Modi calls for setting up Mini Japan in Gujarat (UPDATED)
Gujarat Chief Minister, Narendra Modi has called for setting up a Mini Japan in Gujarat. Modi said: "Japan has experience and capacity; Gujarat has entrepreneurship', while Japan has technology; Gujarat has talent of youth power and Japan values of discipline; Gujarat values excellence". He was addressing a seminar on investment organized by JETRO, attended by nearly 400 delegates and Japan's national media in Tokyo. Modi said that two Special Economic Zones (SEZs) are being set up in Gujarat on the JETRO PPP model, incorporating the cultural lifestyles of Gujarat and Japan. He exuded confidence of covering new milestones of historical relations. Some company of Japan is coming every week to set up its unit in Gujarat, he said. Responding to overwhelming interest shown by Japan's companies and industrial houses to invest in Gujarat, he said that Gujarat has established its industrial supremacy in India, with a network of lakhs of Small and Medium Enterprises (SMEs) having their own identity. Modi said that industrial development is ingrained in the blood of Gujaratis. Gujarat has peace-loving and talented human resources. JETRO Chairman Mr. Hiroyuki Ishige hailed the Gujarat Chief Minister's Progressive and visionary leadership and welcomed the delegates. He said that India and Japan continued to remain economic power despite global economic recession. During his discussion with Japan's Minister for Trade and Industry (METI) Mr. Yukio Edano, Modi discussed Japan's collaboration in extending Delhi-Mumbai Industrial Corridor (DMIC) via Ahmedabad to Dholera-Bhavnagar-Kalpsar, proposed Ahmedabad-Mumbai-Pune Bullet Train and developing Gandhinagar-Ahmedabad-Dholera Metro project on the lines of Bullet Train. He explored possibilities of Japan's technical collaboration for the proposed Special Investment Region (SIR) at Dholera and Kalpsar dam-cum-tidal energy project across the Gulf of Cambay, Ahmedabad wastewater management project, canalizing river channels in Dholera region and starting Japanese language classes in Gujarat. He said that two Japanese Industrial Zones to be set up by Japan would open the doors of Japan's SME sector's of collaboration with their counterpart in Gujarat. Chief Minister invited Edano to participate as 'partner country' third time in the forthcoming Vibrant Gujarat Global Investors' Summit (VGGIS) in January 2013, set up a METI Centre in Ahmedabad.

Attitude and mindset matters

It is the attitude and mindset that matters. It is tragedy in the Government of India that Assistants become Deputy Secretary and Director with behaviour and language of UDC. In no service juniors in select list are promoted because they have put in more number of years in service and select list is revised at every promotion. The non officers after becoming officers try to usurp everything even at the cost of rights of direct recruit officers. The whole seniority list of promotee prepared by removing the names of retired officers in the select list and inserting the name of working officer is a farce. DOP&T is not implementing the clause that seniors will be propmoted if juniors are promoted , Which DOP&T directs other cadre controlling authorities to follow since 2002. Pick & choose of Court orders in seeking opinion of Law. Sheer manipulation and delay tactic- Govt should know who are the people responsible for compromising, manipulating and non rule of law in Governance . The country will not progress till shenanigans are going on and on till everyone is frustrated.

Pseudonymous RTI application - What should a PIO do?

The appellant filed an application under with the Carpet Export Promotion Council (CEPC) seeking information related to the visit of the personnel of CEPC to an International Corporate Fair held in 2010. The Public Information Officer (PIO) furnished detailed para-wise information to the appellant. During the hearing, the respondent submitted that CEPC had deputed certain officials to visit the residential address of the appellant and they did meet the appellant there but on a query from the officials, the appellant had informed them that he had not filed the impugned RTI application. He also submitted that the PIO had written a letter to the appellant to appear before him for certain clarifications but the appellant did not appear before the PIO. However, the PIO supplied the requisite information to the appellant. The respondent further asked the Commission as to what decision should PIO take in a case where the information seeker denies having filed the RTI application. The Central Information Commission (CIC) held that if the information seeker denies to have filed the RTI application, then this should be duly recorded in the order of the PIO and the matter should be closed. The Commission also observed that the PIO cannot compel an appellant to visit his office. The Commission dismissed the appeal stating that the appellant was not satisfied from the documents supplied to him but he has not appeared before the Commission to canvass his case.

Comments

Pseudonymous applications are seen many times leaving a PIO confused as to how to he should respond to them. This order provides that a PIO may close all such cases while recording it in the order and not insist on the presence of the applicant in his office.
