40000 ghost employees in government departments in Sindh
A six member committee headed by Sindh's Secretary (services) Iqbal Hussain Durrani has detected that at least 40000 employees in different departments of the provincial government exist only on the pay rolls, at least 1000 employees have been drawing salary from more than one departments simultaneously and the salary of at least 300 employees who had dies years ago is still being drawn from the state treasury. The ghost employees and the 'moon lighting' employees are causing a loss of Rs 10 billion to the state exchequer. The committee with representatives of the GAD, Finance, Education, Local self department, AG office and Nadra has detected the gigantic fraud with the help of computerised data from the office of the AG and Nadra.

Good news for driving license seekers of ICT
Islamabad's IGP Bani Amin Khan in consultation with SSP (Traffic) Dr. Moeen Masood has started a 'single window clearance system' for granting driving licenses to applicants from the Islamabad capital territory (ICT). Under the new system the National database and registration authority (Nadra) staff will be available within the same premises for prompt verification of the ID proof and an extension counter of the NBP will also be available for depositing the necessary fee. The IGP also met some driving license seekers on Monday and aked for their suggestions to make the system more responsive and citizen friendly.

For Mansoor Ijaaz it is a hat-trick in backtracking before 'memo commission'
Mansoor Ijaaz the US businessman of Pakistani origin and central character in the 'memogate' failed to appear before the supreme court
appointed judicial commission probing the memo case for the third time on January 24 2012. He skipped appearance earlier on 9th and 16th January on the pretext of having not being granted visa for which he claimed he had visited the Pakistan embassy in Switzerland, a claim denied by Pakistan foreign office. He applied for visa in the Pakistan High Commission in London on 16th Jan and was granted visa almost instantaneously after which he promised to appear on 24th January. Now his lawyer Akram Sheikh has informed the commission that Ijaaz can't come to Pakistan unless he is provided security by 'an organization not under the interior minister Rehman Malik'. At the same time in a written statement filed on behalf of Ijaaz he has flatly refused to travel to Pakistan as apart from his own security concerns he also apprehends that the electronic equipments he has to carry as important evidence before the commission may be 'tampered with (by customs) during inspection and evaluation.

NSIC launches Mobile Medicare unit with HelpAge India (UPDATED)
National Small Industries Corporation Ltd. (NSIC) has provided fully equipped Mobile Medicare Unit (MMU) to be operated by HelpAge India for providing medical facilities for the needy elderly persons. In a launch ceremony held at the premises of the Panchvati Dementia Day Care Centre, Tughlakabad Extension, New Delhi, NSIC CMD Dr. H P Kumar handed over the keys of the vehicle to Mathew Cherian, Chief Executive, HelpAge India. Speaking on the occasion, Dr. H P Kumar said that NSIC is privileged to be a part of the invaluable services rendered by HelpAge India for the needy and destitute elderly, and further added that NSIC would continue to keep up its commitment towards the welfare and upliftment of the underprivileged. Through this MMU, needy elderly residing in twelve different localities of North and East Delhi will receive essential primary medical treatment and free medicines. Cherian expressed his gratitude in the following words "There are so many destitute elderly within the city who cannot even afford basic medicines. Orissa Chief Minister Navin Patnaik has asked Cabinet Ministers to maintain dignity of the office. Patnaik conveyed his mind when a Minister addressed "Sir" to an IAS officer in his presence. "You are Cabinet Minister and should maintain your dignity" the Chief Minister said. How far it is appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir".

When sentiments are down, one is always looking for the silver lining in the cloud. In the past few months, the positive development has
been the growth in volumes in the BSE Derivatives segment. It has reached a daily volume of more than Rs. 3,000 crores per day in last
week.

In the past two years, during every meeting with the market community, there has been a consistent message to BSE management to build the market in Sensex derivatives.

A key driver for this has been the liquidity enhancement incentive programme scheme, or LEIPS, launched by the exchange. SEBI allowed
schemes for enhancing liquidity and providing incentives to liquidity providers in the middle of 2011.

