Passing away of R Gopalkrishnan: Condolence meeting at MP Bhawan on July 18

A condolence meeting is being held at Madhya Pradesh Bhawan, New Delhi at 6 PM on July 18, to pay tribute to R Gopalkrishnan (former Additional Secretary in the PMO) who passed away on July 16 at his home in Thiruvalla in Kerala. A 1979 batch IAS officer, Gopalkrishnan was 57. His funeral will take place on Wednesday at Thiruvalla.

Govt. strategy to abolish manual scavenging: Wasnik (UPDATED)
The government is soon going to finalize a strategy to put an end to the practice of manual scavenging, Union Minister for Social Justice and Empowerment, Mukul B Wasnik said at an ASSOCHAM event held here in New Delhi on July 18, 2012."Even after the concerted efforts of the government to abrogate the problem of manual scavenging, it still remains to be addressed considering acute shortage of public conveniences across India," said Wasnik while addressing a national conference on 'Social Inclusion and Affirmative Action: Reservation of SCs/STs in Private Sector organized by The Associated Chambers of Commerce and Industry of India (ASSOCHAM). "As per the 2011 Census, there are about 26 lakh insanitary toilets including the 13 lakh toilets where human excreta is discharged in open drains and of the remaining some are serviced by the human beings and even animals and with such a huge number of insanitary toilets there is bound to be manual scavenging," said the minister. Earlier, quoting the Census 2011 Wasnik said "About 49.8 per cent of households in India are in open defecation, thus it is a huge problem and we are committed to address the same effectively." "Social inclusion in pursuit of providing equal opportunities to each and every individual is an agenda of supreme importance and the government has sought the support of industries and corporate bodies to carry forward this agenda with more determination and great vigour as the co-operation from the industries would revolutionise the entire system," said Wasnik while releasing an ASSOCHAM report titled 'Initiatives for Affirmative Action on Inclusion of SCs and STs'.

BHEL awarded for Excellence in Cost Management (UPDATED)

Improve the system to convert snail mail to Quick Mail Service

Sir, it appeared in today's WIC about A K's letter on DPC for SAG being delayed by three years in Indian Postal Service. There are many other services in which similar kind of stagnation exists. But is resigning from service really the solution? After all who loses, it is again the organization. Those officers responsible for current mess lose nothing. No doubt it is the best and brightest who prefer to move on in life rather than stagnate at one place. I agree it is no use working and continuing in utter frustration but if good officers find leaving service as only way out then who will improve the system ?

These officers should stay back and fight the system. They must analyze reasons for delay and how it can be eradicated. Approaching the Minister is good step but only short term measure. It will not solve the problem. They must approach Minister with a solution. How can situation be improved. Officers responsible for delay tactics must and should be punished. But the system is full of such non performers who rise higher and higher. The less an officer works the higher he rises. The more an officer works, larger the number of critics and more the persecution. Hard working officers are a threat to such non performers, as they fear comparison and will leave no chance to humiliate them and delay promotion files or find other ways and means to harm them. Such a state of affairs exist everywhere.

We need to think hard how can merit be genuinely rewarded. The best parameter is to pick up transfer/posting details of officers, more the number of transfer means higher competency. Hard working and up right officers are dislocated more. If an officer has stayed put in one station for long years then he has compromised the interests of his organization. Such officers are lethargic and incompetent who has resisted change and stagnated at one station but still managed to climb ladder of promotion fast. Such officers crawl when asked to bend and will go to any extent to remain in Delhi. Therefore if Snail Mail has to become Quick Mail Service then the comfort zones of all such officers need to be disturbed.

Disclosure of address and immigration details of a passport holder

Referring to a passport holder, the appellant alleged that the said citizen was accused in four criminal cases pending in various JMFC courts at Indore and Mumbai. He sought information regarding this passport holder like, his present address with name of country and the copy of his immigration form. The Public Information Officer (PIO) denied the information under section 8(1)(j) stating that the disclosure of the passport details /documents has no relation with the applicant and that it would cause unwarranted invasion on his privacy. During the hearing the appellant contended that despite his informing the Passport Office about pending criminal cases, a passport was issued to him. The Central Information Commission (CIC) directed the Passport Officer, Mumbai to inquire into the matter and inform the appellant whether cognizance was taken of the fact that three complaints of criminal charges were pending against the said person and subsequently send the findings to the appellant. The Commission also directed the appellant to send a copy of the complaints to the Passport Officer Mumbai.
