At a get-together of bureaucrats, a subject came in for discussion as to who could be the trouble -shooter of the Congress Party after Pranab Mukherjee. Most of the bureaucrats were of the opinion that in this political scenario Union Urban Development Minister Kamal Nath
could well manage the ticklish affairs .

Why is Congress finished in states?
The party has virtually finished leadership at the state level by trying to enforce discipline from the top. Its obsession with discipline could be interpreted as threat perception from the powerful regional leaders. Whatever the reason, the party is suffering now because it sought to make the 'value' of the regional leaders irrelevant.

SAIL Chairman hints at further collaborations with Kobe (UPDATED)
India's largest steel maker Steel Authority of India Limited (SAIL) and Kobe Steel of Japan today signed a memorandum of agreement at Kobe's headquarters in Tokyo for setting up a 0.5 million tonne per annum iron nugget making plant using Kobe's patented ITmK3 technology at SAIL's Alloy Steels Plant in Durgapur, West Bengal, India with an investment of Rs. 1,500 crore. As per the agreement, SAIL and Kobe Steel will be entitled to equal share of production from the plant for captive use. A joint venture company 'SAIL-Kobe Iron India Pvt. Ltd.' in which SAIL and Kobe Steel hold equal equity, has already been incorporated. The agreement was signed by SAIL Chairman C S Verma and Kobe Steel President & CEO N Sato in the august presence of Beni Prasad Verma, Union Minister for Steel, Govt. of India, D R S Chaudhary, Secretary (Steel), Govt. of India, U P Singh, Joint Secretary (Steel), Govt. of India, and other senior Indian officials from SAIL & Kobe Steel including Rakesh Kulshreshtha, Executive Director, SAIL & Chairman, SAIL-Kobe Iron India Pvt Limited. Speaking on the occasion, Steel Minister Beni Prasad Verma expressed his happiness at the joint venture of SAIL and Kobe Steel and was optimistic about more projects for the Indian steel industry with the help of Japanese technology. "The ITmK3 technology will also utilise dump iron ore fines, disposal of which has become an environmental issue," he said. Chaudhury assured that Ministry of Steel, Govt. of India would provide full support for the project. SAIL Chairman Verma remarked, "With this joint venture with Kobe, SAIL is going to achieve twin objectives of bringing in latest technology to the country, and also adopting environment-friendly processes. This will be a milestone in the history of SAIL, setting new benchmarks of international collaboration in the field of iron-making. This is the first step of our collaboration with Kobe which could extend to other areas in future." Expressing his earnest wish that ITmk3 technology will contribute, through this joint venture project with SAIL, to further development of Indian Steel industry, Kobe Steel President Sato agreed with SAIL Chairman stating "this ITmk3 JV project will become a golden opportunity for the both companies to explore other fields where we can collaborate for mutual benefit".

Singapore invites Indian investment for greater economic ties (UPDATED)
Singapore's Prime Minister H E Lee Hsien Loong has urged Indian industry leaders to invest for greater economic cooperation and development especially in education, health and power. "We are in the process of setting up a board of investment to help potential investors in executing the projects", he said while addressing a joint business meeting organized by industry bodies ASSOCHAM, CII and FICCI. Loong, who is here with a 30 member delegation on a four-day visit, said both countries are mutually important economic partner, with bilateral economic relations growing exponentially after signing of the Comprehensive Economic Cooperation Agreement (CECA) in 2005 Dilip Modi, immediate past-president ASSOCHAM, said that Singapore is India's largest trade and investment partner in ASEAN. Bilateral trade reached US$ 17.44 million in 2010-11. Singapore has become a preferred center of operations for Indian companies active in the Asia Pacific region. "Combined with a good enabling environment, strong air connectivity and the presence of a large Indian community, Singapore has emerged as a key offshore logistics and financial hub for many Indian corporate. There are estimated to be about 4000 registered "Indian" companies in Singapore," he said. Adi Godrej, president of CII, said bilateral trade post CECA has been growing at close to 20% annually with the exception of a couple of years when trade was affected by the global financial crises. Between 2006-07 and 2010-11, trade has grown by 51% and we hope the target of $32 billion would be achieved by 2015. Indian firms too have invested in a large variety of sectors in Singapore such as IT and ITEs, FMCG, steel etc. Facilitative business environments, competitive tax regime, excellent connectivity, a network of FTAs and strong Government support and encouragement have given Singapore an edge over other countries, added Godrej. R V Kanoria, president of FICCI, said Indian entrepreneurs are increasingly using Singapore as a launch pad to expand their business globally, with their presence from services to manufacturing and from hi-tech to basic of business.

