But there is a thinking going on in the finance ministry circles of having a cooling off period of one year for executives who retire from the board of these organizations. Chief Justice of Pakistan receives PETA award for banning manja
The Chief Justice of Pakistan, Iftikhar Muhammad Chaudhry has been conferred with PETA award in Mumbai for banning 'manja' (kite thread) killing thousands of birds and injured several humans. "Flying kites with 'manja' may be entertaining for some people, but it is definitely not fun for families who lose their beloved animals or for birds whose wings are cut off", says PETA India campaigner Bhuvaneshwari Gupta. "By banning manja in the Punjab province of Pakistan, Chief Justice Chaudhry has taken direct action to save lives- and now India must do the same."

Pakistan : Anti Terrorism Court Without Judge
Anti Terrorism Court No II (ATC II) of Rawalpindi is without a judge since Nov 28 last year when the then Judge Mukarrab Khan was transferred without any orders as to his successor. Prolonged absence of judge in a court dealing with cases of terrorism and other heinous crimes such as robbery, kidnapping, bomb blasts and murder etc is causing hardships to lawyers and litigants including under trials as well as complainants.

Pakistan: Contempt Notice Issued to PM Challenged

An advocate from Lahore has petitioned the Supreme Court to set aside the contempt notice the apex court has served on Prime Minister YR Gilani in the NRO case. The petition filed by Barrister Zafarullah before the Lahore Registry of the Supreme Court argues that summoning the PM by the court is unconstitutional as article 248-1 of the constitution confers immunity upon the PM from such action. It also argues that the court should have summoned the concerned secretary of the federal government or at the most the Law Minister but certainly not the PM.

North East Food Processing Expo inaugurated at NEDFi Haat (UPDATED)
North East Food Processing Expo initiated by NERAMAC with the support of the Ministry of DoNEAR was inaugurated by Nilamani Sen Deka, Minister Agriculture, Horticulture, Food Processing & Parliamentary Affairs, Government of Assam at NEDFi HAAT, Ambari, Guwahati on January 16, 2012 . There are around 26 exhibitors at the Haat. The Minister has participated in the same and showcased their strength in this sector. A theme pavilion of NERAMAC was made during the Expo highlighting the significance of the Food Processing in the North East and also showing its pivotal role for the agri-business entrepreneurs of the region. Hage Kojeen, IAS, Commissioner, Agriculture & Horticulture, Govt of Arunachal Pradesh was the guest of Honour. He was optimistic with the event and shared that such initiative of NERAMAC would bring a good future to this sector in the region. S Bhattacharjee, MD, NERAMAC gave the keynote address covering theme of this strategic initiative made for the first time in North East. Minister calling a bureaucrat 'Sir' is not appropriate. In the present times, there are instances in some states where some junior officers resign their job, get elected as MLA and become Minister also. He becomes, obviously a big boss for a very senior IAS officer under whom he was a very junior officer earlier. The day to day embarrassment for both of them is still greater, not only for addressing each other and for lot more other issues.

Sir, smacks of authority, superiority and has nuances of British hang-over. If used by a person in authority for juniors - looks
abnormal and does not look compatible. We should rather use 'Janab' or 'Mahashai' etc. That will be more Indianised and reflects our culture, language and style. Even Americans and Australians have different words for 'Sir'. Japanese and Chinese have their own culturally compatible words. Why not, then, Indian - word for the 'Sir'. Common-man, please change with the times.

Knocking the doors of SC for justice

It is sad that COAS of our 31/2 million Army had to knock the doors of SC for justice. The entire responsibility for this lies on the Defence Minister A K Antony who as Keralites know him infamous for indecision and lack of leadership. Many crucial files are pending in the Ministry since Antony will not touch anything that he feels may hurt his so called clean image. After losing every parliamentary seat in Kerala, he was brought to the centre by Sonia Gandhi due to considerations other than politics. He should have referred the matter to SC long time back and solved it instead of getting the opinion of a politically appointed AG. If the court rules in favour of COAS,Antony will have no other way except resigning.

It is surprising

It is surprising to know that on one side there is shortage of officers in Indian Bureaucracy and on the other side Government of India is threatening its well experienced and qualified Indian Telecom Service officers to be Surplus.

EC's attitude unfair?

It is unfair for the EC to order covering of statues of Mayavati and her elephants. What about covering all the statues of the members of Nehru dynasty from where Congress is getting their sustenance. EC should also order covering of millions of name boards put at public costs on public roads, public institutions, buildings, air ports and even wildlife sanctuaries. Congress has started this trend and it is unfair to give the order only to Mayawati who has become the icon of Dalits.

DoPT not bothered about rotational transfers

The DoPT is not acting on the advise and instructions on rotational transfers of staff in the central secretariat.

Copy of the legal opinion obtained from the Ministry of Legal Affairs.

There was some discussion held between the then Solicitor General of India (SGI), the then Union Minister for External Affairs and the then Union Telecom Minister regarding the aspect of various cases filed by Cellular Operators Association of India (COAI) before the TDSAT and the Delhi High Court and during the said discussion, various issues related to the Telecom Sector were also discussed. Through the RTI application, the appellant had sought the copy of the written note / advice tendered by the then SGI. The CPIO informed the appellant that the Department of Legal Affairs is the custodian of the opinion tendered by the SGI and that such opinion is a confidential and privileged document and that the matter is also covered under Section 8 (1) (d) of the RTI Act. The FAA upheld the CPIO's Order holding that the information was exempt from disclosure under Section 8 (1) (e) rather than Section 8 (1) (d) of the RTI Act. The Commission held that the stand taken by the Respondent Ministry is not only incorrect but is also untenable. The Commission held that the advice tendered by the Law Ministry to the Department of Telecom does not per se fall under Section 8 (1) (e) of the RTI Act and directed to provide a copy of the said note / opinion given by the then SGI to the Department of Telecom free of cost within 10 days of receipt of this Order.

While the transparency in the working is welcome, the disclosure of the legal opinion may sometimes weaken the case of the government.
