Bureaucrats to jump Punjab electoral fray
Nearly 10 bureaucrats have been fielded by the leading parties in Punjab. Darbara Singh Guru who was Principal Secretary to Chief Minister, Prakash Singh Badal is now the official candidate of the ruling Shiromani Akali Dal from the Bhadaur (reserved) assembly seat, while former Punjab Director General of Police (DGP) P S Gill is the Akali Dal candidate for the Moga seat. Similarly, Punjab's Director for Sports and former Olympian Pargat Singh is entering the political fray from the Jalandhar Cantonment seat on the Akali Dal ticket while S R Kler who was until recently Additional Deputy Commissioner of Ludhiana has been fielded from Jagraon by the Akali Dal.

3G Licenses to be auctioned in Pakistan
Chairman of Pakistan Telecommunications Authority (PTA) Mohammad Yaseen has announced that licenses for 3G, 4G and LET shall be auctioned by the authority on March 28 and 29, 2012. While the existing PTA licensees whose bids are accepted for 3G will be able to immediately switch over to 3G services for the new bidders operationalisation may not be possible before March 2013. There are 111 million cell phone users in Pakistan and the user base is likely to go up substantially with the launch of 3G due to improved and possibly also more cost effective services from the users point of view.

Rangers, Frontier Constabulary Geared up for Ijaaz Security
At a high level meeting in Pakistan's interior ministry it has been decided that Pakistan Rangers (PR) and the Frontier Constabulary (FC) shall be responsible for Mansoor Ijaaz'z security during his stay in Pakistan for deposition in the 'memogate'. The meeting was attended by the interior secretary, defence secretary, attorney general and top brass of PR and FC and the decision was based primarily on the defence secretary's recommendation. Dismissing fears expressed by Ijaaz'z counsel about threats to his client and the demad for army security the interior ministry sources pointed out that the civilian agencies were providing security even to the visiting foreign heads of states and governments and could provide fool proof security to the US businessman as well.

Akram Sheikh counsel for US businessman and star witness in 'memogate' has written to the Army Chief that unless the army takes full responsibility for providing security to his client and the interior ministry kept completely out of the arrangements he will advise his client to not visit Pakistan for recording his testimony before the supreme court appointed judicial commission. In such an eventuality the counsel has said that responsibility for his client's failure to appear before the judicial commission shall rest squarely with the federal government for which he will request the apex court to initiate contempt proceedings and also request that his client's
testimony be recorded outside Pakistan.

Ijaaz threatens to make public Interior Minister's dirty secrets
Mansoor Ijaaz has accused the interior minister Rehman Malik of attempting 'massive cover up to protect President, Zardari' and indulging 'in devious tricks' on the pretext of providing security. Ijaaz has also threatened to make public some dirty secrets which he knows about the minister if the minister continues his 'malice afterthoughts'. 'You want a war with me Mr Malik', Ijaaz has said in an email, 'well you have it here'.

Speaking to a gathering of lawyers in Karachi Pakistan's Chief Justice Iftekhar Mohammad Chowdhary hit out at those judges who had in 2007 taken their oath of office afresh as per the provisional constitution order (PCO) promulgated by former military ruler Parvez Musharraf. These judges, the CJ said had not only lowered the esteem of the judiciary but also allowed themselves to be used by the rulers for their vested interests. After the general elections of 2008 when justice Chowdhary and the other judges who were made to demit office for their refusal to take the new oath under the PCO were reinstated and contempt proceedings were initiated against all the PCO judges. 'Those who practice law', the CJ said, 'must be stalwarts of law and not saboteurs of law'.

Ijaaz will have to explain role in toppling Benazir's government
Pakistan army's efforts to project US businessman of Pakistani origin and the central character in the 'memo' case Mansoor Ijaaz as a VIP of sorts seemed dampened when the interior minister of the country Rehman Malik stated that though Ijaaz shall be given fool proof security as per law he will be treated just like any other ordinary American citizen in Pakistan. Malik further stated that Ijaaz may also have to answer questions about his role in toppling Benazir Bhutto's government. The US embassy in Islamabad too declared that the businessman was just an ordinary citizen of the US and the embassy has no special arrangements for his security.


