In UP Rahul is playing various 'cards'!!!!
Society in UP Rahul literally shards!!

Congress is in a flux and fix!!!
Congress trying to grab M of SP's MY vote bank SP's 'hit for a six'!!

And Rahul had said that Congress will not play caste or religion politics!!
But our Rahul to his pledges never sticks!!

Seems our Netas forget that now be it Majority or Minority all want progress!!
But in UP all Parties from progress do digress!!

But BSP, BJP or SP have not said that they'll will not play religion
or caste pathaa!!
The Banarsi paan they are doling out has religion 'chunna' and caste 'kathaa'!!

Rahul's statement ' that we send money and Elephant in UP eats it' has
been misinterpreted!!
'As Gandhis trying to show that this is their money' it has been interpreted!!

And now his overnight stays are also getting him boos!!!!
Now no longer on his overnight stays he coos (clucks)!!!

Reports from UP say Congress will not go beyond 32 on its own!!!!
Now maybe into the campaign Priyanka wil be flown!!

Congress will also in all probability go in for 'buying votes'
......its only 'life jacket'!!!
To deflect blame 'money is being used by BJP, BSP and SP in a
humongous way' Congress will create a racket!!

Yes and Congress has got its excuse if in UP Congress does not do well!!
'We went for progress and BJP, BSP and SP played dirty politics'
reason for its loss Congress will sell!

Ramdev got inked!!!
The inking with his Batla House statement and Yoga has been linked!!

Actually it's a message to Team Anna and Sri Sri!!!
Goons have been set free!!!

Inking is nothing they have more 'ways to frighten' in store!!!!
Decency manual long time back Congress and for that matter Netas tore!!

Adage...... the decent get scared for their izzat and the indecent
bullies think it is because of them!!
Bullies side with negativity and when they see goodness their gobs out
of ire are filled with phlegm!

After exhausting credit lines in India Kingfisher trying a new ploy!!
With importing ATF KF karr raha hai toy!!

But importing fuel will require LCs and KFs creditworthiness is in the dumps!!
And KFs miscalculation of Duties sure stumps!!

Maybe KF is looking at getting credit lines from Oil Exporters!!!
But it cannot open LCs as in Indian Banking KF's got 'no supporters'!!

In Punjab seems from Congress winning it is now 'Even-Steven' ...
Congress and Akalis neck to neck!
Infighting pulling down Congress and rebellion it's not been able to check!!!

And now it's being said Madam not in favor of Amrinder being the CM if
Congress wins!!!
Seems catch up game is on between Amrinder and his past sins!!

Indian Team Down Under,
Has literally gone down under!!!

They seem to be a tourism bent of mind!!
As Winners Aussies practiced Go Karting Indian team you did find!!

And one Journo even said it is the Coach' s 'strategy'!!!
Really Tour Down Under is akin to a tragedy!!!

Had the Aussies played so badly the Head of Aussie Cricket would be on
the block!!!
Here to insulate the Cricket Boss in India all his chamchas in BCCI will flock!!

You will have Rajiv Shukla aka 'Grease Man' saying BCCI is not to blame!!
And then proetecting the players too and saying ' happens in every game'!!

After having promoted his own kith and kin and also that of his partymen, Maratha strongman Sharad Pawar has said that henceforth political dynasties would not be promoted. Will BJP's gambit as champions of OBC rights pay off?

`OBC Bacho Pitch' of the BJP is an answer to the controversial 4.5 percent quota that the Congress announced recently. Babu Singh Kushwaha, Uma Bharti and Vinay Katiyar will lead the campaign in specific pockets in Bundelkhand and neighboring regions of Central and East Uttar Pradesh. BJP insiders say that Congress's recent quota announcement of 9 percent for Muslims has alienated backward class from the party. Pakistan: Generals will step in only if CJ asks
While Pakistani media have been unable to figure out any details of discussions during the recent corps commanders conference in Rawalpindi 'Times' newspaper of London has reported that the generals have decided that they will 'step in only if the senior most judge in the country asks to do so'. Under article 190 of the constitution of Pakistan the supreme court may direct any organ of the state (including the armed forces) to help in getting implemented any order of the court whereupon the agency thus called upon shall be duty bound to extend every possible assistance. In the latest order in the NRO case one of the six options reserved by the court is to ask the PM to quit and to disqualify him from holding the post of the PM again. Hence implication of the decision taken at the corps commanders' conference is that if the apex court finally decides that way and the chief justice directs the army to get its order implemented then the army may move in to remove the present government from office. Analysts in Pakistan also feel that to avoid such an eventuality PM Gilani may himself tender his resignation and quit.

