Akhilesh Singh lacks a good media manager
It seems that Uttar Pradesh Chief Minister (CM) Akhilesh Singh Yadav,
unlike his predecessor Ms. Mayawati, is not able to find a media manager.
It is highly creditable for Vijay Shankar Pandey (an IAS officer of
1979 batch) who had been able to manage the media during the five year
tenure of former Chief Minister of Ms. Mayawati. It is so because Ms.
Mayawati was not easily accessible. Though, Pandey was also made victim
of Mayawati in the last.

of India (GoI). Earlier, 54 IAS officers of this batch had been empanelled.

Satyajit Ranjan, who on central deputation is Joint Secretary in the
Defence Ministry, will be a Joint Secretary in the National Disaster

Abhay Kumar Tripath is all set to become Joint Secretary, NDC, the slot

ONGC gets National Awards for Excellence in
Cost Management
ONGC received a major boost at the 9th National Awards for Excellence
in Cost Management held at New Delhi on July 17, 2012 when two of the
company's units (Karaikal and Western Offshore) bagged two prestigious
prizes in the category of 'Public Manufacturing: Unit (Large)'. CMD
Sudhir Vasudeva received the Awards from Dr. M Veerappa Moily, Minister
for Corporate Affairs. Reacting to the recognition for the organization
that has been bestowed by the distinguished jury, CMD said, "Ethical
responsibility and a transparent management ethos lie at the core of
ONGC's philosophy of doing business. These awards are respectable testimony
of the continuous work and dedication that ONGC has rendered in the
service of the nation for more than half a century."
Govt. strategy to abolish manual scavenging:
Wasnik
The government is soon going to finalize a strategy to put an end to
the practice of manual scavenging, Union Minister for Social Justice
and Empowerment, Mukul B Wasnik said at an ASSOCHAM event held here
in New Delhi on July 18, 2012."Even after the concerted efforts
of the government to abrogate the problem of manual scavenging, it still
remains to be addressed considering acute shortage of public conveniences
across India," said Wasnik while addressing a national conference
on 'Social Inclusion and Affirmative Action: Reservation of SCs/STs
in Private Sector organized by The Associated Chambers of Commerce and
Industry of India (ASSOCHAM). "As per the 2011 Census, there are
about 26 lakh insanitary toilets including the 13 lakh toilets where
human excreta is discharged in open drains and of the remaining some
are serviced by the human beings and even animals and with such a huge
number of insanitary toilets there is bound to be manual scavenging,"
said the minister. Earlier, quoting the Census 2011 Wasnik said "About
49.8 per cent of households in India are in open defecation, thus it
is a huge problem and we are committed to address the same effectively."
"Social inclusion in pursuit of providing equal opportunities to
each and every individual is an agenda of supreme importance and the
government has sought the support of industries and corporate bodies
to carry forward this agenda with more determination and great vigour
as the co-operation from the industries would revolutionise the entire
system," said Wasnik while releasing an ASSOCHAM report titled
'Initiatives for Affirmative Action on Inclusion of SCs and STs'.

BHEL awarded for Excellence in Cost Management
Bharat Heavy Electricals Limited (BHEL), one of the profit making Navaratnas,
Public Sector Undertaking (PSU) engaged in engineering and manufacturing,
has been conferred the maximum number of four 'ICAI National Awards
for Excellence in Cost Management 2010-11', among public and private
sector companies. The awards were presented by Dr. Veerapa Moily, Union
Minister for Corporate Affairs to B Prasada Rao, CMD, at a function
in New Delhi. BHEL has been awarded the recognition for the seventh
successive year, having earlier won the awards uninterruptedly for the
years 2005 to 2010. An independent jury headed by the former Chief Justice

Jhansi and Power Sector-Southern Region in various categories, for the
Awards for 2011.

