JPC Chairman Chacko needs to be told that when a file is marked
as 'seen'!!
If the one who sees the file does not put a dissenting note then what
does it mean??
Means he or she is in agreement with what he or she has seen!!
As per Chacko 'Pranab saw the 2 G Note but he's in agreement with contents
this does not mean'!
Every trick in the book is being tried to get PC off the hook!!!
Even at common sense they've 'thrown the book'!!!
Now Swamy has applied for anticipatory bail!!
He fears that PC will get him thrown into Jail!!
Some would say Swamy's overreacting!!
Seems to PC's 'desperation' , 'hopelessness in 2 G case' and 'PC being
MOH' Swamy's reacting!!
I get the feeling Team Anna is in for a recast!!!
Sri Sri and Ramdev could now be added to the cast!!
Bedi could be shown the door....... though her supporters will say
she's walked out!!
She was in it for the 'attention and camera glare' without a doubt!!
And of course for achieving her goal and that is to become a MP!!!
In her case 'Mischievous Person' is how we should decipher MP!!
Damn the inferences Congress will draw... why not get Swamy aboard
Anna's Team????
Congress will of course from rooftops scream!!
Kursheed's excuse to EC is that 9% reservation was in Congress's
2009 Manifesto... no way!
Because once election is over Manifesto is shown 'bahar ka way'!!!
And if this was a carry forward from previous Manifesto why was
it not included in 2011 one???
If Kursheed's excuse is to be believed then this should have been logically
done!!
What will Government do on RIL's fudging KG Basin costs....let me
rephrase it correctly!!
What will Mukesh allow Government to do on the costs calculated incorrectly???
KG Basin is a money spinner... abundant with gas!!!
'We can recover at least 50% of field allotted to RIL' PAC karr rahi
hai gas (boast)!!!
It's not that easy as it being made out to be!!!!
In 'the bonnet there is a bee'... which of course at present PAC cannot
see!!!
With anger Diggy Raja doth quake!!
This is after PC announced Batla House encounter was not fake!!
Our Netas can never be cornered.....they are like Lawyers who can argue
on both sides!!!
It's said when a Neta opens his mouth truth runs away and hides!!!!

PAKISTAN WHISPERS
Pakistan: Islamabad High Court to hear petition to restrain government
from sacking Keyani and Pasha
Islamabad High Court has admitted a petition filed by an advocate, Maulvi
Iqbal Haider praying for restraining the President and the Prime Minister
of Pakistan from issuing any order to remove army chief Keyani and DG
ISI, Shuja Pasha from their respective posts. The petition is to come
up for hearing in the court on January 14, 2012. It assumes significance
in the backdrop of rumours that PM's close confidant Nargis Sethi has
been given an additional charge of Defence Secretary so that the procedural
requirement of any such order being signed by the Defence Secretary
is met without any let or hindrance. The petition also accuses the PM
of willful failure in implementing the Apex court's orders in the NRO
and the 'memogate' cases.
Pakistan : Commission recommends greater accountability
for ISI and IB
A government appointed commission comprising of judges, advocates, police
officers and representatives of the journalists union has recommended
that steps should be taken to ensure that the ISI and the IB are made
accountable for their activities. 'These agencies', the commission has
recommended, 'should be made more law-abiding through legislation, carefully
outlining their mandate and role'. The commission has suggested three
tiers of accountability; first internally through the minister in charge,
second to the parliament through parliamentary commission and third
to the judiciary through a suitable grievance redressal judicial forum.
The commission headed by a judge of the supreme court Mian Saqib Nisar
was appointed in the context of killing of journalist Shehzad Salim
in which the needle of suspicion was seen pointing strongly to the ISI.
Pakistan : I am coming to tell the truth, says
Mansoor Ijaz
US businessman of Pakistani origin Ijaz Mansoor who is the central character
in the infamous 'memogate' case has confirmed that he is coming to Pakistan
'to tell the Pakistani courts that former ambassador Hussain Haqqani
invited the US to intervene in matters relating to Pakistan's military'.
"I am coming because it is important that there be no perception
left about whether I feared telling the truth on the record, whether
I feared the threats, whether I feared the government and its sharp
tongued ministers, whether I feared facing Haqqani and his legal team
- I am ready for all of them......I intend to speak the truth to power
loudly" Ijaz has thundered in a telephonic interview to Guardian
newspaper from Switzerland giving Hussain Haqqani reason to feel worried.

