community votes had faced a rout in a series of by-elections largely
because of JD(S)eating away vote share. The JD (S) has been making all
out efforts to evolve new caste combinations (Lingayat-Kuruba-Dalits

between two rainbow combinations in the state.

Meeting to select new Chief Economic Advisor
(CEA) is scheduled to take place on July 11. It will be chaired by C Rangrajan.
Rajiv Agrawal to be Chairman?
It is highly probable that Secretary , Consumer Affairs, Rajiv Agrawal,
would be the first Chairman of the autonomous Forward Markets Commission.
Minister of Consumer Affairs has made a statement that the FCRA bill
would be introduced in Parliament in Monsoon session. The
Chairman of autonomous FMC would be of Secretary rank just like SEBI.
Agrawal is scheduled to retire on August 31. One source said that he
may join the CAT.
Empanelment of 1982 batch IAS this month
Now empanelment of 1982 batch IAS officers to the rank of Additional
Secretary in the Government of India is expected to take place this
month end. Scheduled meeting for empanelment on July 5 did not take
place.
CBEC Member, Sreela Ghosh resigns
Member of the Central Board of Excise and Customs (CBEC), Ms Sreela
Ghosh is believed to have put in her papers and likely to be relieved
on September 4.

(NHRC) ?. The MHA is reported to have sent a panel of three names to

Punjab Police (1978 batch PB cadre) and PM Nair, Special DG Operations-

The political brokers have totally destroyed the Railway system which
was an excellent system in India without any financial problems. The

Another nail in the coffin of civil service integrity
If the news of the cabinet committee's approval of the FA in the Civil
Aviation ministry, holding additional charge of DGCA, is correct, it
would mean another nail in the coffin of civil service integrity as
it will result in compromising independent financial functioning, conflict
of interest between financial and executive job interests, and concentration
of power in one individual to the detriment of public interest. As such
dubious arrangements never happens without a quid pro quo in government,
watch out for the seamy inside story.

Disclosure of reasons for not empanelling an officer under RTI
The appellant sought the reasons for being left out in the empanelment
list of IPS Officers by the Ministry of Home Affairs (MHA) for the year
1994-95 while all his APRs were outstanding. The PIO informed that as
per DoPT's O.M. No. 1/7/2009-IR dated 1.6.2009, the information sought
in the RTI application cannot be classified as 'information' and the
same cannot be provided. The appellant argued before the Central Information
Commission (CIC) that whereas his juniors have been empanelled and,
therefore, he should be provided the reasons for being left out from
empanelment list when all his APRs are 'Outstanding'. The CIC noted
the admission of the respondent that the decision for promotion of IPS
Officers is taken in the meeting of the CPEB. Observing that the meetings
of the CPEB are a matter of official record, the CIC ruled that what
has been sought by the appellant is covered under the definition of
'information' as per section 2(f) of the RTI Act. The Commission directed
the PIO to provide the reasons, as per record, whereby decision was
taken to leave out the appellant in the empanelment list of IPS Officers
for the year 1994-95.
Comments
This decision of the CIC is likely to bring in transparency in the
process of empanelment..
