Rajasthan Doctors strike leaves 70 dead!!!!
As 70 were ordinary Indians or 'common flies' nothing is being said!!
Congress will say.... so what ..... more Indians die in road accidents
in Jaipur or Udhaipur or they were terminally ill patients and would
have died sooner or later!!! As no VIP or VIP's kith or kin died so
even the Media, who also seems to have been untouched, has given this
'callous behaviour by Doctors' the miss!!! Seems in India Doctors take
the 'Hippocratic Oath'.... and before they start working as Doctors
they take the 'Hypocrite's Oath'.... because they tend to do just the
opposite of what they swore to do in their Hippocratic Oath!! In Kolkata
patients died in a hospital fire and the owners of the Hospital are
behind bars.... seems as deaths were spread out during the Doctors strike
in Rajasthan, hence there was no hue and cry and no action against anyone
for the deaths!!! It's indeed sad that for our Netas ordinary Indians
are like flies.... inconsequential and disposable!!! If individually
a Doctor causes death of a patient he or she faces charges and even
punishment.... but deaths caused by many Doctors seems is not recognized
by Indian law.... so they go scot free!!! Seems as Madam was too busy
with orchestrating her minions to take on Anna's movement that this
'murder of patients' escaped her attention.... after all there is a
Congress Government in Rajasthan!!

It is not very clear if Anna will be fit enough to get into 'campaigning
for a strong Lokpal'..... this should be his objective, be it he or
Team Anna during their campaigning in the States going to polls!!! Public
knows which Party is corrupt 'from top to bottom' and which Party does
not want a strong Lokpal and has literally played around with Anna!!!!
Team Anna needs to let Public know about the phenomenal corruption of
India's political class......and then compare the Lokpal that UPA has
proposed and which was passed by LS and the Lokpal Team Anna had proposed
and which Congress gave the 'ditch' !! Link corruption with inflation
and India's economic woes and rural woes!! Forget about fasts and dharnas....now
focus all energies on the States going to polls!! Slogan of Team Anna
should be...... abh takh imaandari haari.... 2012 .... abh hai imaandari

Corollary to this should be 'Mauritian route India blocks'!!
It should happen.... but will it happen???? No chance!!! This QFI is
only to get 'Indian money held overseas into India's Stock Market....prop
up the Rupee and Sensex/Nifty'....... basically try to cover up for
the FII inflow shorfall!!! And my guess is now '2 number ka money will
enter via QFIs'!!!! And in all probability via Dubai where income tax
is 0.. QFI's will pay tax where the funds originate from !!! As per
reports a lot of the hot money in Switzerland is now in Dubai!!! Coming
to our economic woes.... our deficit is rising...... inflation has fallen
temporarily and will rise in summer...... all economic parameters are
down...... deleveraging by European Banks will hit us more than 'Sarkaari
estimates'!!!!! As investing in India for local investors is 'like catching
a falling knife'... does Pranab feel 'overseas Indian' investors would
like to enter at this stage.... okay Dollar deposits give next to nothing......
but there are innovative investments that are safe and give a decent
return!! Is this Pranab's way of getting 'Indian money held overseas
into India...... via the backdoor.... as Amnesty seems more and more
difficult??? Amnesty is not possible on account of political compulsions......
if Amnesty Government will have to come up with stringent punishment
for those holding funds overseas post the amnesty.... and we know the
huge deposits of our Netas cannot come back.... majboori hai bhai!!

Pakistan : Baluchistan CJ to head Judicial Commission formed by Apex
Court in Memogate
Pakistan's supreme court in its order dated 30 December 2011 while upholding
the maintainability of the 'Memogate' case has formed a judicial commission
"to ascertain the origin, authenticity and purpose of creating/drafting
memo for delivering it to the (then) chairman of the US joint chiefs
of staff Admiral Mike Mullen through Gen (Retd) James Logan Jones former
US National Security Adviser". The judicial commission comprising
of Justice Qazi Faiz Isa, CJ of Baluchistan High court, Justice Iqbal
Hamidur Rehman CJ of Islamabad High court and Justice Mushir Alam CJ
of Sindh High court shall hold its sittings in the Islamabad High court
building and the District and Sessions Judge of Islamabad Raja Jawwad
Abbas Hassan shall act as the commission's secretary. Baluchistan CJ
Justice Faez Isa being senior most shall head the commission. The federal
government shall provide logistic support to the commission through
the Cabinet Secretary and the federal secretaries in the interior, external
affairs, chief secretaries and Inspectors general of police of all the
provinces, DG FIA and Pakistan's ambassadors to the US, UK and Canada
shall provide every assistance to the commission according to the order
passed by the apex court under article 187 of the constitution of Pakistan
read with relevant sections of the supreme court rules and the principles
of the civil procedure code.
Pakistan: Asma Jahangir quits as Haqqani's
counsel in memogate
Noted lawyer and human rights activist Asma Jahangir has quit as counsel
to former Ambassador to US Hussain Haqqani in the 'memogate' case. Asma
has said that in upholding the maintainability of the petition and appointing
a judicial commission to 'probe' the memo affair the apex court has
acted under pressure from the security establishment. 'If a nine judge
bench of the Supreme Court couldn't withstand pressure of the security)
establishment I don't think judges of the high court on the judicial
commission will be able to function objectively' Ms Jahangir has said.