LEIPS 1 was the beta version, and was enthusiastically supported by our members. LEIPS 2 is in effect now and has attracted support and
participation from a wider group of members from around the country, and even internationally.

Many of you might be aware that similar programmes are deployed in large global exchanges to help attract core levels of liquidity. Our
challenge has been to design a programme which helps attracts participation from both liquidity providers and order flow providers,
is transparent in the laying out the benefits or incentives to market participants, and their obligations, and most important, will help
sustain liquidity for the long term.

Accordingly, LEIPS 2 has well-defined incentives and obligations for market makers or liquidity providers. This has helped light up the
screens all through the trading day. We now have both tight spreads and growing depth for SENSEX derivatives. Recently, LEIPS 3 has also been announced which will become operational from February, 2012.


Overall, in the LEIPS programmes, BSE has announced a budget in excess of Rs. 100 crores which is significant. We believe that more is better when it comes to educating our members, their staff, and investors - not just retail, but institutions too. We have launched a series of initiatives to help increase the awareness among market participants of various recent developments.


The calendar year 2011 was a trying year for the industry, investors, trading members and stock exchanges. Given India's youthful demographics, its vibrancy, vitality and the energy of its entrepreneurs, one is tempted to be tremendously hopeful of its future.


BSE and its members have contributed in this noble work of nation building for more than 136 years. I am sure, BSE will continue to work
with even more zeal and enthusiasm in times to come.

Has RBI finally started listening to industry demands?
The move to cut rates is a clear signal that the RBI has recognized the challenges to growth owing to a weakening demand condition and has begun to address that after successive increases in the headline interest rate. The move by the RBI will help ease the liquidity

Good job by WIC

A new breed of bureaucrats is now very much in evidence;arrogant,conceited, unscrupulous,covetous,manipulative,and
dishonest.They threaten their subordinates into submission by spoiling their ACRs and blackmail those ministers who stand against them by planting defamatory allegations in the media. This breed cultivates the corrupt politicians in the states to elicit maximum benefits and then goes to the centre to grab plum posts and multiple posts so as to expand the avenues for amassing.The politicians have been encouraging and appeasing this species of babus for mutual gain.These babus also extend their tentacles to the print media through their henchmen reporters so as to plant favourable news and to defame those who are honest and upright. This column also witnesses some pseudonymous and anonymous entries by these unscrupulous elements at self-aggrandisement and attempts to muzzle criticism by saying that only inputs from office emails should be accepted.But WIC has been doing a great job in keeping an open forum in the highest traditions of a free press.

It is surprising that a candidate selected for NDA is not aware of his correct date of birth. An issue which is personal to COAS is made to look as if it is of national importance.Officers of Indian Army talks of dignity , intregity , moral of Army just to get personal benefits. The issue is all about mismanagement within Army. It needs to be seen as to where AGs Branch managed to record 1951 as the years of birth . What are the original documents which were been looked into. Army jawans may not get motivated with the change in the date of birth of COAS.

Using RTI to get a CGHS claim cleared


In respect of a CGHS claim, an appellant sought the details of items of theclaim which weredisallowed by CGHS along with the reasons and the copies ofcirculars on the basis ofwhich the items were disallowed, and whether thecirculars were available onthe CGHS site. The PIO demanded Rs. 8/- for the 4 pagesof information whichwere duly deposited by the appellant. He was not satisfiedwith the replysupplied by the PIO and filed an appeal before the FAA who askedthe appellantto visit the office of FAA on any working day by appointment fordiscussing theRTI of Appellant. After a perusal of the papers, the Commissionobserved thatthe information has not been supplied to the Appellant despitepayment of theadditional fee. The Commission directed to provide theinformation to theAppellant before 05 February 2012 and issued a notice to thePIO why penalty shouldnot be levied on him.

The case discussed above shows how the RTI Act can be used to solve some of theproblems which the government servants encounter on day-today basis.
