Aaj Ki Aawaz
BSP is upset with EC for its order.....cover up statues of Haathis
and Maya!!
But surprising on EC's 'cover up job' Congress ko kyon gussa aaya???
Does Congress feel that EC's cover up job goes in Maya's favour!!
Because Maya's vote bank is solidifying as they feel EC's covered up
'their saviour'!!
Or Congress feels by this cover up job Maya's waste has been covered!!!
To those who feel it was a sheer waste does not matter if statues are
covered or uncovered!
There is also the chance that Congress feels as the largest Party
BSP will emerge!!!
And BSP will need Congress's numbers that will make its numbers beyond
the magical figure surge!
There are scores of seats where there is straight fight between
BSP and SP!!!
And Congress wants these seats to go to BSP!!
But till now it was being said that Congress and SP were 'one'!!!
Why this switchover to BSP has been done?????
It's the Muslim Vote and the 2014 election that has made Congress
switch to BSP!!!
Hoping to work till 2014 to grab Muslim votes from SP!!!
If Congress is with SP .... SP will not allow it to grab its Muslim
vote!!!
Even in UP election chances of Congress managing this are remote!!
Yes BJP's stock is also rising!!!
And BJP weaning Yadav Votes is also surprising!!
In this UP election SP is gareeb compared other BJP, BSP and Congress!!
For mobilization of funds Mulayam every 'lobby' ko karr raha hai press!!!
No doubt SP will get lion's share of Sahara's funding Parties for
UP election!!!
People say SP losing funding battle because it's lost its Amar connection!!
In Uttrakhand and Goa Congress seems to be winning!!!!
But in Punjab lesser and lesser Amrinder's grinning!!
Though in Goa double anti incumbency against Congress and NCP could
spring a surprise!
Basically everywhere in India UPA's anti incumbency is on the rise!!
Infighting and Badals fight back are causing Congress's prospects
to dip!!!
Badals are making voters who had been swayed away do a return flip!!
Modi electioneering in Punjab Cities could enthuse in favor of BJP
the Hindu Voter!!!
And PPP even winning a seat is getting remoter and remoter!!
Manpreet Badal's PPP is more of a nuisance and sheer waste of electoral
space!!!
Electorate will show him his place!!
In all Poll bound States money, booze and drugs are now being distributed!!!
Inducers stored before code on conduct came in effect and now being
redistributed!
Wonder when elections take place in Delhi will EC cover I.Gandhi
International Airport name?
If it does not will be a crying shame!!
Huge number of schemes and Projects named after Gandhi family...
will EC do a cover up job????
Or if not let us see what jewel of an excuse does EC lob????
And all said and done these 5 States could decide the timing of
General Poll!!!
Believe me on it being held before time or on time these elections will
play a deciding role!!
In Pakistan ultimately it'll be Uncle Sam who will decide!!
And it is only natural that a Democrat (Obama) will take democracy's
side!
What will happen to Mr. Ten Percent???
It's common knowledge in Pakistan that to Switzerland Billions he sent!!
Will Pakistan SC accept Gillani's apology or will he give SC a 'lollipop'?????
Will Dubai be Zardari's next stop????

Armed Forces Tribunal dismisses
The chief of the Indian Army VK Singh had previously approached the
Armed Forces Tribunal in Punjab. However, the judge rejected the case.
The reason for dismissal of case by the Judge is:"V.K Singh is

importance and significance for development of the armed force or the
country." However the Judge reasons that VK Singh had not done
anything good for the development for the Army. Now he has moved to

PAKISTAN WHISPERS
Pakistan: All cases closed due to NRO being reopened
Just a day ahead of the hearing fixed by the Supreme Court on the six
options in the NRO case the Chief of the National Accountability Bureau
(NAB) retired admiral Bokhari has told the media that all the cases
which were closed as a sequel to the NRO are being 'revived'. Admiral
Bokhari indicated that these include cases of stashing money in Swiss
banks by President Zardari. While the NAB chief's statement may please
the apex court it for sure will give nightmares to some politicians
and serving as well as retired bureaucrats who happened to be the beneficiaries
of the NRO.
Pakistan: Punjab bureaucrats told to confine
to short term projects only
Because of the fluid political situation in the country bureaucracy
in Punjab has been told to focus only on short term projects not spilling
beyond three months. The message conveyed verbally by political masters
to the higher echelons in the context of some housing projects for the
poor had percolated down to the cutting edge level by late evening on
Saturday. The caveat has also hit an ambitious programme of institutional
reforms for which a committee under Ahsan Iqbal was appointed by the
provincial government. A project for turning 50 police stations in Lahore
in to model police stations suggested by the committee is also being
shelved for the time being. 'We shall revive the long term projects
if we come back to power or when the picture becomes clearer', politicians
of the ruling party have confided to senior bureaucrats.

Indian bureaucracy deserves kudos
It is easy to criticize Indian bureaucracy. Does any body know that
there are 1% government officials to the population in the country as
against 4% in China, 5% in USA and 7% in Canada. Given the population
and political regime of the country the government officials are performing
well in spite of all the constraints. 1.50 crore people travel in Indian
railways on daily basis. Even then the system is going on and we rarely
listen about accidents. In facts the bureaucracy of the country deserves
kudos.

Govt must take corrective measures
If the legal opinion is disclosed, it is going to lead to massive losses
for the government. The government must take a notice of it and take
corrective measures.

RTI
Copy of the legal opinion obtained from the Ministry of Legal Affairs.
There was some discussion held between the then Solicitor General
of India (SGI), the then Union Minister for External Affairs and the
then Union Telecom Minister regarding the aspect of various cases filed
by Cellular Operators Association of India (COAI) before the TDSAT and
the Delhi High Court and during the said discussion, various issues
related to the Telecom Sector were also discussed. Through the RTI application,
the appellant had sought the copy of the written note / advice tendered
by the then SGI. The CPIO informed the appellant that the Department
of Legal Affairs is the custodian of the opinion tendered by the SGI
and that such opinion is a confidential and privileged document and
that the matter is also covered under Section 8 (1) (d) of the RTI Act.
The FAA upheld the CPIO's Order holding that the information was exempt
from disclosure under Section 8 (1) (e) rather than Section 8 (1) (d)
of the RTI Act. The Commission held that the stand taken by the Respondent
Ministry is not only incorrect but is also untenable. The Commission
held that the advice tendered by the Law Ministry to the Department
of Telecom does not per se fall under Section 8 (1) (e) of the RTI Act
and directed to provide a copy of the said note / opinion given by the
then SGI to the Department of Telecom free of cost within 10 days of
receipt of this Order.
Comments
While the transparency in the working is welcome, the disclosure of
the legal opinion may sometimes weaken the case of the government.
