authority to accept or not.

Kasni - Joint Secretary (Health) has been transferred as Officer on
Special Duty, Planning Board, Haryana, Vikas Yadav - Managing Director,

SEBI to reform IPO process, make disclosure
norms effective (UPDATED)
Capital markets regulator SEBI said it will reform the initial public
offer (IPO) process and ensure that disclosure norms are made effective
as the Indian financial markets undergo radical reforms to become globally
competitive. "We are looking at every aspect. The basic aim is
to curb volatility, particularly on the day of listing," said Rajeev
Agarwal, whole-time Director of the Securities and Exchange Board of
India (SEBI) while addressing an ASSOCHAM conference.
Agarwal said, the industry should make efforts to channelise more savings
into capital markets to fund capital requirements of various sectors.
Only 4.6 per cent of national savings are invested in capital markets
while the country needs investments of one trillion dollars to build
infrastructure in the next five years. Agarwal said even pension funds
can be invested as new products evolve and regulations are harmonised
so that GDP growth of nine per cent can be maintained.
Meanwhile, C S Mohapatra, Director (secondary markets and UTI) at the
finance ministry's Department of Economic Affairs, said the government
will remove regulatory overlaps to bring financial stability and take
measures to boost corporate bond market.
Nanda Kumar, senior vice-president of the National Stock Exchange said,
the current global uncertainties pose challenges and opportunities for
the Indian financial sector. The industry requires innovation, efficiencies,
transparency and safety to bring back investors' confidence.
R N Dhoot, President elect of The Associated Chambers of Commerce and
Industry of India (ASSOCHAM), said watershed structural reforms have
taken place in the banking sector during 20 years of pro-active reforms.
"The time has come for consolidated efforts by all stakeholders
for inclusive growth," he said adding financial sector reforms
can add significantly to economic growth and also make a significant
contribution to the sustainability of this growth.
ASSOCHAM Secretary General D S Rawat said the financial system's ability
to efficiently intermediate domestic and foreign capital into productive
investment and to provide financial services to a vast majority of households
will influence economic as well as social stability.
Rashesh Shah, Chairman of ASSOCHAM National Council for Capital Markets,
said Indian yearly savings total 500 billion dollars. The India growth
story is in tact, he said, but four trends are worrisome. High inflation,
rising interest rates, burgeoning fiscal deficit and the currency under
pressure have led many to conclude that economic reforms are stuck for
the moment.
Others present during the conference were Anil Agarwal, past president
of ASSOCHAM, S C Agarwal, co-chairperson of ASSOCHAM National Council
for Capital Markets, and Manish Kedia, Director and head of debt practices
at Resurgent India.

Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate
or inappropriate for an elected representative to address a bureaucrat
as "Sir".

It's really sad that we are still fumbling with this archival notion
of "Sir" being reminiscent of colonial era. Traditionally
and culturally, we have been groomed to address our guests, elders and
seniors as Sir or with some other respectful word. But over a period
a particular class has made it their privilege and gets offended if
not addressed that way. Leave aside bureaucrat, even a office peon does
not like it, if not addressed "Sir" or "Ji".
Our ruling class should learn from developed countries. The most powerful
man on earth is called Mr President or Barrak and certainly not Sir.
I am told by my Australian Professor friend that when he met Prime Minister
there, the first introduction was Mr Prime Minister, but in later meetings,
it was only Mr Howard.
Hope we take lessons from this and concentrate on development rather
than such useless egoistic jingos.

IAS has served the country well!
Other services should not compare with the IAS. The IAS is the only
service which has served the country well, from 1948 onward till date,
IAS officers have even died in the cause of the nation. Anyway, it is
the elite service in India and no other service can even compare.

If a Government employee gets a delayed promotion, the logic of 'no
work no pay' is adopted. The court's of the country also ratify this.
But if the MPs stall the Parliament proceedings and no work takes place,
they get payments for having not worked. Can anybody explain this dilemma
in the background of Right to Equality embroiled in the Constitution
of India.

Factually incorrect
This regarding the comment of Rakesh Tiwari regarding "State of
affairs" on 11-01-2012. This is factually incorrect as nowhere
in the country has 1997 batch of IAS has got SAG. 1996 will be eligible
for it this year (actual grant may take some time in all cadres), but
only to those officers posted in the state cadre, not in GoI.

All Kudos to brave Officers
These upright and sincere officers faced the violent mob which assaulted
police and public in Ramanathapuram District of Tamil Nadu. Because
of the timely action by police hundreds of innocent lives were saved.

Many may not be aware that the Indian Muslim League is the successor
of the hated Muslim League of the pre-partition India. They maintain
the same head quarters of the pre-partition days in Kerala. Nehru who
is the cause of many problems facing this country was responsible for
allowing this outfit to continue in Kerala. At first Congress was scared
to come any where near this communal party. Later Congress and the left
vied with each other to give credibility to this party. Now Sionia led
UDF has gone one step ahead by including them in the UDF and giving
ministership in the vital HRD Ministry at the centre. Congress has now
found this arch communal party as its secular mascot. This party is
busy now coordinating and bringing all Muslim communal elements under
their umbrella. The Minister is busy opening branches of Aligarh Muslim
University in all nooks and corners of this country where there are
sizable Muslim population.In Kerala, they have opened a branch in Ernad,
the centre of Moplah rebellion of 1921 where thousands of Hindus were
killed. Congress who is responsible for the first partition and cause
of many problems facing this country is slowly taking this country for
the second partition.

Why should IT companies go to SE Asian countries?
Given that cost of living is lower in many tier II cities such as Patna,
Bhubaneswar, Raipur, Bhopal, and many others, its a case of state governments
pulling these entities with an attractive package ( soft loans, land
etc). This will ot only create demand for jobs in these cities, it will
help India retain its comparative advantage and earn the FE that is
badly needed. GOI should perhaps facilitate this process.

A blatant fraud by Gen V K Singh
I agree with views of writer. Law does not look at the faces. Every
one is equal before it. Had such action is against an persons below
officer rank, an army officer, who is commanding a battalion, would
have put him before summary/general court martial but Gen Singh is threatening
to Government of India that he would go to Supreme Court for so called
justice. Justice is that he should be penalised if he has done something
wrong in changing his date of birth which he could have done before
he entered the Army.

Can the High Court rules over-ride the RTI Act?
The appellant's request for information relating to the Haryana Superior
Judicial Services was refused by the APIO citing the rules 4(a) and
5 of the High Court of Punjab and Haryana (Right to Information) Rules
2007. On appeal, the FAA directed to provide information on certain
points. Regarding remaining information, the FAA endorsed the decision
of the APIO without claiming any exemption section of RTI Act. The respondent
submitted that he was bound by the rules framed by his own High Court
and could not comment on whether those rules were in conformity with
the provisions of the RTI Act or not. The Commission held that the stand
taken by the Respondent is totally out of sync with the provisions of
the RTI Act and directed to provide the information.
Comments
Many PIO's tend to refer to departmental rules or rules made by the
public authority in exercise of its powers under Section 28 of the RTI
Act. Section 28 confers powers on the competent authority, to make rules
to carry out the provisions of this Act. But no competent authority
can make rules to obstruct the disclosure of information by adding additional
exemption provisions not contained in the original Act.
