Empanelment process in GoI is unfair

The present process of empanelment in the Government of India (GoI) which is more or less on colonial lines is neither objective nor fair or transparent and susceptible to bureaucratic and political pressures.

The above is the conclusion of the survey conducted by the whispersinthecorridors.com asking the surfers - Is the empanelment process in GoI fair and legal?

And the response of the majority was that besides being bereft of objectivity and unfair, the process is highly politicised and so secret that it gives an impression of lack of fairness and something fishy in the process.

"The present practice is neither objective nor fair nor transparent, susceptible to bureaucratic and political pressures. It suffers from serious lacunae as the assessment relies on Annual performance appraisal reports", said one surfer adding that the methodology is subjective, arbitrary, based on 'pick and choose' and thus legally untenable.

This, according to surfer explains why the former Cabinet Secretary refused to disclose the selection criteria treating the process outside the ambit of RTI Act 2005 despite CIC's directions to keep the selection criteria in public domain in response to an RTI application.

The Supreme Court appears to be honouring every wish of Mansoor Ijaaz the US businessman of Pakistani origin and self confessed errand boy in the 'memogate'. During the proceedings taken by the court on 29th January for granting extension to the judicial commission it appointed in December 2011 to probe the case the CJ remarked that two days ago he (CJ) had received a letter from Ijaaz the contents of which cannot be divulged as Ijaaz has wished the same to be kept secret. Normally if one of the parties in a case indulges in correspondence with the judge at the back of the other parties and on top of it also expresses the wish to keep it secret from the other parties all he gets from the judge is a severe reprimand for such underhand conduct. In case of Ijaaz however Lordship has chosen to honour his wish for secrecy the reasons for which can't be guessed as the whole thing is a secret.

SC allows former ambassador Hussain Haqqani to travel abroad
Supreme court has allowed Pakistan's former ambassador to US Hussain Haqqani to travel abroad subject to the condition that he informs the court's registrar in advance and makes himself available for appearance in the court or the judicial commission probing the 'memogate' at four days' notice. The court's order came in response to a submission made by his counsel Asma Jahangir that the ban on her client's travel abroad even when there are no formal charges against him are causing hardship as his family is living abroad. The court also granted two months extension w.e.f. 29 January to the judicial commission it appointed to 'probe' the memogate.

Indian High Commission in Pakistan and ICCR jointly organised a bansuri concvert by renowned maestro Pt Hari Prashad Chorasia on 29th January 2012 in Karachi as part of the 63rd Republic Day celebrations. Indian economic brighter and inflation, interest rates to decline: Rangarajan (UPDATED)
Despite global economic slowdown, the Indian economy is poised to grow between 7 and 7.25 per cent during 2011-12 but the fiscal deficit target of 4.6 per cent seems difficult to achieve, chairman of the Economic Advisory Council to the Prime Minister C. Rangarajan said today while delivering the ASSOCHAM Foundation Day lecture on 'The Indian Economy: Concerns and Prospects.' The economic outlook for next financial year beginning April 1 appears better than the current scenario with inflation and interest rates settling down to lower levels, he said. Dr Rangarajan said good governance is essential for ensuring full benefits of various policy interventions. "We need ideas. We need capacity to turn those ideas into policies and programmes. And we need boldness and a sense of purpose to implement those policies and programmes." The lecture was chaired by Dilip Modi, President and Rajkumar N Dhoot, Senior Vice-President of The Associated Chambers of Commerce and Industry of India (ASSOCHAM). Dr Rangarajan said output and capacity creation targets in crucial infrastructure sectors like coal, power and roads may be fulfilled. "There will be greater clarity on issues relating to land acquisition and environment." The current global situation is not hospitable for achieving a high growth. "Since India's growth is largely propelled by domestic demand, we must on our own steam be able to grow at eight per cent. If the world situation improves, we should be able to achieve the goal of nine per cent sooner," he said.

UPA crying hoarse about corruption

In the ongoing elections, UPA is crying hoarse about the corruption perpetuated by other parties and showing their commitment to eradicate the corruption but on ground it is Zero. There were lot of material published in various news papers about the massive irregularities in the recruitment of DGM(Technical) of National Highways Authority of India and action being taken in this regard. As of now, it is learnt that Ministry concerned is sitting on this case despite indictment by
Central Vigilance Commission. No action is being taken against the identified officials found responsible in the investigation and these vary officials are enjoying and towing to decision makers to protect themselve and espace from the sword of damacles. This exemplify how UPA is shielding corrupt activities in their governance even though
overwhelming evidence and CVC's indictment. This also testify that even the existing mechanism are sufficient to tackle corruption but due to lack of will by the rulers forced Anna team to pitch for Lokpal independent of Government or rulers.

Scientists enjoying

Some scientist in the Ministry of Science & Technology are enjoying life. In the backdrop of no new inventions, unfruitful foreign jaunts, lack of attendance and enjoyment of all government perks most important being the vehicle. They use vehicle to go to Shopping Mall and the bills for the parking are paid by the Ministry. When I tried to put some dent on this in the year 2005, I was thrown out. Copies of documents as proof available in the records of the DST and with me
also.

Govt. accommodations on rent

At lease 20% of Government accommodations are on rent, 10% are not uploaded in website, despite these are occupied. There might be some straight forward officials in UD who might like to take a note of all these rampant irregularities in UDM. Rot in UDM needs to be addressed so that needy employees can get accommodations.

Using RTI to get a CGHS claim cleared


In respect of a CGHS claim, an appellant sought the details of items of theclaim which weredisallowed by CGHS along with the reasons and the copies ofcirculars on the basis ofwhich the items were disallowed, and whether thecirculars were available onthe CGHS site. The PIO demanded Rs. 8/- for the 4 pagesof information whichwere duly deposited by the appellant. He was not satisfiedwith the replysupplied by the PIO and filed an appeal before the FAA who askedthe appellantto visit the office of FAA on any working day by appointment fordiscussing theRTI of Appellant. After a perusal of the papers, the Commissionobserved thatthe information has not been supplied to the Appellant despitepayment of theadditional fee. The Commission directed to provide theinformation to theAppellant before 05 February 2012 and issued a notice to thePIO why penalty shouldnot be levied on him.

The case discussed above shows how the RTI Act can be used to solve some of theproblems which the government servants encounter on day-today basis.