FSSAI working over standardisation of imported food: Chandramouli
The Food Safety and Standards Authority of India (FSSAI) is working on a mechanism to evolve standards for domestically consumed food items imported from abroad, chairperson, FSSAI, Dr. K. Chandramouli said at an ASSOCHAM event held here in New Delhi on July 10, 2012. "Our food exporters have to adhere to various stringent set of rules and regulations for exporting food, while we do not strain the same sort of stringency on imported food and thus it is imperative to evolve standards for domestically consumed food as we have been having a lackadaisical approach towards setting standards," said Dr. Chandramouli while sharing his views on initiatives being taken by FSSAI in the areas of regulation in the food sector while addressing an 'FMCG Summit' organised by The Associated Chambers of Commerce and Industry of India (ASSOCHAM). "We do have some standards to begin with but we need to take more steps in this regard to ensure the safety of food for consumption which comes from outside," said the chairperson. Meanwhile, S K Jindal, chairman of the ASSOCHAM Investment and Investors' Committee urged the government to take necessary steps to protect the consumers' rights and contain piracy as the direct loss due to piracy is about 20 per cent of the market share of prominent products. Dr. Lalit Khaitan, CMD, Radico Khaitan Limited shared his views concerning the liquor industry being an integral part of India's boisterous FMCG industry and said that the industry is subjected to three different acts and governing authorities namely - State Excise Act and Rules, Food Safety and Standards Act and Rules and lastly the Legal Metrology (Packaged Commodities) Rules and to regulate the mandatory laws on the lables of alcoholic beverages through these multiple laws is a real hassle. Amid others who spoke during the event included -M K Bhardawaj, Chairman, ASSOCHAM Public Procurement Committee; Ankur Shiv Bhandari, MD, Kantar Retail India and Abhishek Malhotra, Partner, Booz & Co.

Singapore top destination for Indian FDI outflows: ASSOCHAM study
Singapore has emerged among the most sought after destinations for India's outward foreign direct investment (FDI) accounting for about one-fourth of the total outflows during May, an ASSOCHAM study has revealed. Of the total outbound FDI of USD 2.35 billion from the country, Singapore accounted for over USD 500 million. The other favourite destinations for the Indian entrepreneurs were the US, United Kingdom, Hong Kong, UAE, the Phillipines, and Mauritius. Interestingly, while Mauritius is the number one source of FDI for India, it is not the case for the outflows, the study found. It is somewhere at the bottom of the table of the countries preferred by the Indian firms for overseas investment. Out of the 467 companies which invested abroad, only 24 opted for Mauritius, which is a haven for the corporates which want to bring in FDI because of the India-Mauritius Double Taxation Avoidance Agreement. Since the island nation has zero capital gains, it makes sense for the inward FDI from there, rather than outward FDI for India, says the ASSOCHAM study. "Even there is a glum mood in the world economy; the Indian entrepreneurs are reaching out to the global business arena. This shows how the Indian enterprise is catching up in the international economy," said ASSOCHAM President Rajkumar N Dhoot.

Form Board, stop extentions

What Government needs to do is not extending the retirement age, but forming a board to retire those officers who are found with doubtful integrity, physically unfit and incompetent at the age of 50 itself. To prevent weeding out of politically inconvenient bureaucrats, the board should consist of a sitting Supreme Court Judge, a senior bureaucrat with a spotless record(not one of those henchmen of politicians and who adorn the high pillars of bureaucracy now.) and a
psychiatrist. After this, Government can think of extending the retirement age of those who really deserve it. The backdoor extention of retirement age of politically supported bureaucrats by making them consultants should be stopped forthwith.

Govt blunder !

The government is mistaken to hand over the preparation of passports to private organizations, TCS etc. The passport matters are sensitive and must be taken care of by government only. Moreover, previously miscellaneous services were done the same day, like change of address
and other minor things. But now one has to fill the same form meant for new or renewal of passport and the fee is the same that of new or renewal. It is not justified. It being taken by these pvt bodies in exorbitant high. Every government work must not be done by private
organizations.

Give them honorary rank of Secretary to GoI

All members of Maharatna PSU Boards should be given honorary rank of Secretary to GoI, just like the members of Railway Board are given. Organizations like ONGC and IOC have much larger total turnover, assets, risk, projects, profit (despite selling cheap kerosene and
LPG), and also per employee parameters. In fact if Railway is corporatized , it will not be able to get Maharatna status.

Disclosure of reasons for not empanelling an officer under RTI

The appellant sought the reasons for being left out in the empanelment list of IPS Officers by the Ministry of Home Affairs (MHA) for the year 1994-95 while all his APRs were outstanding. The PIO informed that as per DoPT's O.M. No. 1/7/2009-IR dated 1.6.2009, the information sought in the RTI application cannot be classified as 'information' and the same cannot be provided. The appellant argued before the Central Information Commission (CIC) that whereas his juniors have been empanelled and, therefore, he should be provided the reasons for being left out from empanelment list when all his APRs are 'Outstanding'. The CIC noted the admission of the respondent that the decision for promotion of IPS Officers is taken in the meeting of the CPEB. Observing that the meetings of the CPEB are a matter of official record, the CIC ruled that what has been sought by the appellant is covered under the definition of 'information' as per section 2(f) of the RTI Act. The Commission directed the PIO to provide the reasons, as per record, whereby decision was taken to leave out the appellant in the empanelment list of IPS Officers for the year 1994-95.
