States!!! BJP does not do this so it's not thinking about 'we can

A renowned Industrialist's name appears in the HSBC list but he's
got
a certificate!!
'On account of an error the name of this gentleman appeared in the
list' the certificate does state!!
The excuse given by HSBC Bank is laughable!! His name appeared because
of his past association with Flag Telecom... this should be
investigated!!! But with Pranab Da , who has a long association
with
this Industrialist which goes back to this Industrialist's Dad,
the
certificate from the Bank has been accepted.... an ordinary mortal
would have been 'hauled over coals' by ED... wrapped in pee blankets
to make him talk!!! Those in the know say just get account opening
details of the account that HSBC says does not belong to this
Industrialist and co-relate with this Industrialist's passport.....
place and date of account being opened!!! Misnomer that a Swiss

account can be opened only in Switzerland!!! What is indeed very
revealing is that people usually go legit after making 'quick money
initially ... most rags to riches stories have are based on
illegalities, though to varying extent...... leave it to your

New Year week extravaganza-2011 organised at
Chandigarh
For the first time, the Tourism Department Chandigarh organized a 'New
Year week Extravaganza' with the joint effort of Chandigarh Industrial
and Tourism Development Corporation Limited, CITCO from December 24
to 31, 2011. The Christmas Eve celebrations were organized at Sukhna
Lake, which was decked up with colourful balloons, buntings and a huge
Christmas tree with gifts and goodies indicated the commencement of
celebrations and merriment. The children of the slum areas were the
special guests of Department of Tourism & CITCO, at the lake where
Santa Clauz on a motor boat came with bag of gifts spreading fun and
frolic on a colourful decorated boat. More than 100 children from the

says that the Chandigarh is fast emerging as a tourist destination and

Pakistan: Ambassador Sherry Rehman going to US on Jan 9
Pakistan's embassy in US has received the US state department's consent
for appointment of Sherbano (Sherry) Rehman as ambassador to US in place
of her controversial predecessor Hussain Haqqani. The consent a diplomatic
formality was received on Monday last and the ambassador designate is
likely to arrive in US on 9th January to take up her new assignment.
Analysts in the US are of the view that Ms Rehman's success or failure
would depend mostly upon the state of relations between the US and Pakistani
defence establishments and this happens to be an area where she can
have only limited influence.
Pakistan: Rawalpindi Cantonment Board wants Rs
200 million additional grant for water supply project
Rawalpindi cantonment board (RCB) is pressing the federal government for
release of additional funds to the tune of Rs 200 million to secure completion
of the ambitious khanpur dam water supply project within the current fiscal.
Pakistan's MoD has been releasing special grant in aid @ Rs 30 million
every quarter for the project but the cantonment board wants it enhanced
to Rs 80 million so that the works relating to laying of bulk supply lines
and construction of storage tanks is completed well before the onset of
summer and within the current fiscal ending June 30 2012. Rana Manzoor
Ahmed khan CEO of the board has said that if the work is carried forward
to the next fiscal it would unnecessarily lead to increased costs. The
CEO is to make a presentation to the Defence Secretary shortly for the
increased funds allocation. The CEO estimates the project to also take
care of the water needs of the cantonment area for the next 20 years notwithstanding
the rapid growth of population in the cantonment due to better quality
of living and security the cantonment offers to its residents.

Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate

I think the elected representative was perfectly in order in addressing
the bureaucrat as 'Sir". Infact, I have seen that I 'sir/madam'
my juniors and some tell me that it is not proper but I kept to it and
feel that respecting your junior will enhance your respect. It is said
that even if the other person is not a gentleman you should not become
ungentlemanly in your behaviour.