Delay in promotions in IRSSE & IREE cadres in Indian Railways
As you had been showing good continuity in running the web magazine
"W-i-t-C", I thought it to bring to your knowledge that there
is great delay in promotions to the cadres of IRSSE & IREE in Indian
Railways compared to other caders of Railways and of Indian Government.
For these cadre, only 1987-88 batch has been promoted to SAG, ie, a
time of approx 24 years is being taken for a normal SAG promotion, while
for other GoI services and even in other cadres of Railways, it is maximum

Why is the PM not reacting to Obama's remarks on FDI? PMO's twitter
diplomacy seems rather funny .How are Indian ministers authorized to
respond on behalf of Manmohan Singh who, as a true friend of Obama,
has chosen to keep his lips sealed?

CGHS in complete mess
I do not know why government is still continuing with CGHS and its
dispensaries in Delhi , and hope the status is same in the states also,
if not worse ? It is only BIG medicine STORE house only, which creates
only hurdles even to serious patients, including heart patients. Most
of the CMO of big dispensaries has its own set of rules and objections.
Firstly, in more than 80 to 90 percent time, he is only sitting on the
computer system, just on line indending medicine prescribed by the specialist
of the empanelled hospital, in some cases he changes the medicines on
his own whim and half knowledge? And patient is in dark, which medicine
is substitute of which medicine or spending time for referring to the
empanelled hospital, with which he has probably links or cut? Does any
doctor sees any patient /medical examine, may be once in a while in
a week ? No doctor is clear of the rules, if you ask for the written
document , you have to approach office of DGHS. It is high time we should
outsource the services.

Snail Mail moving the Cadre Slowly
I agree with the view that dishonest and incompetent officers should
be weeded out of the system. The officers responsible for the delay
in promotions of batches are either incompetent, who probably don't
know how to manage the cadre and service or are plain disinterested
in the cause of others. These people need to sent for training on cadre
management and promotions and should be taught to process things at
a faster pace. Post people who are knowledgeable and not people who
look the other way for reasons not to work.

You can lead a dignified life provided you have money, muscle and political
power. Not only in the remote corners of the country, state capitals
but even in Delhi such painful incidents are happening in broad day
light. Women, children and distinguished senior citizens are at the
mercy of the goondas. Witnesses to the crime are not forthcoming. Even
if someone dares come forward, the police is not on their side. The
witnesses are threatened and bought. What to talk < of Aam Aadmi, even
the educated and distinguished citizens who have served the country
in war zones are unable to register an FIR in a Police Station. In-
Chare of Police Stations plainly say that , unkee bhi majbooriyan hain,
It is high time that even small matters are not left only at the SHO
level but the DCP concerned once in a while look into the Diary of the
Police Station. A monthly meeting with the vulnerable citizens would
be useful. According to a senior bureaucrat, ' He was not so insecure
serving in Afghanistan than in his own country in the Capital'.

It is disappointing that you have also joined the bandwagon of the
biased Delhi press who only sing the praises of Bharat Bhushan without
ever giving the other side of the picture. You should not become his
PRO and give him unjustified publicity.

Disclosure of address and immigration details of a passport holder
Referring to a passport holder, the appellant alleged that the said
citizen was accused in four criminal cases pending in various JMFC courts
at Indore and Mumbai. He sought information regarding this passport
holder like, his present address with name of country and the copy of
his immigration form. The Public Information Officer (PIO) denied the
information under section 8(1)(j) stating that the disclosure of the
passport details /documents has no relation with the applicant and that
it would cause unwarranted invasion on his privacy. During the hearing
the appellant contended that despite his informing the Passport Office
about pending criminal cases, a passport was issued to him. The Central
Information Commission (CIC) directed the Passport Officer, Mumbai to
inquire into the matter and inform the appellant whether cognizance
was taken of the fact that three complaints of criminal charges were
pending against the said person and subsequently send the findings to
the appellant. The Commission also directed the appellant to send a
copy of the complaints to the Passport Officer Mumbai.
