R.P. Singh's notification as NHAI chief today
Finally a notification relating to appointment of Rajinder Pal Singh
as Chairman National Highways Authority of India(NHAI) are being issued
on June 11,2012. He is an Andhra Pradesh cadre IAS officer of 1976 batch.
He is the retired Secretary from the Department of Industrial Policy
and Promotion (DIPP). Besides, he had served with distinction in other
places including the post of Chairman and Managing Director of the Punjab
and Sind Bank.
V S Sampath is CEC now
Veeravalli Sundaram Sampath who so far was Election Commissioners
(EC) in the Election Commission of India (ECI) has assumed charge as
Chief Election Commissioners (CEC) on June 11, 2012. He is an Andhra
Pradesh cadre IAS officer of 1973 batch. Soon after assuming new charge,
told <whispersinthecorridors.com> that his top priority will be
to have hassle free enrollment and clean electoral rolls. Replying to
a question he said that e enrollment will be introduced. It may be recalled
here that Sampath had joined as Election Commissioner in the ECI on
April 21, 2009 after N Gopalaswami demitted office, during the course
of the General Elections 2009.

Power formation in organizational structure
Gentleman ! Is India's transition to Democracy complete with the colonial
power coming to its knees or Is it the result of training of IPS officers
that makes them specialist Nirmal BABUS in uniform and perfect at the
art of pretending to be expert of everything politicians will assign
them. I am sure the protagonists of Police reforms in India, Prakash
Singh and Nirmal Kumar Singh, both ex-IPS from this fraternity will
not interpret this gesture of IPS Director General Sahib as political
interference in Police. It is the culture that IPS officers imbibe from
the training they undergo to specialize in survival . They can be sheep
to the authority that will give them opportunity to wield the power
for organized corruption in Police and pretend to be an experienced
General of warfare and turn into Tiger when pitted with disciplined
Armed force officers of BSF, CRPF. NSG, CBI etc. They lead state Police
organizations or Armed Forces of Union of India not because of their
experience and specialisation but because of power formation in the
organizational structure and this high time these NIRMAL BABUS are either
shown the door or confined to the ranks of Sergeants/Inspectors. The
complete policing work finishes
at these ranks.

There is no rule for the chosen senior officers
Is the Chief Statistician of India, who is ex-officio Secretary to
the Government of India, Ministry of Statistics & PI has the autonomy
to ignore serious charges of misuse of power by senior officers close
to him? This question has assumed special significance in view of the
recent audit report alleging loss of Rs.25.68 lakhs during 2010-11 alone
on account of irregular payment of HRA to officials including senior
officers at the level of ADG/DDG in the National Academy of Statistical
Administration(NASA) at Noida. The total loss on this account alone
during 2009-12 is to the tune of Rs. 1.00 crore.

Country needs second constitution!
What the country wants today is a second constitution forming a second
Republic correcting the flaws observed in the first. The new constitution
should stress on accountability of both politicians and bureaucrats,
a powerful independent Lokayukta bringing central investigating agencies
under its control, preventing vote bank politics, parliamentary election
allowed for only parties who have representation in atleast three states,
election reforms curtailing money play, freebies, caste and religion
in elections, prevention of criminals entering into parliament and assemblies
etc. People getting at least 50% of the polled votes only should be
declared as winners in elections etc. Unfortunately our first PM was
a dreamer and not a visionary. With abundant love from people, he could
have visualized and corrected our political path. Unfortunately every
step he took
whether it is Kashmir or Tibet, all went against our country's interests
and we are suffering due to his follies even today.

Attention Medical Superintendent, RML Hospital:
CGHS beneficiaries Joint Secretaries and above (serving & retired)
have the facilities for seeking an appointment from Sr. doctors for
consultation as per directive of Ministry. This procedure was being
followed by earlier HOD medicines so far. After taking over charge by
Dr. BB Gupta, this procedure has been discontinued. As Dr. Gupta feels,
let Sr. Officers/Sr. Citizens come and get themselves registered at
the windows and go for consultation to other doctors. This is highly
disgraceful for flouting the directives of the Ministry. Dr. Gupta may
limit the number of patients and days for giving time for consultation
as it saves the time for Sr, officers and inconvenience to Sr. citizens.
Can Dr. Gupta be requested for following the appointment procedure failing
which case can be taken up with Minister for the replacement of Dr.
Gupta with suitable doctor who can serve better as HOD. It will streamline
the procedure for the CGHS beneficiaries.

Reasons for keeping employees in very sensitive post for more than
15 years
The applicant filed a Right to Information (RTI) application with the
West Central Railway, Jabalpur seeking information about the prescribed
tenure of employees in non-sensitive, sensitive, and very sensitive
posts. He also wanted to know the reason for allowing certain employees
to remain in very sensitive post for more than 15 years, claiming that
it was against the policy of the public authority. The PIO, Jabalpur
furnished information, pertaining to his office and transferred the
application to the PIO, Kota. The PIO, Kota provided a copy of policy
dealing with the sensitive posts. The appellant filed the second appeal
before the Central Information Commission (CIC) complaining that information
related reason for allowing certain employees to remain in very sensitive
post for more than 15 years has not been given to him. The Commission
directed the PIO, Kota to provide the reasons (for allowing certain
employees to remain in very sensitive posts for more than 15 years),
as available on record in the form of file noting, correspondences etc.

Comments
Transfer and posting are administrative decisions which remain a contentious
issue amongst the government servant. There is a prescribed tenure for
employees in non-sensitive and sensitive posts and the public authority
is required to pro-actively disclose the reasons for any deviations
as per section 4 of the RTI Act without the need for anyone to file
a RTI application for it.