Ijaaz Counsel Interior Minister differ on his appearance before parliamentary committee

Mansoor Ijaaz who is coming to Pakistan to record his testimony before the supreme court appointed judicial commission in the 'memogate' may not appear before the Parliamentary committee looking in to the same case. His lawyer Akram Shaikh has said that the parliamentary committee has the same powers as a civil court and a civil court can't compel a foreign national to appear against his wishes. Pakistan'sinterior minister Rehman Malik has however stated that Ijaaz's name may be put in the exit control list (ECL) if the parliamentary committee so wishes to secure his appearance.

This time round the apex court seems in the dock
Abdul Saboor a 29 year old who was picked by 'security agencies' (read ISI) in 2007 on suspicion of being involved in an attack on the GHQ and ISI camps was found dead under mysterious circumstances on 20th January. After dead bodies of three other suspects picked up in the same case Mohammad Aamir, Tahseenullah and Saeed Arab were found between August and December 2011 Saboor's mother had on 7th January filed a petition in the supreme court for locating her son and also for investigating the circumstances under which the other three suspects in the case were found dead. Before the petition could be taken up a mystery caller informed the deceased's brother Mufti Shakoor in Lahore that his brother's dead body could be picked up from an ambulance near the GT Road. The caller went off line soon after but the dead body was found exactly as per the message. Tariq Asad the advocate who filed the petition lamented that the detainee's life couldn't be saved because the political cases of NRO 'memogate' and contempt case against the PM were more important for the apex court than a citizen's life.

Orissa Chief Minister Navin Patnaik has asked Cabinet Ministers to maintain dignity of the office. Patnaik conveyed his mind when a Minister addressed "Sir" to an IAS officer in his presence. "You are Cabinet Minister and should maintain your dignity" the Chief Minister said. How far it is appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir".

This breed cultivates the corrupt politicians in the states to elicit maximum benefits and then goes to the centre to grab plum posts and multiple posts so as to expand the avenues for amassing.The politicians have been encouraging and appeasing this species of babus for mutual gain.These babus also extend their tentacles to the print media through their henchmen reporters so as to plant favourable news and to defame those who are honest and upright. This column also witnesses some pseudonymous and anonymous entries by these unscrupulous elements at self-aggrandisement and attempts to muzzle criticism by saying that only inputs from office emails should be accepted.But WIC has been doing a great job in keeping an open forum in the highest traditions of a free press.

It is surprising that a candidate selected for NDA is not aware of his correct date of birth. An issue which is personal to COAS is made to look as if it is of national importance.Officers of Indian Army talks of dignity , intregity , moral of Army just to get personal benefits. The issue is all about mismanagement within Army. It needs to be seen as to where AGs Branch managed to record 1951 as the years of birth . What are the original documents which were been looked into. Army jawans may not get motivated with the change in the date of birth of COAS.

Using RTI to get a CGHS claim cleared


In respect of a CGHS claim, an appellant sought the details of items of theclaim which weredisallowed by CGHS along with the reasons and the copies ofcirculars on the basis ofwhich the items were disallowed, and whether thecirculars were available onthe CGHS site. The PIO demanded Rs. 8/- for the 4 pagesof information whichwere duly deposited by the appellant. He was not satisfiedwith the replysupplied by the PIO and filed an appeal before the FAA who askedthe appellantto visit the office of FAA on any working day by appointment fordiscussing theRTI of Appellant. After a perusal of the papers, the Commissionobserved thatthe information has not been supplied to the Appellant despitepayment of theadditional fee. The Commission directed to provide theinformation to theAppellant before 05 February 2012 and issued a notice to thePIO why penalty shouldnot be levied on him.

The case discussed above shows how the RTI Act can be used to solve some of theproblems which the government servants encounter on day-today basis.