FORUM
DEBATE
It's really sad that we are still fumbling with this archival notion
of "Sir" being reminiscent of colonial era. Traditionally
and culturally, we have been groomed to address our guests, elders and
seniors as Sir or with some other respectful word. But over a period
a particular class has made it their privilege and gets offended if
not addressed that way. Leave aside bureaucrat, even a office peon does
not like it, if not addressed "Sir" or "Ji".
Our ruling class should learn from developed countries. The most powerful
man on earth is called Mr President or Barrak and certainly not Sir.
I am told by my Australian Professor friend that when he met Prime Minister
there, the first introduction was Mr Prime Minister, but in later meetings,
it was only Mr Howard.
Hope we take lessons from this and concentrate on development rather
than such useless egoistic jingos.

IAS has served the country well!
Other services should not compare with the IAS. The IAS is the only
service which has served the country well, from 1948 onward till date,
IAS officers have even died in the cause of the nation. Anyway, it is
the elite service in India and no other service can even compare.

If a Government employee gets a delayed promotion, the logic of 'no
work no pay' is adopted. The court's of the country also ratify this.
But if the MPs stall the Parliament proceedings and no work takes place,
they get payments for having not worked. Can anybody explain this dilemma
in the background of Right to Equality embroiled in the Constitution
of India.

Factually incorrect
This regarding the comment of Rakesh Tiwari regarding "State of
affairs" on 11-01-2012. This is factually incorrect as nowhere
in the country has 1997 batch of IAS has got SAG. 1996 will be eligible
for it this year (actual grant may take some time in all cadres), but
only to those officers posted in the state cadre, not in GoI.

All Kudos to brave Officers
These upright and sincere officers faced the violent mob which assaulted
police and public in Ramanathapuram District of Tamil Nadu. Because
of the timely action by police hundreds of innocent lives were saved.
Kudos to such brave Officers.

Many may not be aware that the Indian Muslim League is the successor
of the hated Muslim League of the pre-partition India. They maintain
the same head quarters of the pre-partition days in Kerala. Nehru who
is the cause of many problems facing this country was responsible for
allowing this outfit to continue in Kerala. At first Congress was scared
to come any where near this communal party. Later Congress and the left
vied with each other to give credibility to this party. Now Sionia led
UDF has gone one step ahead by including them in the UDF and giving
ministership in the vital HRD Ministry at the centre. Congress has now
found this arch communal party as its secular mascot. This party is
busy now coordinating and bringing all Muslim communal elements under
their umbrella. The Minister is busy opening branches of Aligarh Muslim
University in all nooks and corners of this country where there are
sizable Muslim population. In Kerala, they have opened a branch in Ernad,
the centre of Moplah rebellion of 1921 where thousands of Hindus were
killed. Congress who is responsible for the first partition and cause
of many problems facing this country is slowly taking this country for
the second partition.

Why should IT companies go to SE Asian countries?
Given that cost of living is lower in many tier II cities such as Patna,
Bhubaneswar, Raipur, Bhopal, and many others, its a case of state governments
pulling these entities with an attractive package ( soft loans, land
etc). This will ot only create demand for jobs in these cities, it will
help India retain its comparative advantage and earn the FE that is
badly needed. GOI should perhaps facilitate this process.

A blatant fraud by Gen V K Singh
I agree with views of writer. Law does not look at the faces. Every
one is equal before it. Had such action is against an persons below
officer rank, an army officer, who is commanding a battalion, would
have put him before summary/general court martial but Gen Singh is threatening
to Government of India that he would go to Supreme Court for so called
justice. Justice is that he should be penalised if he has done something
wrong in changing his date of birth which he could have done before
he entered the Army.

RTI
Can the High Court rules over-ride the RTI Act?
The appellant's request for information relating to the Haryana Superior
Judicial Services was refused by the APIO citing the rules 4(a) and
5 of the High Court of Punjab and Haryana (Right to Information) Rules
2007. On appeal, the FAA directed to provide information on certain
points. Regarding remaining information, the FAA endorsed the decision
of the APIO without claiming any exemption section of RTI Act. The respondent
submitted that he was bound by the rules framed by his own High Court
and could not comment on whether those rules were in conformity with
the provisions of the RTI Act or not. The Commission held that the stand
taken by the Respondent is totally out of sync with the provisions of
the RTI Act and directed to provide the information.
Comments
Many PIO's tend to refer to departmental rules or rules made by the
public authority in exercise of its powers under Section 28 of the RTI
Act. Section 28 confers powers on the competent authority, to make rules
to carry out the provisions of this Act. But no competent authority
can make rules to obstruct the disclosure of information by adding additional
exemption provisions not contained in the original Act.
