As the grapevine has it three months extension as the Secretary Department of Economic Affairs to R.Gopalan is on the anvil. His extension is likely to be till September 30,2012. He is the Tamil Nadu cadre IAS officer of 1976 batch.

Dilip Trivedi to succeed Prakash Mishra ?
Dilip Trivedi, Special Director General, Border Security Force, FHQ, New Delhi , is likely to be appointed as DG, NDRF. He is a Uttar Pradesh Cadre IPS officer of 1978 batch. DG NDRF Prakash Mishra is all set to return to Orissa as the DGP.

If all goes well and the meeting is held, Ms Sandhya Baliga, Ms Shobha Chary and Lipika Majumdar will fill up the posts of the 3 Members posts, one existing and the others falling vacant on July 31 and December 31 respectively. S K Goel, Chairman CBEC is retiring on July 31 and M S Badhan, Member (Customs) in CBEC on December 31.

S N Misra who is the Principal Controller of Defence Accounts (PCDA), Southern Command- Pune, has sought voluntary retirement from service (VRS). He is an IDAS officer of 1979 batch. However, his case is reportedly being examined in the wake of allegations against him, while, he was posted in Mumbai.

Is the Jundal's investigation seriously carried out?

The first task of any genuine investigation should be to ensure that no information leaks out till the police have a valid statement and confession that will hold good in a court of law. However, what is worrisome is the extreme access the media seems to be having to every possible utterance of Abu Jundal in custody. Leaking all the details of the interrogation even while , the custodial questioning is going on, is simply unprofessional and damaging say Home Ministry officials.

New CMD of Oriental Bank of Commerce, Bansal blazes a new trail
S L Bansal, Chairman and Managing Director of the Oriental Bank of Commerce (OBC) has blazed a new trail. All ultra small branches sanctioned for the bank in 569 villages had been opened said Bansal. He told <whispersinthecorridors.com> that focus is on consolidation of the bank's operations. Bansal who has assumed charge of CMD in OBC also said that efforts were afoot to improve Current Accounts & Savings Accounts (CASA) to reduce costs. In order to maintain the bank's asset quality, focus is on strict monitoring. For this, Bansal said that a separate vertical had been created in the bank adding that thrust was also being laid on the management of non performing assets (NPAs). At the same time, steps have been taken for upgrading skills of the OBC's staff through training & motivation.

What is the basis of this rumour?

Government itself is perpetrating the difference between IAS and IRS. Why did 6th pay commission say that empanelment to Joint Secretary for IRS will be two years later than IAS ? In developed country, only IRS and police service has a role. See USA or UK, there is revenue service and police. There is no concept of administrative service, But India is still far from that stage when IAS will stop considering themselves as rulers.

This has to be wishful thinking considering that despite the loads of promotion posts created in the department and the chance to make money through foul means, due to the ill-will they generate by their high-handed methods to extract money from the citizens through legal
and illegal means and penalise everyone through abuse of authority, they do not get peace of mind on the job and take VRS in large numbers.

Stenos" designations are illegal

In our embassies abroad, stenos have started writing Attache, Second Secretary, First Secretary etc. It is not only encroachment upon the designation of executive cadre but also illegal and challengeable in a court of law. This is creating problems in taking executive decisions as the one recently taken ill-informed decision making a steno as Ambassador. So far there has not been any orders of cancellation of the orders of this steno. May we request the decision makers to not to test patience of Executive Cadre and cancel the appointment forthwith and shoot a letter to all HOMs to ask all stenos to use their proper designations or else face the music.

Should the Board provide information held at different zonal offices?

The appellant sought information regarding selections held in all zonal railways from the year 2006 to till date in the categories of OS PB II. He also wanted to know how a particular para of a certain Railway Rule was being interpreted by all zonal Railways. The Public Information Officer (PIO) denied the information stating that the applicant is seeking clarification/ opinion of the public authority and not information as per section 2(f) of the RTI Act. Regarding the selections held in all zonal railways the PIO stated that no such data is being maintained by the Public Authority. The Central Information Commission (CIC) accepted the PIO's plea that opinion/ clarification cannot be given under the RTI Act as they fall outside the ambit of definition of information as given in section 2(f) of the RTI Act. Regarding the information related to the selections held in all zonal railways, the Commission held that the information sought is voluminous and is held by different zones of the Railways which need to be separately approached by the appellant as per section 6(1) of the RTI Act. The Commission advised the appellant to approach the PIOs of the respective zones for this information through separate RTI applications.


Comments

It is very often seen that the central office of an organization transfers the application to the different zones and tries to compiles information just out of ignorance or the fear of imposition of penalty. Compilation of information from the field formations is not mandated under the RTI Act.
