VK Singh moves to SC as previously Judge in Armed Forces Tribunal dismisses
The chief of the Indian Army VK Singh had previously approached the Armed Forces Tribunal in Punjab. However, the judge rejected the case. The reason for dismissal of case by the Judge is:"V.K Singh is wasting his time with his year of birth issue which is not of national importance and significance for development of the armed force or the country." However the Judge reasons that VK Singh had not done anything good for the development for the Army. Now he has moved to the Supreme Court.

As the grapevine has it the list of senior bankers for elevation from Executive Directors (EDs) of Public Sector (PS) banks to six slots of Chairman and Managing Directors (CMDs) in PS banks is stuck due to non allocation of banks. Interviews for this were held on January 12, 2012. Of them Mrs. V R Iyer, R K Dube, Mrs. Shubhalakshmi Panse, Mrs. Archana Bhargawa, Ashwani Kumar & H S Mundra ,reportedly figure in the final list. Pakistan: All cases closed due to NRO being reopened
Just a day ahead of the hearing fixed by the Supreme Court on the six options in the NRO case the Chief of the National Accountability Bureau (NAB) retired admiral Bokhari has told the media that all the cases which were closed as a sequel to the NRO are being 'revived'. Admiral Bokhari indicated that these include cases of stashing money in Swiss banks by President Zardari. While the NAB chief's statement may please the apex court it for sure will give nightmares to some politicians and serving as well as retired bureaucrats who happened to be the beneficiaries of the NRO.


Pakistan: Punjab bureaucrats told to confine to short term projects only
Because of the fluid political situation in the country bureaucracy in Punjab has been told to focus only on short term projects not spilling beyond three months. The message conveyed verbally by political masters to the higher echelons in the context of some housing projects for the poor had percolated down to the cutting edge level by late evening on Saturday. The caveat has also hit an ambitious programme of institutional reforms for which a committee under Ahsan Iqbal was appointed by the provincial government. A project for turning 50 police stations in Lahore in to model police stations suggested by the committee is also being shelved for the time being. 'We shall revive the long term projects if we come back to power or when the picture becomes clearer', politicians of the ruling party have confided to senior bureaucrats.

Paknistan : Senior Cops' Fuel Quota To Be Reduced in Punjab
Punjab government is considering a proposal to reduce fuel entitlement of senior police officers and increase the same for the field staff at the level of the SHOs and their subordinates. The proposal which is likely to be accepted will result in reducing the fuel for senior officers from the existing 450 litres to 300 litres per month and at the same time increase the daily limit of 14 litres to 24 litres for the field staff. Apart from rationalising the entitlement the proposal will result in a saving of over Rs 4 million annually.

A group of US academics have expressed fears about physical safety of former ambassador Hussain Haqqani in the present highly charged atmosphere in Pakistan. Describing politics in Pakistan as a 'blood sport' these scholars have urged the US administration to ensure that he gets a fair trial. Prior to becoming Pakistan's ambassador in the US Hussain Haqqani taught international relations at Boston university and is fairly popular in the academic circles there.

NSIC launches development project for underprivileged (UPDATED)
An integrated community development project initiative aimed at bringing change in lives of about 36,000 underprivileged children in Delhi, National Capital Region (NCR) was launched by National Small Industries Corporation (NSIC) in partnership with NGO Smile Foundation. Inaugurating the initiative, Dr. H P Kumar, CMD, NSIC said that with this project ,NSIC is not only focusing on just one aspect of development but are trying to address the major needs for sustainable development of the less privileged. The project would empower girls, impart education and health care services to slum dwellers in areas like Dhaula Kuan, Chattarpur, New Ashok Nagar, Shashi Garden and South City II (Gurgaon).The children between the age group of 6-16 years residing in the target areas would be given necessary education material, kits and computers will be made available to the children in the educational centres for providing them with easy learning facilities. The healthcare services will also be provided to the people through regular health camps in the target areas including Curative healthcare services like OPD services for prevalent common ailments, growth check-ups for children, treatment for malnourished cases and dispensing of medicines for common ailments.

Indian bureaucracy deserves kudos

It is easy to criticize Indian bureaucracy. Does any body know that there are 1% government officials to the population in the country as against 4% in China, 5% in USA and 7% in Canada. Given the population and political regime of the country the government officials are performing well in spite of all the constraints. 1.50 crore people travel in Indian railways on daily basis. Even then the system is going on and we rarely listen about accidents. In facts the bureaucracy of the country deserves kudos.

Govt must take corrective measures

If the legal opinion is disclosed, it is going to lead to massive losses for the government. The government must take a notice of it and take corrective measures.

There was some discussion held between the then Solicitor General of India (SGI), the then Union Minister for External Affairs and the then Union Telecom Minister regarding the aspect of various cases filed by Cellular Operators Association of India (COAI) before the TDSAT and the Delhi High Court and during the said discussion, various issues related to the Telecom Sector were also discussed. Through the RTI application, the appellant had sought the copy of the written note / advice tendered by the then SGI. The CPIO informed the appellant that the Department of Legal Affairs is the custodian of the opinion tendered by the SGI and that such opinion is a confidential and privileged document and that the matter is also covered under Section 8 (1) (d) of the RTI Act. The FAA upheld the CPIO's Order holding that the information was exempt from disclosure under Section 8 (1) (e) rather than Section 8 (1) (d) of the RTI Act. The Commission held that the stand taken by the Respondent Ministry is not only incorrect but is also untenable. The Commission held that the advice tendered by the Law Ministry to the Department of Telecom does not per se fall under Section 8 (1) (e) of the RTI Act and directed to provide a copy of the said note / opinion given by the then SGI to the Department of Telecom free of cost within 10 days of receipt of this Order.

While the transparency in the working is welcome, the disclosure of the legal opinion may sometimes weaken the case of the government.
