Unnecessary fuss on posting as Ambassador
There was a news article in the whispers on 13.6.2012 regarding appointment
of Mr. Ajay Sharma as Ambassador to North Korea. In this regard my views
as as follows: Firstly, PSO in Government of India is Principal Staff
Officer and not a Personal Assistant. He is of the rank of Director
in Government of India. Secondly, he may be from stenography line in
the beginning of his carrier. But now after a service of nearly 25-30
years he has a vast experience behind him. Everyone starts his carrier
from a small post. There have been examples in Government of India wherein
persons who began their carrier as Assistants have rose to the posts
of Joint Secretary and even above. So, whats the hue and cry all about.
If the IFS officers
fear to go to North Korea because of its Government, social life or
what ever be the reason, someone has to be sent to the mission/consulate
to manage the affairs. Then why are people making such fuss

Only poor be treated in Govt hospitals
Government had decided empanelment of private hospitals for CGHS patient
in order to avoid rush in Government hospitals. Only the poor should
be treated in Government hospitals. There should be a separate hospital
in the capital for CGHS patients on the lines of Railways and
Defence Hospitals. There should be private wards (status wise) in these
hospitals for all the patients in the Grade Pay of Rs.5400/- and above.
If necessary a Medical College could also be attached along with this
hospital so that the doctors are in constant touch with the latest developments
in the medical field.

The CGHS facility is in a very poor condition & doctors are dictators.
The solution lies- in giving One month basic pay+ DA as OPD allowance
to Govt servants annually for the family, For Indore treatment Nodal

Maintain transparency in transfer orders
All the government organisations are supposed to maintain transparency
in their transfer orders. What can be done if the organisations do not
fulfill the legal requirements? Are the government servants expected
to file a RTI Applications in all cases where there is a deviation?
Why is the DoPT / Information Commission not taking a suo-motto cognizance
of the violation of the guidelines? There ia a breach of the provision
almost at all places with very few organizations following it.

Reasons for keeping employees in very sensitive post for more than
15 years
The applicant filed a Right to Information (RTI) application with the
West Central Railway, Jabalpur seeking information about the prescribed
tenure of employees in non-sensitive, sensitive, and very sensitive
posts. He also wanted to know the reason for allowing certain employees
to remain in very sensitive post for more than 15 years, claiming that
it was against the policy of the public authority. The PIO, Jabalpur
furnished information, pertaining to his office and transferred the
application to the PIO, Kota. The PIO, Kota provided a copy of policy
dealing with the sensitive posts. The appellant filed the second appeal
before the Central Information Commission (CIC) complaining that information
related reason for allowing certain employees to remain in very sensitive
post for more than 15 years has not been given to him. The Commission
directed the PIO, Kota to provide the reasons (for allowing certain
employees to remain in very sensitive posts for more than 15 years),
as available on record in the form of file noting, correspondences etc.

issue amongst the government servant. There is a prescribed tenure for
employees in non-sensitive and sensitive posts and the public authority
is required to pro-actively disclose the reasons for any deviations
as per section 4 of the RTI Act without the need for anyone to file
a RTI application for it.