Let us not make 'Sir' an issue unnecessarily

While being posted in an Autonomous Body as its Registrar, I observed a senior officer of the Institute will invariably address his juniors as Sir. For me it was something abnormal. Therefore my diligence revealed that the senior officer in the beginning of his career was a peon and worked as peon for a considerable period. Despite getting ahead in profession, his past remained intact and controlled the commands through his brain that forced him to feel comfortable in his earlier attire and tone in addressing his juniors as Sir. This cabinet Minister might have occupied this position by accident and therefore let us not make issues unnecessarily. What is required is periodical training to make individuals remind that they are no more peons or clerks.

Indian bureaucracy is the worst in Asia?

The WIC news item of Jan 13, 2012 made a disturbing reading. I decided to probe. The bureaucracies' performance ratings in Asian countries by a Hong Kong based Corporate Consultant cannot be taken at face value. The Indian bureaucracy is treated as the worst ( Score 9.21) followed by China ( 7.11), Vietnam (8.54), Indonesia (8.37), the Philippines (7.57), Malaysia (5.89). South Korea (5.87) Japan (5.77) Taiwan (5.57), Thailand (5.25) Hong Kong (3.53) and finally Singapore (2.25). Who sponsored the study and with what motive? Who were the respondents and what were the criteria and sample size? These are unanswered questions. A probe revealed that the study was based on inputs from Indian Corporate sector. Complaints like delayed clearances, inadequate infrastructures, slow judicial process, onerous and fickle tax, bribery etc are open secrets. One is led to believe that the report is authored by India Inc and the incomplete data fudged by the hired agency to target Indian bureaucracy. The short point is: Whether the Indian bureaucracy is mandated to serve the interests of India Inc alone? What about its large public interface with the Aam aadmi? As a major stake holder, why was this segment left out? It is necessary that the credentials of such self-styled Consultant are investigated by India's intelligence agencies. These hired foreign consultants are paid to. plant misleading stories in the Media to harm India's interests. This is not to suggest that everything is hunky dory with the Indian bureaucracy. The GOI must address these concerns on a war footing.

Anoop Mishra smacks of opportunism

This news of Anoop Mishra, Chief Secretary UP, moving to a prestigious post in the centre smacks of opportunism. It is becoming a hallmark of few IAS officers trying to get the best of both the worlds while the going is good and move out once things get tough or there acumen is put to real test. These practices should be discouraged as it is lead to cynicism in sincere hard working officers who are not so apt in political manipulation. Such practices give a bad name to the Civil Services in general and the IAS in particular.

Iranian crude is not sweet crude

MRPL is the biggest importer of Iranian crude. It is about 8 million tons per year. IOC import is negligible. Essar imports about 5 million tons. Iranian crude is not sweet crude. It is heavy crude. Only new refineries like MRPL, Essar and Reliance can process this crude.

RTI

Copy of the legal opinion obtained from the Ministry of Legal Affairs.

There was some discussion held between the then Solicitor General of India (SGI), the then Union Minister for External Affairs and the then Union Telecom Minister regarding the aspect of various cases filed by Cellular Operators Association of India (COAI) before the TDSAT and the Delhi High Court and during the said discussion, various issues related to the Telecom Sector were also discussed. Through the RTI application, the appellant had sought the copy of the written note / advice tendered by the then SGI. The CPIO informed the appellant that the Department of Legal Affairs is the custodian of the opinion tendered by the SGI and that such opinion is a confidential and privileged document and that the matter is also covered under Section 8 (1) (d) of the RTI Act. The FAA upheld the CPIO's Order holding that the information was exempt from disclosure under Section 8 (1) (e) rather than Section 8 (1) (d) of the RTI Act. The Commission held that the stand taken by the Respondent Ministry is not only incorrect but is also untenable. The Commission held that the advice tendered by the Law Ministry to the Department of Telecom does not per se fall under Section 8 (1) (e) of the RTI Act and directed to provide a copy of the said note / opinion given by the then SGI to the Department of Telecom free of cost within 10 days of receipt of this Order.

Comments

While the transparency in the working is welcome, the disclosure of the legal opinion may sometimes weaken the case of the government.
