NBCC pledges green, signs MoU with TERI (UPDATED)
Vishnu P Das, CMD, NBCC and Dr. R K Pachauri, Director General, The Energy and Resources Institute (TERI), signed MoU Documents that provides for future co-operation between NBCC and TERI in implementing projects with GREEN compliant. On this occasion, Anoop K Mittal, Director(Projects), NBCC and R S Prasad, Consultant, TERI were also present. Under the MoU, TERI shall provide advice and consultancy to NBCC in its venture to undertake all future construction work as per Green Building and Sustainable Building concepts. Khurshid for speedy disposal of cases (UPDATED)
Considering that over three crore cases are pending in different courts in India including the apex court, the high courts and the subordinate courts, the union ministry of law and justice is working over a mechanism for having different working shifts for courts to ensure speedy disposal of pending cases, Union Law Minister, Salman Khurshid said at an ASSOCHAM event held here in New Delhi on July 7. "We are working very rapidly towards ensuring the disposal of pendency in courts and to see how can we address this through nights, morning and evening working shifts of courts and even by having courts sit over weekends and by having more of alternative dispute resolution," said Khurshid while addressing a national conference on 'Law and Economics' organised by The Associated Chambers of Commerce and Industry of India (ASSOCHAM). A K Sikri, Acting Chief Justice, Delhi High Court talked about the necessity to have economic analysis of law. "It is imperative for the law makers and the policy makers to regulate the conduct through law," said Sikri. Amid others who spoke during the conference included: Rajkumar Dhoot, MP and president, ASSOCHAM; Anil Agarwal, past-president; O P Vaish, senior advocate and D S Rawat, secretary general of ASSOCHAM.

Unnecessary expenditure on DPCs

About Austerity measures- UPSC holds Departmental Promotion Committee meetings out of Delhi, when all members of DPC are Delhi based and files have to be carried out of Delhi for the DPC. For example DPCs for promotions in CBDT and CBEC are held at exotic locations when
members of DPC are Delhi based and also the files/ACR folders are in Delhi! How much expenditure is made on this type of trips?

Should the Board provide information held at different zonal offices?

The appellant sought information regarding selections held in all zonal railways from the year 2006 to till date in the categories of OS PB II. He also wanted to know how a particular para of a certain Railway Rule was being interpreted by all zonal Railways. The Public Information Officer (PIO) denied the information stating that the applicant is seeking clarification/ opinion of the public authority and not information as per section 2(f) of the RTI Act. Regarding the selections held in all zonal railways the PIO stated that no such data is being maintained by the Public Authority. The Central Information Commission (CIC) accepted the PIO's plea that opinion/ clarification cannot be given under the RTI Act as they fall outside the ambit of definition of information as given in section 2(f) of the RTI Act. Regarding the information related to the selections held in all zonal railways, the Commission held that the information sought is voluminous and is held by different zones of the Railways which need to be separately approached by the appellant as per section 6(1) of the RTI Act. The Commission advised the appellant to approach the PIOs of the respective zones for this information through separate RTI applications.


Comments

It is very often seen that the central office of an organization transfers the application to the different zones and tries to compiles information just out of ignorance or the fear of imposition of penalty. Compilation of information from the field formations is not mandated under the RTI Act.