Is it appropriate or inappropriate for an
elected representative to address a bureaucrat as "Sir"?
Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate
or inappropriate for an elected representative to address a bureaucrat
as "Sir".

'Sir' is an expression of respect which is to be given to all regardless
of their stature or posts they hold. Calling Sir to a bureaucrat should
not be taken as lowering the stature of the politicians in any way.
Use of such expression help develop congenial atmosphere and bolster
efficiency of output. We are now an independent democratic nation where
all deserve to be respected.

In Indian context, 'Sir' means "Shriman" and should not be
confused as implying any superior or exalted position.

Enhance retirement age from 60 to 62 years
Now that clouds are clear. Long awaited Lokpal Bill is about to become
effective sooner or later. PM is now free from all worries. Now is the
fittest time for him to declare the long anxiously awaited issue of
enhancing the retirement age of Central Government Employees from 60
to 62 years. Sooner the better. The selective approach needs to be dispensed
with. For the last 10 years and over, no new recruitment has been made
against the vacancies of retiring employees and the vacancies have been
allowed to lapse. The net result is that in very many Departments a
section now consists of only one SO, one Dealing Asstt./UDC and/clerk
with Messenger being outsourced. The safai karamcharis are also being
outsourced. In every cadre review also, lower level posts are being
abolished to allow for the matching savings for creation of higher level
posts. Is it not the more than sufficient reason to enhance the retirement
age from 60 to 62 years? Further, a new via media has been evolved by
various Departments i.e., of recruiting the retired personnel as Consultants
even though not provided in the recruitment rules - a step to appease/reward
the retired personnel by appointing him in the same department as Consultant
by circumventing the normal channels of recruitment viz.by promotion,
thro regular competitive examinations being conducted by UPSC/SSC etc.
I am afraid that this could be a new SCAM in the days to come. It is
prevalent in the Government service that more you serve the Govt., more
you will lose monetarily. The expenditure incurred for retaining a senior
employee about to retire is less as compared to the newly recruited
employee in the same grade. So, on this front also Government will also
save a lot of funds on the one hand, on the other hand Government could
make productive use of the expertise developed over the years by retaining
the retiring employees at a least expense(besides the outgo in the form
of pensionary benefits will also be saved by the Central Government),
if the retirement age is increased from 60 to 62 years in the case of
Central Government employees. The Government should ponder on this issue
with a broader outlook and open mind.Further at least 30% by way of
income tax will come back to the coffers of the Govt. Is it not a big
savings in the hands of Government?

All CSS officers want creation of new posts in rank of Additional
Secretary
Almost all CSS officers want creation of new posts in rank of Additional
Secretary to GOI in CSS cadre or diversifying of existing posts in Central
Civil Services of Additional Secretary to CSS cadre. At present, the
IAS lobby has made 3 year mandatory requirement for CSS officers before
retirement for promotion to the scale and rank of Additional Secretary.
CSS officers of Under Secretary and above want this mandatory requirement
to be reduced from 3 years to either 2 to 1 year. Many CSS officers
are feeling being left out and taken for granted by AIS lobby. CSS officers
feel that very late promotions in the center and monopoly of the IAS
is preventing CSS and other central group A civil service from further
progressing.

Many lawyers spoil the sport
As per the Census of 2011 there are 120 crore citizen in the country.
Say, if out of that 85% population is satisfied and impotent then this
will total to 85 crore. If balance 15% are gratified and unsatisfied
people, then this will amount to 12.50 crore people. If this 12.50 crore
people arise and create havoc in the country, then the Defence or Police
forces put together will be able to face their might. The politician
should realize this as early as possible and pass the Lok Pal Bill or
otherwise we will also have face a Libya or Egypt like situation and
they will be worst sufferers.

Certified copies of the photocopies
Background
The appellant sought certain attested documents and information regarding
the rule of the RTI Act, under which the attested copies of documents
should be given. The PIO denied the attested copies of documents claiming
that the Public Authority does not possess original documents. The Commission
directed the PIO to provide the relevant provision of law to the appellant
regarding attestation and to supply attested copies of the photocopies
of documents available in the records to the Appellant along with a
note on each page clarifying that the same are only copies of photocopies
and not copies of the original documents.
Comments
The RTI Act empowers the citizens of India to obtain certified copies
of the documents from the Government Organisations and the PIO should
not refuse to certify the documents even if the Public Authority does
not possess the original documents. In such cases, a note should be
given that they are only copies of photocopies and not copies of the
original documents. It should be remembered that certified copies of
the original may be used as an evidence in a court of law.
