Mumbai is too engrossed in money!!! Which has led to the 'chalta hai' and 'not to do anything khaali phokat (without profit)' attitudes!!! Mumbai broke Anna's heart and I'm sure congestion in his chest is a fallout of his 'heavy heart'!!! Was Anna asking anything for himself???? No!!!! And see how Anna's simplicity was twisted and turned..... NDTV reporters went to interview Anna and as he had given numerous interviews on corruption he told them not to ask questions on corruption!!! NDTV asked him about the changes in his Village he was able to bring about.... he told them it's important to first show care and love like a Mother and then if people do not change their bad habits then like a Mother 'flog' them!!! Shekhar Gupta of IE objected this flogging comment.... on NDTV he even went into a long monologue on oppression in North Korea.... that is because Kejriwal on the same show told NDTV to go and ask the villagers Anna got flogged... their lives had changed, and from a drunkard's family now these families were prospering.... the village's prosperity was to be seen to be believed!!! Gupta tried to queer the pitch by saying 'even North Koreans will say that the flogging they get is good for them... meaning to say Anna is the village dictator and no villager will object to his 'motherly strictness for those villagers not willing to give up their vices'!! IE today is a 'Sakraari newspaper' .... full of Sarkaari ads...less and lesser of Ramnath Ji or Lala ji and more and more of Shekhar Gupta! Mumbai deserves Balasahib!!!!

Shri Ansari without a doubt is also responsible for Democracy's midnight 'khoon'!!!!
Some even say he was informed of Congress's intentions at noon!!

It is indeed surprising that Ansari was cagey when MPs asked him about the midnight deadline!!! He even told them that 'there was enough time'!!!! How come he did not do his homework before coming to RS....and if we are to believe that he knew nothing for Congress's 'designs' , how come he did not get his Secretariat to check up if RS could be extended to sit beyond midnight as House was in session...... after all he must have seen that speeches would go beyond 11 o'clock????? There is precedence of RS session being extended and it's even been ratified by SC!!!! Though now Congress fibs and fobs it would have been unconstitutional for RS the session to be extended beyond midnight! Now many say .... 'see what happens when any Institution becomes Sarkaari'... no one expected Ansari to do what he did..... and imagine he even gave a fib for adjourning RS Sine Die.... too much noise for the House to function!!

New Year Resolution..... Congress ... to ensure Lokpal Bill trips!!!
BJP supports Congress in this as tacitly into Congress's games it rips (tears onto)!!!

It is a fact no Neta wants Lokpal.... why they do not even want a Jokepal!!! They know if CBI becomes independent they had it..... CBI in its present state is manageable..... Team Anna... they would like to knock out corruption but also become 'politically relevant'!!! They forget Anna's USP is his being apolitical....... selflessness ...and his 100% honesty!!!!

PS.... PM says I have miles and miles to go...... he should add 'in sleeping mode'!!! Rajnithi Prasad says Laloo did not tutor to tear up the Bill.... to RJD lot this comes naturally...... Laloo only orchestrated the drama.... Producer was Congress... Direction and Dialogues were by Laloo.... Laloo signalled 'action' from RS Gallery and Rajnithi did his act!!! PM was shown black flags ..... Sonia and Rahul will be shown black flags too.... on second thoughts they'll be shown 'copies of the magazine Jethmalani mentioned in RS'!!! Lalu said that Lokpal Bill for Netas is like a faansi ka fandaa..... how true.... it'll curtail their dhandaa (business)!!

Pakistan : DMG officer transferred in two days
Babar Awan Babar an officer of the District Management Group (DMG) who was posted as Managing Director of the Cholistan Development Authority has been shifted within two days of assuming charge of his post. The authority regulates allotment and usage of land in Cholistan considered to be most fertile and costly in the Pakistani Punjab province and the large number of VIPs remain interested in the affairs of the authority. Babar had started compiling details of irregularities, perhaps, because of which he was shifted promptly before he could cause any substantial damage to the vested interests.

Pakistan : Election commission galloping on reforms path
The election commission of Pakistan is taking a series of measures to curb use of 'ill gotten' money and check unfair practices in the country's electoral process. The commission is discussing with the Auditor General and The Federal Board of Revenue details for setting up a 'political finance wing' that would keep an eye on the expenditure incurred by each candidate right from the filing of nomination papers and would also thoroughly scrutinise, from time to time, the property details filed by the elected representatives. Imported paper with water mark and 'non-market specifications' will be used for printing of ballot papers with a view to enhance the credibility of the electoral process and magnetised ink is to be used for taking thumb impressions of voters to avoid impersonation and bogus vote casting. Increased use of EVMs is also on the Commission's agenda and a high level delegation from the Commission visited Brussels recently to know the experience of other countries in use of EVMs.

Orissa Chief Minister Navin Patnaik has asked Cabinet Ministers to maintain dignity of the office. Patnaik conveyed his mind when a Minister addressed "Sir" to an IAS officer in his presence. "You are Cabinet Minister and should maintain your dignity" the Chief Minister said. How far it is appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir".

As per the protocol, elected representatives are far above IAS officers. They need not call them Sir. They can address officers by adding Mr. or Sri. before their name. CM Orrissa is very right in his observation. It is a fact that many IAS officers feel that they are above everybody, even above the laws of the country.

Lokpal may kill the spirit of 'performing'

Aachran and Bhrasht Acharan are comparable to good cells and cancerous cells in human body. To cure the cancer, Chemotherapy is to be done which kills both the cancerous as well as healthy cells. Sometimes, or mostly, the Chemotherapy is responsible for killing a person. Same way the Lokpal is likely to kill the spirit of 'performing' among the persons who really want to work. People are more unhappy with those who are honest but doesn't do any work than the person who do the work and demand money. Why do you give chocolate to your kids to encourage them to go to school. Is it not the root of corrupt practice ? I have a feeling that the PM really wants strong action against black money but who is stopping him could be easily guessed.

Certified copies of the photocopies

Background

The appellant sought certain attested documents and information regarding the rule of the RTI Act, under which the attested copies of documents should be given. The PIO denied the attested copies of documents claiming that the Public Authority does not possess original documents. The Commission directed the PIO to provide the relevant provision of law to the appellant regarding attestation and to supply attested copies of the photocopies of documents available in the records to the Appellant along with a note on each page clarifying that the same are only copies of photocopies and not copies of the original documents.

Comments

The RTI Act empowers the citizens of India to obtain certified copies of the documents from the Government Organisations and the PIO should not refuse to certify the documents even if the Public Authority does not possess the original documents. In such cases, a note should be given that they are only copies of photocopies and not copies of the original documents. It should be remembered that certified copies of the original may be used as an evidence in a court of law.