Sir, your debate has taken too long!
Your debate on 'sir' has been going on for a long time now. Unfortunately,
postings have restricted to 'for or against' only. Nobody has suggested
the alternative as yet! Perhaps, because the subject is rather too serious.
For one, our masters have left no "precedent" for us to fall
upon in these difficult times. That is one of the main reasons of malgovernance,
absence of governance and even corruption in India. Neither the government
servant nor the "elected representatives" understand and recognize
the status, role, functions and responsibilities of each other. Governments
tend to issue orders to government servants to address the elected representatives
as "sir" even in this 21st century of the Lord! But these
orders don't say anything about the manner in which these elected representatives
should address the government servants. So even Navin tells his ministers
not to address the bureaucrats as sir, but does not say how they should
address them! There is a vast sea of confusion between the two manners
of address used by Navin and another equivalent to him some years ago
as "naukar" (simply servant). There remains buried the secret
of a conundrum which only bold sociologists alone can crack.
Why do we hesitate to use the most appropriate form of address to a
person occupying a public office? Do we not respect the hierarchy? Are
we given to show disrespect to the person occupying a public office?
Is the public servant not rendering service and deserve to be treated
respectfully? Since it was only one way traffic during the Mughal rule
and British rule, forms of address were selectively prescribed, such
as Huzur, Nawab, Munshiji etc. During the British rule things were a
bit difficult as titles were rarely allowed to be used, even if conferred
(Padma awardees are not supposed to use it as a title before their name,
but they do so most happily). Sometimes , it seems a situation evolves
the correct form of address(a Member of a Constitutional body once dilated
how the honorific "ji/jee" came to be attached to Mukherjee
or Banerjee . It was when the Gora Sahab ordered the peon to call Baner
or chater, which were short for Bandopadhya or Chatopadhyaya-found quite
tongue twisting for the Saheb. But the peon would not address the respected
higher in social order without using ji or jee before his/her name.
That is how ji or jee came to be used in the surname. Sounded quite
interesting, but not sure of its genesis). However, no such custom has
emerged, and the elected and the
appointed continue to struggle for the most appropriate and least hurtful
form of address. However English has nothing more to offer than sir.
How about Janaab or Taat or Bandhu or any other Indian form? For many
shrewd elected representatives sir rightly used is an investment that
is sure to yield very sumptuous returns for life and even beyond. Only
Bharat Kumar has the right nose when he connects Mauritius and investment
in shares in India by foreigners immediately after the Lokpal Lila in
the House. For the politician, elections are more important, Sir. It
doesn't matter whether victory comes from funds flowing from abroad
or pilgrimages to religious places or New Year resolutions, as the Aaz
Ki Aawaz has made. I only wish: award an amount equal to what has been
spent on Kasab to an Indian scientist to deliver to you the best design

Time has come to reduce retirement age from 60 to 55 in Govt. services
immediately so that new talent could be recruited in Govt. Sector by
enhancing chances of job for Indian youth waiting in country.

Is it not ironical?
Is it not ironical that while the Indian Railways claim to have won
the award for e-governance for the year 2010-11, the Classified List
of Gazetted Establishment of Railway Servants on their web site still
shows the position as in the year 2005 and has not been upgraded for
the past seven years!

Executives have a big role
Executives have a big role in weeding out the inefficient and corrupt
employees. They have been provided with huge powers by way of conduct
rules, compulsory retirement, punishments etc. which may be meted out
to such employees. What executives seems reluctant in weeding out such
employees. Compassionate appointments, back door entries, favouritism
in promotion, reservation etc. has resulted in corruption and inefficiency.

Certified copies of the photocopies
Background
The appellant sought certain attested documents and information regarding
the rule of the RTI Act, under which the attested copies of documents
should be given. The PIO denied the attested copies of documents claiming
that the Public Authority does not possess original documents. The Commission
directed the PIO to provide the relevant provision of law to the appellant
regarding attestation and to supply attested copies of the photocopies
of documents available in the records to the Appellant along with a
note on each page clarifying that the same are only copies of photocopies
and not copies of the original documents.
Comments
The RTI Act empowers the citizens of India to obtain certified copies
of the documents from the Government Organisations and the PIO should
not refuse to certify the documents even if the Public Authority does
not possess the original documents. In such cases, a note should be
given that they are only copies of photocopies and not copies of the
original documents. It should be remembered that certified copies of
the original may be used as an evidence in a court of law.
