Snail Mail can become Speed Post

I entirely agree that the Personnel Division is being poorly managed in Department of Posts. The tragedy is that Minister Kapil Sibal has ticked off these officers several times openly during internal meetings but they are too thick skinned. While the Indian Postal Service is lucky to have a Minister who has a sharp mind and requires little explaining but even the Minister is helpless. Incompetent, non performers can not be spoon fed. But why get the Minister involved in all this? If DPC for SAG has not been held since last three years, efficient officers have resigned in disgust, other officers are demoralised, then who is to blame? It is not the Ministers job to submit Files and prepare the case. The Minister has not passed any orders not to submit Files or perform their duty. If any one is responsible then it is these officers of Personnel Division. I want to share a rarely invoked GoI order which says that Disciplinary action can be taken against officers who deliberately delay decisions in Files. [DOPT OM No. 11013/2/2004-Estt. (A) dated 16.02.2004] No one has ever been hauled up for delay in decision making. Therefore my advice to affected officers is - approach the Minister and request him to invoke these orders. Believe me everything will fall into place. Snail Mail will become Speed Post.

The situation is more or less same about promotion in Engineering cadres of various departments of Government of India (GoI). This country is heaven for Babus and Goons. The people who really work and are meritorious through out their academic career are suppressed in professional career. This is the reason, Engineers are entering in Civil Services, Management, Politics etc. which are generalist field. India is country of technology import and technical manpower export.
Only God can save us.

Confine regional parties to Provinces

I would like to start a debate on a subject so important for our nation's survival. In my opinion Westminster like democracy has failed in India. We need a presidential type of government. That will help get a proper head of government and give chance to non party people to head ministries in that government. In this context I had heard no less a person than former President R Venkataraman air somewhat similar views and I was struck by the learned presentation. He said that the multiplicity of political parties has made it impossible for a Westminster style Government and had given a method to bring down number of parties at national level to two or so. Regional parties were to be confined to Provinces. I thought the idea was admirable, you can see the penalty the nation is paying for the multiparty system at national level.

Other services also facing problems

One is cribbing about his own service and not realising that other services are also facing problems. There are a number of Under Secretaries of the CSS who could have become Directors by now. But for the courts not acting like a 'laxative in a state of constipation', they are facing insults. They are being made to report to 'kal ke bache' officers (many of them do not know Government working and are more involved with their personal chores. They also don't have manners in the sense that some of them say words like tere, mere, sun and tu jara idhar aa ja). More than 200 CSS officers, who could have become Deputy Secretaries, have unfortunately retired because of the said court case. Now Department of Personnel & Training is thnking of making ad hoc promotions to the level of Deputy Secretaries in CSS, in which Under Secretaries belonging to the Select List of 2005 are being made Senior to the Under Secretaries of the Select List of the year 2003. DOP&T should first carry out rectification in the Select List of Under Secretaries and then make those ad hoc promotions. They should not do any thing 'illegal' and face the wrath of the courts.

Plight of CAPF's officers

I will request "whispersinthecorridor" to please take up the plight of CAPF's officers (specially BSF cadre officers) and to highlight the issue at appropriate level of the corridor of power so that the genuine issues like career progression and Non functional financial up gradation are highlighted and these officers are given there dues. It will be a major boost to the morale of these officers...which is at present at the lowest level...and it is not good for the force.

IT Dept's computerization drive in news for all wrong reasons

IT Dept's computerization drive is in the news and on internet for all the wrong reasons due to certain aberration in the highest echelon of the ITD but we should not forget the contributions of officers like Ajay Singh, SS Khan down to Mirani, Harish Ravi Chawla and many others who have ensured that almost half the I.T. returns today are e-filed and CPC, Bangalore, CPC-TDS, Vaishalli, are providing world class service. There are glitches sometimes but we have to spend more on infrastructure or maybe go for cloud computing. Hope CCIT/CIT orders come soon. We should endeavour to have them out by March each year for the succeeding financial year. Best of luck.

Pseudonymous RTI application - What should a PIO do?

The appellant filed an application under with the Carpet Export Promotion Council (CEPC) seeking information related to the visit of the personnel of CEPC to an International Corporate Fair held in 2010. The Public Information Officer (PIO) furnished detailed para-wise information to the appellant. During the hearing, the respondent submitted that CEPC had deputed certain officials to visit the residential address of the appellant and they did meet the appellant there but on a query from the officials, the appellant had informed them that he had not filed the impugned RTI application. He also submitted that the PIO had written a letter to the appellant to appear before him for certain clarifications but the appellant did not appear before the PIO. However, the PIO supplied the requisite information to the appellant. The respondent further asked the Commission as to what decision should PIO take in a case where the information seeker denies having filed the RTI application. The Central Information Commission (CIC) held that if the information seeker denies to have filed the RTI application, then this should be duly recorded in the order of the PIO and the matter should be closed. The Commission also observed that the PIO cannot compel an appellant to visit his office. The Commission dismissed the appeal stating that the appellant was not satisfied from the documents supplied to him but he has not appeared before the Commission to canvass his case.

Comments

Pseudonymous applications are seen many times leaving a PIO confused as to how to he should respond to them. This order provides that a PIO may close all such cases while recording it in the order and not insist on the presence of the applicant in his office.
