Gujarat Chief Minister Narendra Modi will lead a high level delegation of entrepreneurs & officials to Japan from July 22 to 27,2012.He will be touring Tokyo ,Hamamatsu & Osaka. Main among those who will accompany Modi will be: Tulsi Tanti chief Suzlon, Gautam Adani Chief of Adani group, Pankaj Patel chief of Zydus Cadila,Subir Mehta chief of Torrent group ,Sunil Chaturveedi, Executive Director (ED) and Chief Operating Officer(COO) of Bharat Forge (BF) group, Amitabh Kant, Chief Executive Officer (CEO) and Managing Director(MD) of Delhi Mumbai industrial corridor development corporation (DMICDC) & Hari S Bhartia Co Chairman & Managing Director (MD) of Jubilant Life Sciences. Modi suggests Latin Americans to set up trade centre in Gujarat (UPDATED)
Impressed by Gujarat's all round development, a high-profile delegation of envoys from seven Latin American and Caribbean countries during their meeting with Chief Minister Narendra Modi expressed their willingness to develop economic and trade relations with the state. The delegation comprised Ambassadors Carlos Duarte of Brazil, Javier Paullinich of Peru, Jaime Nualart of Mexico, Juan F. Corodero A. of Costa Rica, Ruben Ignacio Zamora Rivas of Al Salvador, Hans Deninburg of Dominic Republic and Counsel Minister of Chile Nestor Riveros. They evinced keen interest in Modi's suggestion for setting up a Special Economic Zone (SEZ) for Wood, Timber and Marble Artisans somewhere along the seacoast of Gujarat. This is besides other industrial and manufacturing projects. They invited the Chief Minister and a business delegation from Gujarat to explore trade possibilities in their countries. Responding to their gesture, Mr. Modi told them that they could even jointly set up a Trade Centre in Gujarat, which could be immensely beneficial for both the parties. He briefed the envoys about the investment opportunities in low-cost, high-quality manufacturing and value addition projects in the state. Modi invited them to participate in the Gujarat's unique 'Festival of Nine Nights', called 'Navratri Mahotsav', in October 2012 and in the forthcoming biennial Vibrant Gujarat Global Investors' Summit to be held in January-2013. Others present during the envoys' meeting with Modi included Chief Minister's Principal Secretary K Kailashnathan, Principal Industries Secretary Maheshwar Sahu and iNDEXTb Managing Director Mahesh Kumar.

Maladministration - flavour of the day

One service at least has overtaken IAS in matter of promotion to Joint Secretary level. In Indian Foreign Service 1993 batch has been promoted to the great chagrin of the IAS. Why this heart burning when they have seen to it that officers from other Group A services of the same batch as them are 5 to 6 years behind them. On several occasions in the past when this grievance of other services were brought to the fore it was accepted that not more than two year gap should be there between the IAS and other Group A services in this respect but I believe on the whim of one individual, the ex-cabinet secretary 5 year has become the norm. It is frustrating to say the least. Imagine a 1987 batch or even an earlier batch officer working as Director under a Joint Secretary many years his junior. This is how the maladministration is the flavour of the day. Cabinet Secretary who is the head of the civil services must right this wrong by getting out of his narrow IAS mould and look at the need and importance of every service group in the governance of the country. As for IFS I complement their administration in not succumbing to the IAS pressure and go ahead and promote their 1993 batch to JS level.

The situation is more or less same about promotion in Engineering cadres of various departments of Govt of India.This country is heaven for Babus and Goons. The people who really work and through out their academic career are meritorious are suppressed in professional career. This is the reason Engineers are entering in Civil Services, Management, Politics etc. which are generalist field. India is country of technology import and technical manpower export. I fully subscribe to the views of Shri Verma. It is the high time for the Government to post competent and have positive impartial attitude towards the officials irrespective of the cadre to which the officials belong. DP&T, for the past several years, had not promoted the officials under the pretext of one reason or the other and kept the officials waiting for a considerable longer period of more than 10 years, especially Stenographers Grade 'D' who had been kept waiting
for their regular promotions, though promoted on ad-hoc basis way back in 1997. In my views, it is high time to correct it and consider regularisation of the services of the officials who have put in
uninterrupted continued ad-hoc services for more than 10 years from the date of their initial appointments by extending the number of regular appointments in the particular Select List Year. It may be mentioned, in this connection, that there will not be any financial burden over the Department concerned except the legitimate dues available to other officials.

Need to streamline functioning of CGHS dispensaries

There is a need to streamline the functioning of CGHS dispensaries. Doctors and staff need to be sensitized towards senior citizens and have a polite, positive and responsible attitude and provide an effective service delivery. Due to lack of administrative exposure of doctors, the clerical staff rules the roost. Additional Secretary & DG (CGHS), Directors, Zonal Additional Directors/Joint Directors , comfortably ensconced in the air-conditioned comforts of their offices never carry out surprise inspections of dispensaries, Zonal offices and CGHS empanelled hospitals. Dispensaries or Zonal offices have no suggestions/ complaints/ feedback boxes, let alone seating places for old heart patients. Formal complaints are never acknowledged. Health Ministry under Ghulam Nabi Azad is in a state of total neglect since he is also a Congress General Secretary and most of his time is taken up by party work. He is never available for redressal of pensioners
grievances.

Doctors in CGHS dispensaries doing clerical work

It's a fact that the doctors in CGHS dispensaries are most of the time doing only clerical work i.e. entering data in the computer from the prescription of specialist ! A task which a data entry operator can do. They don't check BP which is outsourced to nurse ! Time to review the existing system.

Congress on track means India out of track

Despite faltering fortunes Congress is still propped up by parties like SP, BSP, YSRC, RJD, DMK due to factors ranging from CBI cases to vote bank politics. Thanks to Mulayam and Nitish, package politics have become a norm. But the fact is while these parties might be saving the day for UPA till 2014, overt dependence on them will be suicidal for the Congress as they will chip away its vote base. I won't be surprised if a Congress supported government comes to power
after 2014 as people of India have a history of wrong voting choices. Anything can happen in politics. If BJP continues with its foot in mouth behavior then a resurgence of Congress cant be ruled out. But as some one here rightly pointed out Congress on track means India out of
track.

Remarkable feat of rapid modernization in IT Department

The most remarkable feat of rapid modernization and full scale computerization in the Income Tax Department is the issuances of meeting notices for holding AGT related meetings among Officers of the CBDT all within 20 meters of one another and then releasing them on national web site. Other Departments in India and foreign jurisdictions must get to replicate the CBDT model. And by the way, the CBDT' AGT is still not issued and remains a mystery in an enigma within a puzzle

Disclosure of address and immigration details of a passport holder

Referring to a passport holder, the appellant alleged that the said citizen was accused in four criminal cases pending in various JMFC courts at Indore and Mumbai. He sought information regarding this passport holder like, his present address with name of country and the copy of his immigration form. The Public Information Officer (PIO) denied the information under section 8(1)(j) stating that the disclosure of the passport details /documents has no relation with the applicant and that it would cause unwarranted invasion on his privacy. During the hearing the appellant contended that despite his informing the Passport Office about pending criminal cases, a passport was issued to him. The Central Information Commission (CIC) directed the Passport Officer, Mumbai to inquire into the matter and inform the appellant whether cognizance was taken of the fact that three complaints of criminal charges were pending against the said person and subsequently send the findings to the appellant. The Commission also directed the appellant to send a copy of the complaints to the Passport Officer Mumbai.
