India economy more synchronized with global
business cycles: Study
India's global openness has increased more than it's GDP during the
post-Lehman crisis period (2009-11), states a study by an Industry Chambers.
With increasing openness of the Indian economy, the trade and industrial
cycles are getting more synchronized with the global business cycles.
Such synchronization works through trade and financial channels. The
openness of the Indian economy has been increasing year after year,
period after period and decade after decade. It has increased from 42%
of GDP during 1990s to 79% of GDP during 2000s to 84% of GDP during
the high-growth period and 107% of GDP during the post-Lehman crisis
period states the study.

polls. Insiders say this is specific to woman reservation quota that
is likely to see many wives and daughters of politicos being promoted
for getting ticket for forthcoming polls.
Split in Gopinath Munde's family comes to the fore
Split between senior BJP leader from Maharashtra Gopinath Munde and
his brother is a known thing but always talked in hushed tones. But
the fight between the two came to the fore when Elder Munde went to

A Giridhar is Joint Secretary, Petroleum
Aramane Giridhar, who was hitherto Executive Director (ED) in the IRDA
under the Department of Financial Services, has joined as Joint Secretary,
Petroleum & Natural Gas. He is an IAS officer of 1988 batch and
belongs to Andhra Pradesh cadre.

Additional Secretary Coal Zohra Chatterjee will take over as CMD of
the Coal India ltd (CIL) on February 1. She is 1979 batch IAS officer

31. She will be the first woman to become the CMD of CIL, the world's
largest coal producer.

Pakistan: Generals will step in only if CJ asks
While Pakistani media have been unable to figure out any details of
discussions during the recent corps commanders conference in Rawalpindi
'Times' newspaper of London has reported that the generals have decided
that they will 'step in only if the senior most judge in the country
asks to do so'. Under article 190 of the constitution of Pakistan the
supreme court may direct any organ of the state (including the armed
forces) to help in getting implemented any order of the court whereupon
the agency thus called upon shall be duty bound to extend every possible
assistance. In the latest order in the NRO case one of the six options
reserved by the court is to ask the PM to quit and to disqualify him
from holding the post of the PM again. Hence implication of the decision
taken at the corps commanders' conference is that if the apex court
finally decides that way and the chief justice directs the army to get
its order implemented then the army may move in to remove the present
government from office. Analysts in Pakistan also feel that to avoid
such an eventuality PM Gilani may himself tender his resignation and
quit.
Pakistan : DG ISI a Notable Absentee at DCC
meeting
The meeting of Pakistan's Defence Committee of Cabinet (DCC) held on
Saturday last had a notable absentee in DG ISI Shuja pasha who though
technically not a member of the DCC has been nevertheless attending
all its previous meetings. However the civilian spy Chief DG IB attended
the meeting, unlike in past.
Pakistan: Former establishment secretary, ADG
arrested by NAB
A senior bureaucrat of Pakistan former establishment secretary Ishmail
Qureshi was arrested by the national accountability bureau (NAB) in
a case relating to irregular appointment of one Adnan Khwaja a simple
matriculate as chairman of the oil and gas development company during
Qureshi's tenure in office. Qureshi is accused to have made the appointment
even when Khwaja didn't have the qualifications essential for the post
allegedly on the telephonic instructions of the Prime Minister. Later
the NAB court released him on the condition that he will cooperate in
the investigations. A former Additional DG of the federal investigating
agency Ahmed Riaz sheikh was also arrested by the NAB consequent to
reopening of an old corruption case against him that was earlier closed
as a result of the NRO issued by former President Parvez Musharraf.
Pakistan: Ijaz's new revelation; former army
chief & NSA too were on board in memo
Never short of revelations the US businessman of Pakistani origin Mansoor
Ijaz has now told the western media that Pakistan's former army chief
Jahangir Karamat and former national security adviser Mahmud Ali Durrani
were also associated with the controversial memo seeking US intervention
to ward off a military coup and rein in army chief Keyani and DG ISI,
Shuja Pasha. Ijaz has claimed that the information about their involvement
was given to him by former ambassador to US Hussain Haqqani.

Charting global routes for future raw material security, C S Verma,
Chairman, Steel Authority of India Limited (SAIL) & International
Coal Ventures Limited (ICVL), is exploring possibilities of entering
into a strategic partnership with Anglo American, a global leader in
the mining industry. Verma met the CEO of Anglo American, UK, Ms Cynthia
Carroll, January, 12, 2012 to identify areas of mutual cooperation in
the mining sector, particularly in coking coal. At the meeting, Verma
highlighted the benefits of mutual cooperation between ICVL and Anglo
American, and expressed keenness to further their association. It was
decided at the meeting to set up a joint task force of senior ICVL and
Anglo American officials to chart out a definite course of action for
implementation.

Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate
or inappropriate for an elected representative to address a bureaucrat
as "Sir".

Let us not make 'Sir' an issue unnecessarily
While being posted in an Autonomous Body as its Registrar, I observed
a senior officer of the Institute will invariably address his juniors
as Sir. For me it was something abnormal. Therefore my diligence revealed
that the senior officer in the beginning of his career was a peon and
worked as peon for a considerable period. Despite getting ahead in profession,
his past remained intact and controlled the commands through his brain
that forced him to feel comfortable in his earlier attire and tone in
addressing his juniors as Sir. This cabinet Minister might have occupied
this position by accident and therefore let us not make issues unnecessarily.
What is required is periodical training to make individuals remind that
they are no more peons or clerks.

Minister calling a bureaucrat 'Sir' is not appropriate
Though 'Sir' is just an addressing word, in India, it is invariably
associated with seniority and superiority. Therefore, in Indian
context the minister calling a bureaucrat as sir is not appropriate.

Indian bureaucracy is the worst in Asia?
The WIC news item of Jan 13, 2012 made a disturbing reading. I decided
to probe. The bureaucracies' performance ratings in Asian countries
by a Hong Kong based Corporate Consultant cannot be taken at face value.
The Indian bureaucracy is treated as the worst ( Score 9.21) followed
by China ( 7.11), Vietnam (8.54), Indonesia (8.37), the Philippines
(7.57), Malaysia (5.89). South Korea (5.87) Japan (5.77) Taiwan (5.57),
Thailand (5.25) Hong Kong (3.53) and finally Singapore (2.25). Who sponsored
the study and with what motive? Who were the respondents and what were
the criteria and sample size? These are unanswered questions. A probe
revealed that the study was based on inputs from Indian Corporate sector.
Complaints like delayed clearances, inadequate infrastructures, slow
judicial process, onerous and fickle tax, bribery etc are open secrets.
One is led to believe that the report is authored by India Inc and the
incomplete data fudged by the hired agency to target Indian bureaucracy.
The short point is: Whether the Indian bureaucracy is mandated to serve
the interests of India Inc alone? What about its large public interface
with the Aam aadmi? As a major stake holder, why was this segment left
out? It is necessary that the credentials of such self-styled Consultant
are investigated by India's intelligence agencies. These hired foreign
consultants are paid to. plant misleading stories in the Media to harm
India's interests. This is not to suggest that everything is hunky dory
with the Indian bureaucracy. The GOI must address these concerns on
a war footing.

Anoop Mishra smacks of opportunism
This news of Anoop Mishra, Chief Secretary UP, moving to a prestigious
post in the centre smacks of opportunism. It is becoming a hallmark
of few IAS officers trying to get the best of both the worlds while
the going is good and move out once things get tough or there acumen
is put to real test. These practices should be discouraged as it is
lead to cynicism in sincere hard working officers who are not so apt
in political manipulation. Such practices give a bad name to the Civil
Services in general and the IAS in particular.

Iranian crude is not sweet crude
MRPL is the biggest importer of Iranian crude. It is about 8 million
tons per year. IOC import is negligible. Essar imports about 5 million
tons. Iranian crude is not sweet crude. It is heavy crude. Only new
refineries like MRPL, Essar and Reliance can process this crude.

Copy of the legal opinion obtained from the Ministry of Legal Affairs.
There was some discussion held between the then Solicitor General
of India (SGI), the then Union Minister for External Affairs and the
then Union Telecom Minister regarding the aspect of various cases filed
by Cellular Operators Association of India (COAI) before the TDSAT and
the Delhi High Court and during the said discussion, various issues
related to the Telecom Sector were also discussed. Through the RTI application,
the appellant had sought the copy of the written note / advice tendered
by the then SGI. The CPIO informed the appellant that the Department
of Legal Affairs is the custodian of the opinion tendered by the SGI
and that such opinion is a confidential and privileged document and
that the matter is also covered under Section 8 (1) (d) of the RTI Act.
The FAA upheld the CPIO's Order holding that the information was exempt
from disclosure under Section 8 (1) (e) rather than Section 8 (1) (d)
of the RTI Act. The Commission held that the stand taken by the Respondent
Ministry is not only incorrect but is also untenable. The Commission
held that the advice tendered by the Law Ministry to the Department
of Telecom does not per se fall under Section 8 (1) (e) of the RTI Act
and directed to provide a copy of the said note / opinion given by the
then SGI to the Department of Telecom free of cost within 10 days of
receipt of this Order.
Comments
While the transparency in the working is welcome, the disclosure of
the legal opinion may sometimes weaken the case of the government.
