Wrong perception

The perception in this article is wrong that IFS officers do not want to go to work in North Korea. The fact is this post was not advertised nor offers sought from young IFS officers. This is in terms of culture in the IFS of denigrating young officers and not giving them opportunities as the seniors feel that they would be overshadowed. Add to it, the now change in promotion rules which ordains that an officer must have Outstanding in last 10 years of Annual Appraisal. Needless
to say only those who are servile and know "Boss Management" are able to get that as appraisals are on basis of personal whims and fancies rather than objectivity. Thus if Young IFS officers were given the opportunity, they would have certainly gone as worked in North Korea. in fact many young IFS officers are willing to go and serve in Afghanistan.

Chaatukarita aur chamchagiri ke is Zamane main aap aur kya expect kar sakte hain. Senior IFS officers made their own Minister fool and got the approval for appointment of a steno as Ambassador.

Govt. of India has spent a large amount of money on construction of House for DG, NSG, in its campus but all DGs live in Tenure Pool accommodations. Is it not a waste of money and infrastructure and misuse of position. There might be many organisations like this but officers seem to look other way and Ministry of Urban Development is not bothered despite scarcity of accommodation. Morality and virtue is the word of past hook and crook the reality of life.

Why Ministry of Health, doesn't creates Nursing Home in Safdarjung?

Hospital also to distribute the work load. Why Medical officers. SMO, CMOs are working as Specialist there with their rubber stamps made like -CMO cum Specialist? Why specialists doctors are always placed on VIP duties only. Surely, Government officers should be seen on priority. If private hospitals are empanelled for every thing, one will be subject to costliest treatment every time.

No body wants to visit hospital

No body wants to visit a hospital and if the need arises specialist consultation with medical specialists should be allowed in private empanelled hospitals. But one thing that you cannot forget that in the recent past a number of private empanelled hospitals have opted out of the CGHS system solely on account of the fact that their bills are not settled by CGHS in a time bound manner.

RML Hospital

There are two wings of CGHS working in RML hospital one medicine and other is Surgery. These two wings are supposed to serve CGHS beneficiaries in a proper way as wellness centers cannot provide the specialized services. There is clear directives from the Ministry for giving appointments to Sr. officers. It is responsibility of HOD's PS/PA to give appointment on designated days limiting to numbers decided by HOD. The same list is sent to registration counter for getting the prescription by the appointees on his visit to doctor. This is simple procedure needs to be followed. Only attitude matters. All Government departments follow the procedure of appointments. Now a days even private hospitals follow the procedure of appointments. If
some one does need appointment, he is welcome to follow normal procedure.

"Appeal to Minister of Health & Family Welfare"

As a senior citizen,may I urge Ghulam Nabi Azad, the Health Minister to constitute squads of Officers for conducting surprise checks at CGHS dispensaries and hospitals in Delhi and see how poor patients and senior citizens are maltreated. Some processes could be outsourced to avoid harassment. Doctors could be transferred from VIP dispensaries to outlying areas with larger concentration of retired CGHS beneficiaries.

Govt. servants should not get special privilege

Government servants should not get any special privilege such as exclusive hospitals or special appointments. Public should not be asked to spend their productive time waiting in queues while having to pay taxes that pay salaries to pen pushers. When public servants get their privileges they forget the problems faced by public.

All Govt officers prefer RML Hospital

All Government Officers prefer RML Hospital because of proximity to Bhavans. Better facilities like Nursing Home etc should be started for CGHS patients in Safdarjung Hospital also to distribute the load. More specialist/super specialist doctors should be placed there as majority of CGHS doctors in Safdarjung Hospital are CMO and Medical Officer rather than Specialists.

Positive side of S&P report

The S&P report talks of political divide in the Congress party & the division of the authority of the government. So, the economic super powers have acknowledged the power of political parties in India- it is not one party (Congress) alone but others too who not only influence but decide important issues. India might be a highly developed country in matters of corruption, but it is hardly open for plunder by others, by buying the loyalties of any single party or a bunch of ministers. Even though a former Finance Minister is reported to have addressed a gathering in America inviting investors assuring them that they will now stay longer than the 200 years they ruled India earlier! The people -unfriendly economic policies of this government made many feel as if India was up for plunder (P Notes, FDI in retail etc). What is the foreign investment in the "core sectors" of the economy? The S&P report doesn't disappoint those experienced in developmental administration a bit. Rather it is encouraging that Indian interests are safe for some more time.

No transparency in transfers

RTI has been in pace for seven years but the opacity in the transfer orders has continued. Nobody seems to be bothered and the process is continuing unabated. RTI has shown at least an opportunity to question this blatant violation of policy by different organisations. It seems very difficult to find a solution.

Consider Addl Secr level IAS officer for post of Chairman, Kolkatta Port Trust

Only IAS officers of additional secretary level should be considered for the post of Chairman, Kolkatta Port Trust as the pay in this post is equal to that of GoI secretary. Earlier only very senior IAS officers used to be posted. Over the years people have manipulated to reduce the eligible criteria. For any grade I port trust chairman post whose gross pay is above one lakh and seventy thousand per month an IAS officer must atleast be of senior Joint Secretary level with not less than 25 years experience.

Reasons for keeping employees in very sensitive post for more than 15 years

The applicant filed a Right to Information (RTI) application with the West Central Railway, Jabalpur seeking information about the prescribed tenure of employees in non-sensitive, sensitive, and very sensitive posts. He also wanted to know the reason for allowing certain employees to remain in very sensitive post for more than 15 years, claiming that it was against the policy of the public authority. The PIO, Jabalpur furnished information, pertaining to his office and transferred the application to the PIO, Kota. The PIO, Kota provided a copy of policy dealing with the sensitive posts. The appellant filed the second appeal before the Central Information Commission (CIC) complaining that information related reason for allowing certain employees to remain in very sensitive post for more than 15 years has not been given to him. The Commission directed the PIO, Kota to provide the reasons (for allowing certain employees to remain in very sensitive posts for more than 15 years), as available on record in the form of file noting, correspondences etc. to the appellant.

Comments

Transfer and posting are administrative decisions which remain a contentious issue amongst the government servant. There is a prescribed tenure for employees in non-sensitive and sensitive posts and the public authority is required to pro-actively disclose the reasons for any deviations as per section 4 of the RTI Act without the need for anyone to file a RTI application for it.
