Suzuki Motors to train 500 Gujarati youths
as auto technicians (UPDATED)
Gujarat Chief Minister Narendra Modi is preparing grounds to partner
100 Japanese automobile companies set up their projects during the next
five years the state being developed as Asia's biggest auto hub. After
two days hectic schedule in Tokyo, he took a ride in Japan's fastest
Bullet Train from Tokyo to Hamamatsu covering the distance in 90 minutes,
to a warm welcome at Hamamatsu. Suzuki Chairman Osamu Suzuki lauded
the interest of the government and people of Gujarat showed for Suzuki's
plant in Gujarat. He said that the company will send 500 youths from
Gujarat to Japan for the automobile technical training. He appealed
the auto sector to set up their plants in Gujarat. During his visit
to Suzuki plant Chief Minister also held talk with 135 Indian engineers
who reside in Japan in connection with Suzuki car project. Addressing
an Investment Seminar with focus on Automobile sector in Japan organized
by Hamamatsu Japan External Trade Organization (JETRO) being attended
by 400 industrialist engaged in automobile sector, Modi said that Gujarat
has all the excellent infrastructure in place necessary for industrial
development. Elaborating, he said that Gujarat is the only power surplus
state in India. It has an extensive Narmada canal network. It has laid
2,000-km long network of drinking water pipeline for bulk supply. It
has initiated a farsighted skill development scheme for imparting training
in different trades on a large scale. Modi said that Japan has won Gujarat's
heart. Gujarat is interested not just in creating basic physical amenities,
technological and infrastructure improvement but also in cultural development.
Looking to growing relation with Japan for development, he said, Gujarat
will hold Japanese food and film festival, besides Japanese Industrial
Zones, Eco Township and Smart City Projects. He said that Gujarat is
receiving applications from some Japanese company every week. Modi thanked
Suzuki Chairman Osamu Suzuki for his leadership and farsightedness as
Chairman of Hamamatsu JETRO to set up car unit in Gujarat. He looked
forward to greater cooperation between Gujarat and Japan's Hamamatsu
Province. He also went round the world-famous car manufacturing plant
of Suzuki Motor Corporation at Hamamatsu, joined a lunch-cum-welcome
programme in Japanese tradition and hospitality. Chief Minister had
discussions with Suzuki Chairman Osamu Suzuki and senior office bearers
of the company regarding the company's upcoming Gujarat plant. He also
sought information regarding the company's preparation for its plant
in Gujarat. Speaking on the occasion Modi welcomed Suzuki's entry in
Gujarat in the form of its car manufacturing expansion plant near Becharaji.
He said that with Suzuki's announcement of setting up its plant in Gujarat,
many of the carmakers have become eager to set up their base in the
State. "Gujarat has already emerged as a growth engine of India,
and now it is committed to emerge as an auto-hub of Asia", he said.
As the 'growth' and 'progress' is inherent to Gujarat and Suzuki, they
both will surely develop a family-like tie between each other, hoped
Modi.

Sterlite Industries announces first quarter
consolidated results (UPDATED)
Sterlite Industries (India) Limited (SIIL) has announced its unaudited
consolidated results for the first quarter ("Q1") ended June
30, 2012. The company has registered an integrated lead production up
79% while integrated Silver production was up 70% at Zinc India and
Power sales registered up 49%. Similarly, EBITDA was recorded at Rs
2,337 crore, Underlying EPS was at Rs 4.2 per share; Strong balance
sheet with cash and liquid investments of Rs 24,917 crore; Shareholder
approval received for Sesa Sterlite merger. Revenues for Q1 were up
8% at Rs 10,591 crore primarily due to increase in volume of Lead and
Silver at Zinc India, Commercial Power and Copper. The drop in LME prices
was partially offset by Rupee depreciation compared with the corresponding
prior quarter. EBITDA was down 15% at Rs 2,337 crore, largely due to
lower metal prices, lower volume of Zinc, lower power sales at Balco
and higher cost of production in Rupee terms, partially offset by increased
realisation on account of Rupee depreciation by 21% during Q1. During
Q1, profits were impacted by mark to market loss of Rs 217 crore on
foreign currency loans and higher interest costs of Rs 78 crore.

