Pakistan: 60% of Police is for VVIPs, rest for Aam Admi
According to statistics available with Pakistan's print media out of 26330 police personnel in the Lahore City Police 15730 are engaged in VVIP duties, protocol, escort and ancillary deployment regularly. Whatever little is left in terms of manpower and logistics is meant to
guard the life and property of nearly 10million 'aam admi'. Powerful politicians and their families are the chief beneficiaries of the police force and its resources. Prime Minister YR Gilani's private residence in Lahore's defence housing authority is guarded by 150 personnel in three shifts while a whooping 1200 personnel are engaged in guarding the residences and offices of PML (N) chief Nawaz Sharif and his brother Shahbaz who also happens to be the CM of Punjab. Serving and retired police officers are ahead of politicians when ity comes to deployment of gunmen as out of 2500 gunmen available with the force 1000 are with these cops and only 800 with other notables including politicians, judges and media persons.

Pakistan : Government mulls criminal action against former Indus Commissioner
Pakistan's federal government is considering criminal prosecution of Syed Jamaat Ali Shah former commissioner of Indus Water (PCIW) 'for not vigorously pursuing cases to stop India from constructing the controversial (Nimoo-Bagzo hydropower) project and getting carbon
credits' for the project from UN Forum for Climate Change (UNFCC). Jamaat Ali Shah who retired after serving as PCIW for 18 years was denied pension and other retirement benefits as India got carbon credits from the UN agency even in the absence of cross boundary environment impact assessment and a mandatory clearance from Pakistan. The officer's plea has been that his mandate as Indus Water Commissioner was to secure due implementation of the Indus Water treaty between the two countries and since cross boundary environmental impact assessment is a factor extraneous to the said treaty he couldn't do much. Nevertheless he had from time to time been prompting the environment ministry to take up the matter with their Indian counterparts. Recently Pakistan's law ministry had opined that a retired public servant could be proceeded against only if criminality were to be attributed to his acts and the establishment division is accordingly examining the matter.

New Year week extravaganza-2011 organised at Chandigarh (UPDATED)
For the first time, the Tourism Department Chandigarh organized a 'New Year week Extravaganza' with the joint effort of Chandigarh Industrial and Tourism Development Corporation Limited, CITCO from December 24 to 31, 2011. The Christmas Eve celebrations were organized at Sukhna Lake, which was decked up with colourful balloons, buntings and a huge Christmas trees with gifts and goodies indicated the commencement of celebrations and merriment. The children of the slum areas were the special guests of Department of Tourism & CITCO at the lake where Santa Clauz on a motor boat came with bag of gifts spreading fun and frolic on a colourful decorated boat. More than 100 children from the slum areas were given a ride on Chandigarh's most popular double decker hop on hop off tourist coach by CITCO. D KTiwari, IAS, Secretary Tourism, says that the Chandigarh is fast emerging as a tourist destination and such week long celebrations attract a large influx of domestic and foreign tourists and give them a milieu of the cultural performances of not only this region but also of International fame during the period of merriment and festivities, this would also give a multiplier effect to tourism. Prominent Punjabi singers Honey Singh, Alfaaz, Jay Star and Deep Money performed on December 29 with a huge crowd of visitors thronging at the venue. On December 30, Sikkimese students gave a colourful performance followed by live performance by Manak Ali, a famous Punjabi musical group. The concluding finale of the New Year Extravaganza on December 31 had a thunderous performance by a renowned Punjabi singer Satinder Sartaaj and a beautiful colourful International dance performance by Korean group consisting of 20 artists who specially flew in from Korea to perform in New Year Week Extravaganza celebrations organized by Tourism Department during the last week.

Is it appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir"?

Orissa Chief Minister Navin Patnaik has asked Cabinet Ministers to maintain dignity of the office. Patnaik conveyed his mind when a Minister addressed "Sir" to an IAS officer in his presence. "You are Cabinet Minister and should maintain your dignity" the Chief Minister said. How far it is appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir".

Addressing someone as Sir and giving respect does in no way lower your dignity. cabinet Minister remains a Minister even if he gives respect to people working with him. I am surprised if the objection has come from Sh Patnaik who to my memory was abroad for quite some time before joining politics. We command respect and we can never by it. Respect from fear is no respect.

The mindset of politicians is reflected in the statement of the Chief Minister. The statement is a consequence of the fact that the elected representatives have become the masters, as rightly being propagated by Anna Hazare. What's wrong in calling anyone 'Sir' ? Its just a way
of giving respect, similar to addressing a lady as 'Madam'. It seems the CM feels that Ministers ,the so called self appointed VIPs/VVIPs become small by giving respect to Bureaucrats.

Long awaited Lokpal Bill to become effective?

Long awaited Lokpal Bill is about to become effective sooner or later. PM is now free from all worries. Now is the fittest time for him to declare the long anxiously awaited issue of enhancing the retirement age of Central Government Employees from 60 to 62 years. Sooner the
better". What a brilliant thesis?!! The very intention and purpose behind RTI and Lok Pal movement is sought to be derailed and defeated by arguing in favour of enhancing retirement age of already self-serving bureaucracy. Yound people with new ideas Goverment is the need of the hour. Raising the retirement age will put back the reform oriented approach at least by 10 years. This will only frustrate the serving honest officials by delaying their promotional prospects. It is a open knowledge that most of the serving group C and D officials in many offices are already getting 'pension' without any responsibility and accountability. It is better to have consultants than to have enroached bureaucrats with all perks.

The last laugh in the recent Lokpal fiasco is that of Sonia Gandhi. She was found grimacing with a rare smile when her henchmen like Laloo were busy torpedoing the bill. Why did she not come out when Ram Jethmalani was naming Rajiv Gandhi as one of the Swiss bank account
holders instead of allowing sychophants like Mani Shankar Iyer and Vayalar Ravi to cry hoarse in support of the dynasty? Why she is not filing a libel against the Swiss News paper and also against people like Subrahmanam Swamy who are accusing her day in and day.

Certified copies of the photocopies

Background

The appellant sought certain attested documents and information regarding the rule of the RTI Act, under which the attested copies of documents should be given. The PIO denied the attested copies of documents claiming that the Public Authority does not possess original documents. The Commission directed the PIO to provide the relevant provision of law to the appellant regarding attestation and to supply attested copies of the photocopies of documents available in the records to the Appellant along with a note on each page clarifying that the same are only copies of photocopies and not copies of the original documents.

Comments

The RTI Act empowers the citizens of India to obtain certified copies of the documents from the Government Organisations and the PIO should not refuse to certify the documents even if the Public Authority does not possess the original documents. In such cases, a note should be given that they are only copies of photocopies and not copies of the original documents. It should be remembered that certified copies of the original may be used as an evidence in a court of law.
