Steel Minister Verma hails Bhilai steel workforce (UPDATED)
"I have faith in the boundless abilities of the Bhilai workforce" said, Beni Prasad Verma Indian Minister for Steel while addressing a gathering of employees at Bhilai Steel Plant's Long Rail Mill complex during his visit to Bhilai Steel Plant from June 11 to 12. He was accompanied by Chairman SAIL, C S Verma and U P Singh, Joint Secretary, Ministry of Steel. The Minister further added, "the performance of Bhilai has improved in the current financial year, this trend needs to be maintained by the Bhilai collective and efforts to achieve more than the targets need to be enhanced. The collective needs to stringently adhere to maintenance protocols to minimize production losses and complete expansion schedules with in time." The Minister for Steel had arrived on his maiden visit to Bhilai Steel Plant on June 11, 2012. Upon arrival at the Mana Airport, Raipur Beni Prasad Verma was accorded a warm welcome by Pankaj Gautam, Chief Executive Officer(CEO), Bhilai Steel Plant and other senior members. On the second day of his visit the Steel Minister made a detailed visit of Bhilai Steel Plant and evinced a keen interest in the production process and projects. He visited blast Furnace-7 and plate mill and inaugurated a new oxygen unit. Beni Prasad Verma also visited the Long Rail Complex where the Steel Minister addressed a cross section of employees regarding the health of the plant and the expectation from each and every one of them. The plant's employees responded to the Minister's call by rededicating themselves to improving equipment health and productivity and at the same time completing projects within stipulated time frames. In his address, Chairman SAIL CS Verma thanked the Minister for visiting Bhilai and motivating the collective of the flagship unit of the company.

ASSOCHAM President meets Prime Minister
ASSOCHAM has called for a big dose of political courage to halt the negativity being spread by vested global agencies and reverse the on-going decline in investor confidence. At a meeting with the Prime Minister Dr. Manmohan Singh, the ASSOCHAM President Rajkumar Dhoot submitted a memorandum suggesting measures to tackle issues like high fiscal deficit and inflation on a war footing. Talking to the media, Dhoot dismissed the Standard and Poor's assessment of the Indian economy and said there is nothing in the report which is revealing or new. It looks as if the researchers have compiled together newspaper clippings and put out a paper, which is quite damaging for an economy which is among the top five in terms of purchasing power parity. Some of the comments in the report about the political and government leadership are uncalled for, to say the least. Some of these comments are quite a drawing room talk, that too in a loose fit, the Chamber Chief said. Strangely, the ASSOCHAM President said, these comments come from an agency which had given AAA ratings to some of the junk financial products in the run-up to the global financial crisis of 2008-09.

Austerity Measures

Another set of instructions have been issued by the Government on 31st May 2012 announcing austerity measures to control expenditure in Government. But do these instructions really make an impact? My impression is that nothing change and Government Servants flout the instructions under the garb of functional necessity. Senior officers continue to travel by Executive Class that also without any real need and with their better half. There is a typical case of a travel savvy
senior officer in GoI and he visits places like Goa, Shimla, Portblair, Kolkata, Srinagar, Bangalore with family in just two months. He visits these places in the garb of official review meetings but real purpose is excursion, to attend marriages, and get farewells with expensive gifts at exchequer's expenses. Unless the concerned Ministers review the wasteful expenditure in their Ministries and keep a check on their officers nothing is going to change.

Grave fall in industrial production in the recent times. As per 1991 new industrial policy the private sector were expected to boost the economy of the country at a rapid pace. Unfortunately, they have failed the country wherein they have indulged in unscrupulous activities and have duped the country of lakhs of crores of rupees through 2G, coalgate scams etc. The public sector of the country involved with industrial production at that point of time (1992-1995), were demanding only few crore of rupees for their revival, which the government denied. The coming generation is going to pay for the current generations follies. God will also not forgive the current generation.

Appeal to Minister of Health & Family Welfare

As CGHS beneficiaries are facing problems in the hands of RML hospital doctors, please allow CGHS beneficiaries direct consultation in the empaneled hospitals.This will ease the work pressures on the RML doctors on one hand and also provide relief to CGHS beneficiaries as they can visit the empaneled hospitals on illness. There is no purpose served if CGHS beneficiaries are not allowed for direct consultation in the empanelled hospitals. The medicines will continue to be issued by the wellness centers. The doctors in RML hospitals can serve general public in much better and effective way. Please consider the proposal positively. It is to mention that HOD orthopedics and surgery are following appointment procedures and is very effective & efficient and may be emulated by other departments. No one wants to visit hospital unnecessary.

Kamaraj Plan!

Apropos your whispers on Kamaraj Plan. This plan (1963) was a fraud played by Nehru to hang on to his gaddi as PM after the disgrace he brought to the nation in the Indo-China war of1962. It was basically meant to down size potential threats to his daughter as his successor from leaders like Morarji Desai. The coterie around Sonia Gandhi wanted to extricate her from the series of corruption charges and putting it on Manmohan Singh and his cabinet colleagues by carrying out another Kamaraj plan. Nehru could get away with it, but how far Sonia Gandhi, who is alleged to have finger in every controversial pie, can go is a big guess.

Will someone in PMO will look into it?

This has reference to your news item in FORUM under the caption 'There is no rule for the chosen senior officers' highlighting loss of Rs.1.00 crore due to irregular payment of HRA to officials including senior officers at the level of ADG/DDG in the National Academy of Statistical Administration (NASA) at Noida under the Ministry of Statistics and Programme Implementation. There are many such cases in the Government simply because there is no real accountability. The minimum our honourable Prime Minister can do is to establish a small cell in PMO to monitor such cases. Any attempt to cover up such irregularities on extraneous consideration should be dealt sternly. This will restore the system to its health and people's faith in the Government headed by our PM. I hope someone in PMO will look into this.

Reasons for keeping employees in very sensitive post for more than 15 years

The applicant filed a Right to Information (RTI) application with the West Central Railway, Jabalpur seeking information about the prescribed tenure of employees in non-sensitive, sensitive, and very sensitive posts. He also wanted to know the reason for allowing certain employees to remain in very sensitive post for more than 15 years, claiming that it was against the policy of the public authority. The PIO, Jabalpur furnished information, pertaining to his office and transferred the application to the PIO, Kota. The PIO, Kota provided a copy of policy dealing with the sensitive posts. The appellant filed the second appeal before the Central Information Commission (CIC) complaining that information related reason for allowing certain employees to remain in very sensitive post for more than 15 years has not been given to him. The Commission directed the PIO, Kota to provide the reasons (for allowing certain employees to remain in very sensitive posts for more than 15 years), as available on record in the form of file noting, correspondences etc. to the appellant.

Comments

Transfer and posting are administrative decisions which remain a contentious issue amongst the government servant. There is a prescribed tenure for employees in non-sensitive and sensitive posts and the public authority is required to pro-actively disclose the reasons for any deviations as per section 4 of the RTI Act without the need for anyone to file a RTI application for it.
