BSF Wives Welfare Association (BWWA) has taken a step forward in working
towards a social cause by setting up a "Night Shelter" for
the poor and downtrodden who visit Trauma Centre at All India Institute
of Medical Sciences (AIIMS), New Delhi for treatment. After inaugurating
the "Night Shelter" Scheme, President BWWA, Mrs. Shefali Bansal
saiod that BWWA was dedicated in its efforts of upliftment of widows
and wives of BSF personnel as well as contributing usefully towards
society by providing aide to social causes, thereby living up to its
motto of BWWA - 'Ek Sarthak Abhiyan". She also applauded the support

Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate
or inappropriate for an elected representative to address a bureaucrat
as "Sir".

Open job opportunities for all irrespective of age
Our Prime Minister has rightly said that it is a sensitive issue. As
per our Constitution, for Supreme Court & High Court Judges date
of birth in board certificate is not conclusive but UPSC and SSC accept
only Board Certificate which seems prima facie against the Constitution.
It is also a fact that in large no. of cases date of birth mentioned
in CBSE certificate is not correct. It is high time that UoI and Supreme
Court instead of running away from equal justice to all should grab
this opportunity and take judicious decision in this regard and open
the job opportunities for all irrespective of age limit. Like open economy,
job opportunities must be open for all more so when pension schemes
after implementation of NPS are same in private and government sector.
Moreover departmental promotion should also be banned and should be
treated as open vacancy and made open to all. What is required is infrastructure
to conduct exam and institutions conducting exams needs to be strengthened.

Defence Minister's statement ridiculous !
Defence Minister's statement that he has been keeping virtuously quiet
all these months because of the sensitiveness of the COA'S age issue
and blaming the press for sensationalizing it, is most ridiculous and
laughable. His own nincompoops, lack of ability to make a decision and
sitting on this important file for a long time all have made this issue
sensational. When pressures are put on him to do things immoral or illegal
or not to his liking, coward in him has always made him exhibit an ostrich
like attitude, waiting for the problem to solve itself. This is dangerous
to the nation, especially when he is the defence minister. He allowed
all sorts of statements from his bureaucrats and a politically appointed
AG, who among other arguments brought in a upsetting line of succession
theory.Where was this theory when Congress Government denied Chief's
post to Western Command Chief Lt. Gen. P S Bhagat, the only Victoria
Cross(VC) holding officer in the Indian army at that time and was superceded.
Where was this theory when Lt. Gen. S K Sinha,one of the most outstanding
Generals in the Army was summarily superseded. Both were the senior
most officers in the Indian army at the time of their supercession.
One feels that had it not been for the weak corruption tainted UPA Government,
General V K Singh would have bitten the dust long back. The arms lobby,
the corrupt elements and 10 Janpath coterie would have ensured it.

Using RTI to get a CGHS claim cleared
In respect of a CGHS claim, an appellant sought the details of items
of theclaim which weredisallowed by CGHS along with the reasons and
the copies ofcirculars on the basis ofwhich the items were disallowed,
and whether thecirculars were available onthe CGHS site. The PIO demanded
Rs. 8/- for the 4 pagesof information whichwere duly deposited by the
appellant. He was not satisfiedwith the replysupplied by the PIO and
filed an appeal before the FAA who askedthe appellantto visit the office
of FAA on any working day by appointment fordiscussing theRTI of Appellant.
After a perusal of the papers, the Commissionobserved thatthe information
has not been supplied to the Appellant despitepayment of theadditional
fee. The Commission directed to provide theinformation to theAppellant
before 05 February 2012 and issued a notice to thePIO why penalty shouldnot
be levied on him.
Comments
The case discussed above shows how the RTI Act can be used to solve
some of theproblems which the government servants encounter on day-today
basis.