India has investment potential in oil &
gas value chain: RPN Singh
India offers significant investment and business opportunities to companies
engaged in the oil and gas value chain, Minister of State for Petroleum
and Natural Gas, R P N Singh said at an ASSOCHAM event held here in
New Delhi on July 25, 2012. "To increase its energy supply and
augment the enabling infrastructure, India would require huge investments
worth several billion dollars across various segments of its hydrocarbon
value chain which offers huge investment and
business opportunities for companies operating in this sector,"
said Singh while inaugurating the 15th Energy Summit on Indian Oil &
Gas Sector organised by The Associated Chambers of Commerce and Industry
of India (ASSOCHAM). "Besides, rising importance of deployment
of Enhanced Oil Recovery (EOR) or Improved Oil Recovery (IOR) for arresting
the phenomenon of plateauing production in wake of ageing fields in
the country also offers a huge opportunity for companies specialized
in deploying secondary and tertiary forms of oil recovery procedures,"
said Singh who is also the minister of state for corporate affairs.
Earlier sharing his views on the dominance of hydrocarbons in India's
energy basket, Sudhir Bhargava, additional secretary, Ministry of Petroleum
& Natural Gas said "there is a need to address significant
challenges of increasing domestic production of oil and gas, diversify
into unconventional sources, accelerate hydrocarbon assets' acquisition
abroad, rationalise subsidies on petro products for auto fuels and undertake
sustained campaign for conservation of petroleum products." Sudhir
Vasudeva, CMD, ONGC said, "The most critical elements of India's
energy security remain augmenting the domestic energy resource base,
establishing long term reliable overseas resources, reducing requirement
and increasing efficiency,". He further said, "There is a
need to ensure an enabling environment to attract the big fish to put
in their money and technologies in exploration. Addressing the ASSOCHAM
summit Ms Kalpana Jain, senior director, Deloitte said "India has
good potential for growth in terms of energy consumption and a sizeable
share of this energy requirement is expected to continue to come from
hydrocarbons." "However, better infrastructure, clear policies
and regulatory environment are required across the oil and gas value
chain to make the sector attractive for investment." Amid others
who also spoke during the ASSOCHAM summit included Rajkumar Dhoot, MP
and president, ASSOCHAM and D S Rawat, secretary general of ASSOCHAM.

Why no extention only to Secretary in GoI. Ban extension as well as
appointment of consultant /advisor at all level in all services including
scientific cadre? The concept of extension, reemployment, consultant
should vanish from GoI. It is one of the major roots of corruption??

if they have not completed the eligibility period) when a junior is
being promoted (completed eligibility) has the possibility of making
Section Officers of CSS as Under Secretaries immediately on joining.

Pseudonymous RTI application - What should a PIO do?
The appellant filed an application under with the Carpet Export Promotion
Council (CEPC) seeking information related to the visit of the personnel
of CEPC to an International Corporate Fair held in 2010. The Public
Information Officer (PIO) furnished detailed para-wise information to
the appellant. During the hearing, the respondent submitted that CEPC
had deputed certain officials to visit the residential address of the
appellant and they did meet the appellant there but on a query from
the officials, the appellant had informed them that he had not filed
the impugned RTI application. He also submitted that the PIO had written
a letter to the appellant to appear before him for certain clarifications
but the appellant did not appear before the PIO. However, the PIO supplied
the requisite information to the appellant. The respondent further asked
the Commission as to what decision should PIO take in a case where the
information seeker denies having filed the RTI application. The Central
Information Commission (CIC) held that if the information seeker denies
to have filed the RTI application, then this should be duly recorded
in the order of the PIO and the matter should be closed. The Commission
also observed that the PIO cannot compel an appellant to visit his office.
The Commission dismissed the appeal stating that the appellant was not
satisfied from the documents supplied to him but he has not appeared
before the Commission to canvass his case.
Comments
Pseudonymous applications are seen many times leaving a PIO confused
as to how to he should respond to them. This order provides that a PIO
may close all such cases while recording it in the order and not insist
on the presence of the applicant in his office.
