Prime Minister Dr. Manmohan Singh's initial steps have sparked off optimism
in the capital market. After the CWC members had lambasted the PM for
economic slowdown and policy paralysis weakening its 2014 electoral
prospects PM has now all the favourable situation for taking corrective
measures. With the Finance Ministry in his hand, he has no one like
Ms. Mamata Banerjee as deterrent. But speculation has started doing

Commerce Secretary gears up Ministry
S R Rao, after assuming the charge as Commerce Secretary, has asked
all Public Sector Undertakings(PSU) in his ministry to jack up exports
by 20 per cent in 120 days. Rao,who is a Padma Shri award winner, is
a IAS officer of Gujarat cadre of 1978 batch. He is well known
for his work as Surat Municipal Commissioner in mid-1990s.
Malik wins case in CAT
O.P.S Malik , DG, Narcotics Control Bureau (NCB), New Delhi has won
his case for (Apex scale) of DG in the CAT. The CAT has directed Ministry
of Home Affairs, Government of India to immediately give him Apex scale
of DG. He is a IPS officer of 1975 batch of Uttar Pradesh cadre.

Joint Director in the CBI , Alok Kumar Pateriya has been given one year

Arun Goel, who was Joint Secretary in the Ministry of Urban Development,
has joined as Joint Secretary in the Department of Revenue on the lateral
basis for the balance period of his central deputation tenure of five
years i.e. upto May 4,2016 .He is an IAS officer of 1985 batch who belongs
to the Punjab cadre.
DG, SAI post is lying vacant
The post of Director Genera(DG),Sport Authority of India (SAI),has been
lying vacant for which a hectic lobbying has been going on.
Cadre review of CBDT and CBEC delayed
The cadre review of CBDT is delayed and consequently the cadre review
of CBEC and other organised services is also stuck since DOPT takes
up only one cadre review at a time. While , the COS was to take up the
CBDT proposal, the recent instructions on austerity have stymied the
cadre review proposals of all services. As an officer bitched "all
austerity measures are meant for services other than IAS".
Power struggle in CBEC?
There seems to be a power struggle in CBEC, since Member (Service Tax)
Ms Shiela Sangwan is being kept out of all important decision making.
First, inspite of being the 2nd senior most member, was not included
in the Placement Committee which oversees all postings of senior officers.
Now in a order issued yesterday,she has been kept of the overseeing
body for roll out of GST even though as Member incharge of Service Tax
, this task should have devolved on her. The supervisory work has instead
been given to Member, (Personnel & Vigilance). Seems all rumours
of shift of Revenue Secretary are pipe dreams and he continues to run
the Department with the same aplomb.

to the other offices without even reading the RTI Application. Can any
action be taken against such officers for illegitimate transfer of application?

Facility already exists
Apropos the request of Navin Kumar to CBDT for making Income Tax refunds
for small taxpayers online, the fact is that this facility is already
in operation for last 3-4 years. If you file your return electronically
and opt for refund through Electronic Clearance Scheme the refund will
get credited to your bank account. The processing time for e-filed returns
is about 90 days which is 0ne-fourth of that taken for paper returns.
This is also an excellent device to by-pass petty corruption and middlemen.

Income Tax Officers adopt cheap methods
Income Tax Assessing Officers have directions from the department to
enclose blank chalan forms along with assessment orders so as to facilitate
the assesses to remit the tax and so that he need not run around to
get the chalan form. Even this small citizen-friendly step is being
sabotaged by the ITOs whose assessment order will say that the blank
chalan form is enclosed but they will deliberately not enclose it. That
this omission is deliberate and with the mischievous
intent of harassing the assesses will be clear from the fact that even
if the omission is pointed out by the assesses with a request to send
the chalan form, the ITO will refuse to respond and rectify his or her
own omission. Will the commissioner of income tax,Trivandrum take urgent
steps to direct the ITOs in that office not to indulge in the cheap
practice of not enclosing the chalan form after saying in the order
that it is enclosed.

It is very incompetent act on part of Government. These ITS are UPSC
recruited Group-A Officers with average 20yrs of service experience,
with degrees like MTECH/MBA along with their engineering degree but
are sitting fully idle in Delhi without any work. The Government is
spending average 1.2 lakhs per officer p.m. (about 6 crores per month
of expenditure towards the salary of 450 officers) just to keep them
idle and take no work from them ! It is also heard that there is no
suitable jobs in the Government for the rest about 1000 ITS officers,
who will be also forced to sit idle in the coming months! Kindly highlight

It's strange
The activities of MOS&PI look strange specially regarding promotion
and transfer of SSS officials. A good number of SI GrII were promoted
to the post of SI GrI on March 29, 2010 and posted to their respective
places on Government Cost, but quite astonishingly around 40 officials
who were posted at CSO New Delhi on Government cost were transferred
back to their respective stations for the reasons known only to the
Almighty. This resulted in huge loss of Government Exchequer.

Should the Board provide information held at different zonal offices?
The appellant sought information regarding selections held in all zonal
railways from the year 2006 to till date in the categories of OS PB
II. He also wanted to know how a particular para of a certain Railway
Rule was being interpreted by all zonal Railways. The Public Information
Officer (PIO) denied the information stating that the applicant is seeking
clarification/ opinion of the public authority and not information as
per section 2(f) of the RTI Act. Regarding the selections held in all
zonal railways the PIO stated that no such data is being maintained
by the Public Authority. The Central Information Commission (CIC) accepted
the PIO's plea that opinion/ clarification cannot be given under the
RTI Act as they fall outside the ambit of definition of information
as given in section 2(f) of the RTI Act. Regarding the information related
to the selections held in all zonal railways, the Commission held that
the information sought is voluminous and is held by different zones
of the Railways which need to be separately approached by the appellant
as per section 6(1) of the RTI Act. The Commission advised the appellant
to approach the PIOs of the respective zones for this information through
separate RTI applications.
Comments
It is very often seen that the central office of an organization transfers
the application to the different zones and tries to compiles information
just out of ignorance or the fear of imposition of penalty. Compilation
of information from the field formations is not mandated under the RTI
Act.
